UNIVERSITI PUTRA MALAYSIA BURSAR S STUDENT FINANCES RULES 1.0 PURPOSE 1.1 The purpose of these regulations is to clarify to the students the methods, conditions and implications in respect to the payment process of tuition/hostel fees as approved by the University s authority. 2.0 DEFINITIONS 2.1 Payment - includes all payments made compulsory upon the students as determined by the University s authority. 2.2 New Students - students in first semester for all programmes offered by Universiti Putra Malaysia; and 2.3 Senior Students - students in second semester onwards. 3.0 PAYMENT OF FEES 3.1 New Students 3.1.1 New Undergraduate/Postgraduate students are required to pay all fees set out by the registration day at the latest. 3.2 Senior Students 3.2.1 Self Finance Undergraduate students are required to pay the fees set out by the first day of a current semester. 3.2 Students Applying for Extension of Sponsorship 3.2.1 Students whose sponsorship have ended and are applying for extension of sponsorship are required to produce a confirmation letter from the sponsor regarding the status of extension by the first day of lecture. 3.3 Partially-sponsored Students 3.3.1 Partially-sponsored students are required to pay the amount of fees not covered by their respective sponsors by the first day of lecture of a current semester at the latest.
4.0 PENALTY 4.1 Students who fail to observe the regulations under para 3.1 through 3.3 shall face the following actions:- 4.1.1 Prohibition from sitting for examinations; 4.1.2 Examination results withheld; 4.1.3 Prohibition from proceeding with pre-registration and actual registration for courses to be taken in the following semester; 4.1.4 Prohibition from attending lectures; 4.1.5 Suspension; and 4.1.6 Termination. 4.2 The above actions are imposed in accordance to the decisions of the University s authority and are subject to changes from time to time. 5.0 FEES IN EFFECT (INCLUSIVE OF SPECIAL SEMESTER) 5.1 Fees imposed are fees that have been decided by the University s authority, namely: a) Tuition Fee b) Other fees as stipulated by the University, from time to time. 6.0 COLLEGE FEES 6.1 Withdrawal from College during Course of Studies 6.1.1 Students who discontinue or withdraw from occupying a College within the first two weeks of a semester are required to pay the College Fee according to the duration of stay at the college. 6.1.2 Students who discontinue or withdraw from occupying a College within the first two weeks of a semester and who have paid the residential fees in full are entitled for refund according to the duration of stay at the college.
6.1.3 Students who occupy a residential college during the holidays are required to pay the College Fee based on a daily room rate. 7.0 CLAIM FOR TUITION FEES FOR SPECIAL CASES 7.1 Disciplinary Action 7.1.1 Students imposed with disciplinary action whether terminated or suspended from their studies are required to pay all fees due for the semester during which the penalty takes effect. 7.2 Withdrawal from Course/Postponement of Study/Medical Leave 8.2.1 Senior undergraduate students (including students who have preregistered for courses) who withdraw from/postpone their studies AFTER the second week of the semester are required to pay all fees (including hostel fee) pertaining to the semester. However students are entitled to claim the meal fee paid based on the remaining amount on the meal card upon verification from the University Business Centre (UBC). 8.2.2 New Students who withdraw from/postpone their studies at the University AFTER the second week of the semester are also subject to regulation 8.2.1. 8.2.3 Senior Master and PhD Students (including students who have preregistered for courses) who withdraw from/postpone their studies AFTER two (2) weeks following the first day of lecture of a current semester are required to pay all fees pertaining to the semester. 8.2.4 New Master and PhD students are also subject to regulation 8.2.3. 8.2.5 Senior Students (including students who have pre-registered for courses) who withdraw from/postpone their studies WITHIN two (2) weeks following the first day of lecture of a current semester are only required to pay college fees according to the length of stay upon verification from the college. 8.2.6 New Students who withdraw from/postpone their studies at the University WITHIN two (2) weeks following the first day of lecture of a current semester are required to pay the REGISTRATION FEE and ORIENTATION FEE. Regulation 8.2.5 is also applicable to new Students.
8.2.7 New Students of the second and third intakes of a current semester are also subject to the above regulations. 8.2.8 Senior Master and PhD Students (including students who have preregistered for courses) who withdraw from/postpone their studies WITHIN two (2) weeks following the first day of lecture of a current semester are required to pay the SERVICE FEE according to the current rate. 8.2.9 New Master and PhD Students who withdraw from/defer their studies WITHIN two (2) weeks following the first day of lecture of a current semester are required to pay the REGISTRATION FEE and SERVICE FEE according to the current semester rate. 8.3 Students who pay tuition fee but do not register 8.3.1 New Students who have paid tuition fees but do not register are entitled for the reimbursement of the fee subject to the service charge imposed (Miscellaneous Fee) as determined by the University s authority. 9.0 GENERAL REGULATIONS 9.1 In case of any doubt with regard to the above provisions and regulations, please to the Student Financial Section, Bursar s Office at 03-89466225/89466215/89466240 and 086-855271 and Fax Number 03-89472048. 10.0 EFFECTIVE DATE 10.1 These regulations shall take effect immediately. 4. OPENING A BANK ACCOUNT a) All new students who obtain/receive offer from the university are required to open an account with Bumiputra Commerce Bank Berhad (BCB) at any of its branches and do the following:- (i) (ii) produce the admission offer letter before the Bank for the purpose of opening a bank account; make a photocopy of the front page of the account book for the purpose of PTPTN sponsorship application. 5. FEES 5.1 Students must refer to the New Student Admission Programme Book to determine the rates of fees imposed. (Table of fees is as in Appendix 1 for total fees and Appendix 1A for detailed breakdowns of fees.) All fees must be made payable to: BENDAHARI, UNIVERSITI PUTRA MALAYSIA 5.2 You are reminded that the University will not accept cash/postal order/personal cheque or any methods of payment apart from the methods stated under Clause 5.6. 5.3 Students are allowed to delay payment of fees except Registration Fee and Orientation Fee. If students are granted with scholarship/bursary/loan for their studies at the University, a copy of the offer letter for the scholarship/bursary/loan must be presented on registration day. This includes, if any, confirmation letter from KWSP verifying the approval for the withdrawal of deposits. 5.4 Students who cease or defer studies 14 days after the commencement of lectures are required to pay fees in full. These include students who receive offers and register 14 days after the commencement of lecture. 5.5 If students cease studies within 14 days from the commencement of lectures, and have paid the fees within that period, all fees paid will be refunded except Registration Fee/Orientation Fee, Hostel Fee (according to the duration of stay) and Meal Fee (according to the amount unused). 5.6 Method of Payment You may choose any of the following methods o pay your fees:-
i) Bank Draft or Bankers Cheque crossed with PAYEE ACCOUNT ONLY and made payable to THE BURSAR, UNIVERSITI PUTRA MALAYSIA. Please bring along the Bank Draft/Bankers Cheque to UPM on registration day. Write your name, IC number, matric number and programme offered at the back of the Bank Draft/Bankers Cheque. ii) Payment through CHANNEL-E, BCB internet banking. Please follow instructions on the url http://www.upm.edu.my/channel-e/ 5.7 Please read UPM Student Financial Regulations as in Appendix 3.
What is Channel-e? Channel-e is a personal internet banking service provided by Bumiputra-Commerce Bank Berhad (BCB). What are the benefits? a) Transactions can be performed conveniently; b) You do not need to go to the Bursar s Office; c) You do not need to go to the bank; d) You do not need to wait for your turn at the Bursar s Office Receipting Counter; e) You do not need to queue at the bank to withdraw money from your account; f) Transactions can be performed at any time; g) This service is offered at no extra charge. Channel-e Service ::Please perform the following steps:: Step 1: Create your Channel-e PIN (e-pin) 1. If you still have not owned an account with BCB, please open an account and obtain your ATM card. 2. Obtain your channel-e pin (epin) from any BCB ATM through the following steps:- Insert your card into the ATM just as normal transactions; From the list of transactions select others ; Then, select Channel-e ; Key in 6-digit number of your choice as your Channel-e PIN; Confirm epin by keying in the same 6-digit number again and it must be different from your present ATM PIN and Your transaction is completed.
