Biographies Leroy Wade Deputy Commissioner Missouri Department of Higher Education If your career path has yet to intersect with Leroy Wade s, you are in for a treat. With more than 27 years of service at the Missouri Department of Higher Education, Leroy was appointed in July of 2013 to the position of Deputy Commissioner after serving as interim deputy commissioner since February. But in the eyes of Missouri s seasoned financial aid professionals, Leroy is so much more: he is an authority on state financial aid, the educational pipeline, and Missouri legislative issues as well as being a talented auctioneer, drummer, cattle farmer, and all around great guy. Additionally, Leroy served on the New Bloomfield public school board for about a decade. Thomas Babel Vice President, Regulatory Affairs DeVry Inc. As Vice President of Regulatory Affairs for DeVry, Tom is responsible for assuring that DeVry s institutions operate in compliance with all federal, state and provincial regulations governing school operations and student financial assistance programs. Tom s responsibilities include interacting with federal and state lawmakers as well as the agencies that regulate school operations. Since joining DeVry in 1984, Mr. Babel has held a number of positions within DeVry University including Dean of Student Finance, Director of Administrative Services and Director of Student Accounts. Prior to 1984, he was a financial analyst and an actuarial mathematician for United Insurance Company of America. He is currently a Director and Chairman of the DeVry University Education Fund, a non-profit fund providing scholarships to DeVry University students. Previously, he served as a Director for the National Student Clearinghouse from 2000 to 2009 and the National Student Loan Program from 2001 to 2007. He has worked extensively with the U.S. Department of Education on a number of program and modernization initiatives, including chairing Project EASI a national initiative to reengineer the student aid delivery process. He was a nonfederal negotiator in the 2007 and 2009 negotiated rulemaking sessions. Mr. Babel has served as a presenter at numerous financial aid and higher education conferences. He has held several elected and appointed positions with state, regional and national associations. Jeff Baker Director of Policy Liaison and Implementation for Federal Student Aid US Department of Education. Mr. Baker has served in this capacity since 1994. Prior to his work at ED, Jeff was the Director of Student Financial Aid at San Francisco State University, where he also served as the Assistant and then the Associate Director, starting in 1976. His first job in financial aid was as a Financial Aid Specialist at the University of Wisconsin-Milwaukee. Jeff s career started in education in 1972 when he worked as a Public School Teacher in the Port Washington, WI district. He holds a B.S. in Management from Northeastern University, an M.S. in Education from the University of Wisconsin and has done post-graduate work in Higher Education Administration at the University of Southern California. Jeff is an active member of NASFAA, including serving as committee chair, trainer and Commission Director. Jeff has been the recipient of NASFAA s Meritorious Achievement Award, National Leadership Award, and the Regional Leadership Award. He was on the Executive Council for WASFAA (Western) and was President of CASFAA (California). He was awarded the WASFAA Creative Leadership Award; the CASFAA Distinguished Service Award, Presidents Award; and was awarded Lifetime Membership in both associations. Having conducted extensive research and study of the life and legacy of Theodor Geisel, known the world over as Dr. Seuss, Daryl provides docent tours, art shows, and public educational and entertaining presentations detailing the seldom-known facts of this literary giant that extend beyond the bounds of his well-known children s books. Advisors work with all students, grades 9 through 12, with the ultimate goal of increasing the number and percentage of students who go directly from high school to a best-fit postsecondary opportunity. As a high proportion of students in partner schools are from low-income families and often firstgeneration-to-college or from underrepresented communities knowing how to finance college is a MUST. This session will include an overview of the MCAC program, sharing of barriers to college faced by advisees, and describing of best practices around financial literacy, college knowledge regarding paying for college, FAFSA completion, understanding federal student aid, and applying for scholarships used by advisors to ensure that students are financially empowered to go to college. 4:30-5:45 Escollo Reasons for leaving: Non-returning students at the University of Missouri The session explores results from three years of survey data collected on nonreturning students at the University of Missouri. All non-returning students were asked to complete a detailed survey indicating their reasons for leaving and the supports they used while a student. In addition, demographic information on all non-returning students at the university will be presented by advising group and eligibility status. All graduating students were also asked to complete the same survey indicating how many of the same stressors they experienced while a student. Graduating students results are compared to non-returning students in an effort to understand the dynamics underlying the decision to leave the university. (All proceeds will go to the conference charities.) 4:30-5:45 2014-2015 Verification All schools participating in federal student financial aid programs must verify application data for some portion of their student population. For the 2014-2015 award year, the Department of Education is implementing new verification requirements for certain students.
