West New York Board of Education Work Session/Business Minutes January 10, 2013, 5:30 p.m. The Work Session/Business Meeting of the West New York Board of Education was be held in the Auditorium of PS #4, 6300 Palisade Avenue, West New York, New Jersey. OPEN PUBLIC MEETING STATEMENT The New Jersey Open Public Meetings Law was enacted to ensure the right of the Public to have advance notice of and to attend the meetings of any public bodies at which any business affecting their interest is discussed and acted upon. In accordance with the provisions of the act, the School Business Administrator/Board Secretary has caused notice of this meeting to be sent to the following, announcing time and place thereof, agenda, etc. V. COMMUNICATIONS (Board Secretary) the Jersey Journal the Administration Bulletin Board the Website A. First Reading of Proposed Board Policies Mr. Franchetta noted that this evening is the first reading for new or amended board policies. He read the number and title of each proposed policy. He encouraged the board members to review the proposed policies and to contact the superintendent with any questions or concerns that they may have regarding the proposed policies before the February board meeting at which time the policies are scheduled for board adoption. Policy #5533 - Pupil Smoking (Amendment) Policy #7434 - Smoking on School Grounds (Amendment) Policy #7510 - Use of School Facilities (Amendment) Policy #3322 - Employee Use of Issued Cellular/Smart Telephones - Teaching Staff Members (Amendment) Policy #4322 - Employee Use of Issued Cellular/Smart Telephones - Support Staff Members (New) B. Presentation of the 2011-2012 Annual Audit Judith Tutela of the Spire Group, PC Ms. Tutela expressed her gratitude to the district for their assistance during the audit. Ms. Tutela reported that during the 2011-2012 school year the district generated a $4,420,547 in fund balance. She discussed the use of $2,893,505 of fund balance for the 2012-2013 school year budget and stated that the surplus of $1,751,486 will be allocated to the 2013-2014 school year budget. The district will maintain the allowed unreserved/undesignated fund balance (of 2% of general fund expenditures) in the amount of $2,082,627. She reported that the district expended 97.3% of the general fund budget in the 2011-2012 school year. There were no questions by the Board Members for Ms. Tutela. She thanked the Board. Copies of the synopsis of the 2011-2012 audit, which included the audit recommendations, were available for the public this evening. VI. SUPERINTENDENT S REPORT John Fauta A. Mr. Fauta wished everyone a Happy New Year.

B. Acquisition of St. Joseph High School Mr. Fauta reported to the Board that on December 27, 2012, the New Jersey Schools Development Authority (NJSDA) purchased the building commonly known as St. Joseph s High School to be appended to the current Memorial High School to create a high school campus. The building was then deeded to the West New York Board of Education. Mr. Fauta expressed his desire to open the building to students in January 2014. Mr. Fauta thanked Mr. Robert Sanchez and Mr. Rick Solares for the efforts in helping obtain the building. D. Student Recognition Mr. Fauta congratulated and presented an award to Memorial High School Freshman Jimmy Cao the winner of the Knights of Columbus essay contest. Jimmy s parents accompanied him for the receipt of his award. E. Monthly Reports (these reports are on file and recorded) Mr. Fauta called to the attention of the Board Members that the district has a current enrollment of more than 8,000 students. PUBLIC COMMENTS In accordance with West New York Board of Education Bylaw #0167 (Public participation in board meetings Adopted April 22, 2009) each participant shall be limited to three minutes duration. 1. Meleana Sziscak, a senior at Memorial High School. Ms. Sziscak expressed her concern that the high school administration is not handling the new procedures and policies correctly with regards to school security. She discussed the current procedures of all students entering through the front door, even when other doors may be more convenient to their home after walking to school in the cold weather. She also discussed a lack of respect to the students from the high school administrators and disciplinarians. She stated that they speak badly to students and they confiscate the cell phones and sweaters from the students unjustly. She also discussed that the uniforms policy in the student handbook does not specify type of pants students can wear. 2. Linda Kellerman, parent of Public School No. 4 student. Ms. Kellerman asked if the Wake- Up and Workout program has been approved. Mr. Fauta stated the program has been approved as part of the wellness program. Ms. Kellerman stated that the World Language Teacher should instruct the students in English. Executive Session Notice: VIII. OPEN PUBLIC MEETING STATEMENT/RESOLUTION FOR EECUTIVE SESSION The public portion of the meeting is now concluded. The Board will now go into Executive Session to discuss items which fall within an exception of our open meetings policy and permits board to have private discussion since it deals with specific exceptions contained in N.J.S.A. 10:4-12b: Matters of Personnel Affecting current or prospective employees including suspension of an employee Matters of Collective Bargaining - West New York Education Association Contract Negotiations, Tania Turin Settlement Agreement and the Matthew Weitzman litigation Other Matters as rendered confidential by law Student disciplinary hearing BE IT RESOLVED that, the Board of Education will recess into Executive Session to discuss the aforementioned matters. Prepare for the implementation of the state model for teacher and principal evaluations. 2. Provide the resources necessary to assist schools in reaching their individual annual progress targets as indicated by the New Jersey Department of Education. 3. Pursue the purchase of the facility known as St. Joseph s and provide the resources necessary to open the building during the 2013-2014 school year. BE IT FURTHER RESOLVED, that the West New York Board of Education directs the Superintendent of Schools to implement the district goals as adopted by this Board of Education. 1.10 WHEREAS, the Board has the need for goods and/or services without the need PROJECT for public advertising, GRAD. THEREFORE BE IT RESOLVED, that this Board in accordance with N.J.S.A. 18A:18A-5(18) and N.J.S.A. 18A:18A:5(21) approve the vendor, whose name is on file with the Secretary of the Board, selected for the Project Graduation trip scheduled for Monday, June 24, 2013 in an amount not to exceed $30,421. 1.11 WHEREAS, N.J.S.A. 18A:18A-4.4 permits school districts to use competitive C.C.AUTH. contracting for the procurement of specialized goods and services the price of which E-RATE exceeds the bid threshold, and WHEREAS, the West New York Board of Education is in need of such goods and services funded by E-Rate, and WHEREAS, the process shall be overseen by the School Business Administrator, Assistant Superintendents, and Board Attorney. NOW THEREFORE, BE IT RESOLVED, the West New York Board of Education approves the use of competitive contracting for the purposes of: 1. Voice Communication Services 2. Wide Area Network Fiber BE IT FURTHER RESOLVED, the West New York Board of Education shall publicly advertise the solicitation for 20 days prior to the public proposal opening and conform to all statutory requirements regarding evaluation, reporting, award, and notification of award in the official newspaper of the district. 1.12 WHEREAS, N.J.S.A. 18A:18A-4.4 permits school districts to use competitive C.C.AUTH. contracting for school and district improvement services geared toward improving L.A.L student performance by providing services to school employees, and WHEREAS, school and district improvement services include but are not limited to professional development for staff members, and

WHEREAS, the West New York Board of Education is in need of such service for the 2012-2013 school year, and WHEREAS, the process shall be overseen by the School Business Administrator, Assistant Superintendents, and Board Attorney, NOW THEREFORE, BE IT RESOLVED, the West New York Board of Education approves the use of competitive contracting for the purpose of: Language Arts Literacy and Classroom Management Training for Novice Teachers in Grades K, 1, and 2, and BE IT FURTHER RESOLVED, the West New York Board of Education shall publicly advertise for solicitation for 20 days prior to the public proposal opening and conform to all statutory requirements regarding evaluation, reporting, award, and notification of award in the official newspaper of the district. This grant will help increase the reading resources available to children and staff as well as add e-books to our resources. 2.6 WHEREAS, the Tomorrow s I and II courses at Memorial High School have asked TOMORROW S to begin a tutoring program for the grammar schools in the West New York school TEACHER district, NOW, THEREFORE BE IT RESOLVED that the West New York Board of Education, upon recommendation of the Superintendent of Schools, authorizes the Tomorrow s I and II courses to start a tutoring program in order to enable our students to experience the teaching career early on. This program will be held after school and at no cost to the district, as per outlined on the attached proposal. Tomorrow s Teachers Proposal for Tutoring Program within the West New York School Grammar Schools 2013 The Tomorrow s I and II courses at Memorial High School propose to start a tutoring program for the grammar schools in the West New York School. The program would serve a dual purpose: to allow the high school students to gain hands on, one to one experience within the field of education, while simultaneously working with those grammar school children that are at risk of failing their respective grade and/or the NJASK. The program would enable our students to experience the teaching career early on in their teacher training and aid those students that need reinforcement in the area of basic skills. Our students have been introduced to the general approach of a professional tutoring session. The proposed program would structure as follows: The Juniors and Seniors enrolled in the Tomorrow s Teachers courses (presently 29) would tutor grammar school students in the second through fifth grades (special education classes included), twice a week, Tuesdays and Thursdays. The high school students would arrive at the grammar school at approximately 2:40 pm and work with the youngsters until 3:20 pm. The grammar school children would be chosen based on teacher recommendation and, of course, parental consent. So far the targeted grammar schools are P.S. # 1 and the Middle School (and any other school willing to participate). Depending on the number of schools a team of three to five high school students would visit the schools; each student could work with three children. The targeted areas would be basic skills, homework help, and test review/study sessions (or review with any specific area that the classroom teacher requests) The tutoring sessions would take place perhaps in the grammar school library or any area of the school that the building principal deems appropriate for such task. In order not to breech the teachers contract, the building administrators would be asked to watch over these tutoring sessions after school. The building principal or vice principal as well as the classroom teacher would be asked to fill out two perhaps three short evaluation forms on the Tomorrow s Teachers tutors. Mrs. Alfonso and Ms. Madariaga will also pay impromptu visits at random session to evaluate their students. This year the program would start in January 17, 2013, near the end of the first marking period so that children at risk would be targeted early on in the school year. The Tomorrow s Teachers students would be required to communicate effectively and professionally with the building administrators and the classroom teachers. They will be required to notify the classroom

teacher early in the day if for any reason they cannot attend that day s session or for any reason need to be late. They will keep a short log of the activities reviewed during each tutoring session and the child s response and general progress. In addition to tutoring at P.S. #1 and the Middle School, the Tomorrow s Teachers students may work with the Special Education/Creative Pathway Students at Memorial High School during a study hall period. The TT students would provide in class support and individualized help to those students that required the extra assistance.
