values& vson In Nevada, the Arts are About Values & Vson In the fall and wnter of 2002, the Nevada Arts Councl (NAC) assessed the state of the arts n Nevada durng ts strategc plannng process, Values & Vson 2002. Through publc forums, surveys, focus groups, and one-on-one dscussons NAC lstened and learned from resdents, artsts, arts workers, educators, and arts groups throughout the state. In partcular, a seres of Arts Town Meetngs held n thrteen communtes elcted an extraordnary dalogue flled wth passon, energy, and commtment to communty and to the arts n Nevada. yeey These Arts Town Meetngs addressed fve crtcal ssues dentfed n the agency s standng plan Arts Awareness, Artsts, Educaton n the Arts, Arts Fundng, and Arts Servces. Durng the meetngs, partcpants selected an ssue of nterest, engaged n branstormng sessons, and reported ther fndngs. These actvtes resulted n clear, constructve recommendatons and generated new partnershps by havng consttuents work together and wth the NAC to dentfy crtcal cultural ssues. yeey It was also a chance for staff to meet many of Nevada s newest generaton of artsts and arts workers, whose nput helped shape many of the strateges ncluded n ths plan. yeey To ensure a balanced perspectve, NAC also dstrbuted a survey to artsts, arts workers, volunteers, board members, students, and nterested communty members by drect mal and through the agency webste. Two hundred and ffty three surveys were returned, addng a valuable and broad vewpont on the state of the arts n Nevada. A Legacy of Accomplshment As well as provdng nput and drecton for NAC s strategc plan, Arts Town Meetngs enable us to present accomplshments, ntroduce staff and programs to newcomers, and dscuss what remans to be acheved. yeey In the past three years wth support from the Nevada State Legslature, Natonal Endowment for the Arts, Western States Arts Federaton, and other fundng sources NAC expanded ts reach to all 17 countes and sgnfcantly ncreased nvestments n each of ts core programs that assst communtes, cultural organzatons, schools, and artsts. What s more, respondng to nput from the last plannng process n 1999-2000, NAC launched or expanded projects to better serve consttuents, ncludng Culture Grants Onlne (an Internetbased applcaton process), YouthReach Nevada, Folklfe Educaton Intatve, Offce Exhbton Seres, and the Nevada Tourng Intatve. These new endeavors and other partnershp actvtes have broadened access to the arts for Nevadans, as partcpants, audence members, patrons, and students. prortes Help educate corporatons, busnesses, and poltcal leaders as to the value and mportance of the arts n creatng an attractve place to lve AND provdng economc dversty. -quote, Values & Vson 2002 Survey A Vson for the Future The Values & Vson plannng process dentfed the followng as most crtcal for the Nevada Arts Councl to address through ts new plan, n prorty order: Expand the role of arts educaton n publc schools. Expand efforts to ncrease corporate and busness support for the arts. Increase publc awareness of arts and cultural actvty n the state. Promote the arts as fundamental to the qualty of lfe for all Nevadans. Expand communcatons, drect fundng opportuntes, and professonal development actvtes for Nevada s artsts. Addressng these prortes effectvely durng economcally and poltcally challengng tmes wll requre creatvty, flexblty, collaboraton, ncreased communcaton, and most of all, hard work. Actng n concert wth artsts, organzatons, communty leaders, and ctzens, we beleve that the goals of ths plan can and wll be acheved. Insghts from the Plannng Process Arts n Nevada s Landscape At tmes the challenge seems mmense, but not nsurmountable. As t turns out, the ssue of fundng whch s often at the forefront of Arts Town Meetngs was only one of the ponts deemed valuable and essental. Communcatons, professonal development, plannng, and networkng emerged as freshly relevant. Nevada s sheer sze and the dstance and solaton between communtes requre NAC to succeed at outreach and techncal assstance. By combnng electronc communcatons wth feldwork, we can provde crtcal tranng for new organzatons or those that are geographcally and/or socally solated. In developng new methods and strateges, we wll strengthen our poston as a hgh-touch, hgh-tech agency, whch n turn wll help Nevada s growng arts ndustry accomplsh ts goals. Advocacy and Publc Support for the Arts Surveys often reveal subtle dlemmas. For example, n the Values & Vson 2002 survey, respondents rated advocacy as a low prorty, but rated developng a broader base of support for the arts as a hgh prorty. Interestngly, these efforts go hand n hand; you can t develop broad-based support wthout an ongong, unfed advocacy campagn. Ths paradox prompted NAC to focus on the value and sklls of advocacy durng the next bennum. Arts Educaton Expandng the role of arts educaton n publc schools receved the hghest ratng of any ssue n the Values & Vson 2002 survey, and was a major topc of dscusson at all Arts Town Meetngs. To reflect ths prorty, we created a fourth goal for the Nevada Arts Councl, To ncorporate the arts as an essental element n the educatonal experence of all Nevadans (p. 5). NAC wll expand ts partnershp wth the educaton communty to secure the arts as a core subject for all Nevada students as a matter of polcy and practce. However, to ensure the arts are avalable n every school n Nevada, t wll also requre vgorous support for educatonal reform efforts at state and local levels by artsts, arts organzatons, and parents. Accessblty Arts programs are successful when people feel drectly nvolved and connected at the communty level. That s why NAC s msson of ensurng accessblty to cultural programs and facltes speaks to ALL communtes geographcally solated rural towns and reservatons, specal populaton communtes, and economcally challenged neghborhoods. Communcatons An exctng outcome of the plannng process was the emergence of a new sense of communty. Generated n part by the nflux of newcomers to the state and nto the arts sector, Arts Town Meetng attendees expressed a desre to work more closely together to buld shared vson and values, and acheve shared goals. Several n attendance voced an appette to be nformed, but admtted feelng perplexed about how best to connect wth NAC, ther local arts communty, or the statewde arts sector. Through ths feedback, NAC dentfed a clear mandate to act as clearnghouse for statewde arts nformaton n partnershp wth our network of cultural servce provders. It s a state that proudly promotes the many and vared cultural opportuntes and shows that the arts Values & Vson, 2004-2007: The Plan In ths strategc plan, we ntroduce a new vson statement for the Nevada Arts Councl, fve crtcal ssues and goals, and acton steps (strateges) needed to reach those goals. Acton steps are grouped nto categores to better gude our actvtes for the four-year plan perod. Although each NAC program mantans unque actvtes created for specfc consttuences, staff wll use a team-based approach to maxmze resources and efforts to reach the goals of ths plan. yeey Effectve cultural development depends on the cooperaton and fnancal resources of both government and the prvate sector. Durng the next four years, our plan s to develop new and nontradtonal partners that can maxmze the money commtted to arts and cultural actvtes n Nevada. We ntend to nvest n new technology to mprove communcatons and cultural lteracy and to rase publc awareness of the mportant work of Nevada s artsts and cultural organzatons. Newcomers to the state look for vtal arts programmng, educaton, and enrchment, as partcpants and audence members. From school plays to gospel musc, cowboy poetry to ballet, symphony and opera, NAC wll contnue to partner wth artsts and arts organzatons to buld publc awareness, partcpaton, and nvestment n makng the arts a part of everyday lfe. GOALS 1. Increase publc awareness of the value, qualty, and depth of arts and cultural actvty n Nevada. 2. Promote understandng that the arts, n all ther dversty, are ntegral to the lves of all Nevadans. 3. Increase the vsblty of the Nevada Arts Councl and the statewde arts ndustry. 4. Communcate the economc mpact of the arts. ACTION STEPS Communcatons 1. Promote publc dscusson to ncrease awareness of the value of the arts for Nevada s qualty of lfe. 2. Launch a comprehensve marketng campagn to buld awareness of cultural assets throughout the state, ncrease prde n the qualty of Nevada arts, and open the door for ncreased partcpaton. 3. Engage the meda to carry our message to the publc. 4. Gather nformaton and statstcs on the arts ndustry and ts benefts on natonal, regonal, and state levels and make t avalable to consttuents and the publc. 5. Increase the use of the NAC webste to dssemnate nformaton on agency programs and servces, statewde cultural connectons, news, and lnks to and from arts organzatons. 6. Nevada wll beneft from an envronment that nurtures artsts and arts workers through the development of arts facltes and work spaces, marketng efforts, and local fundng for exhbts, performances, and other publc presentatons. The challenge, then, s to offer more consstent and complete communcaton to Nevada s ctzens and polcy makers about the crtcal and ongong need for arts educaton. In Nevada, entre countes are wthout a sngle art or musc nstructor. Some schools lack muscal nstruments or art supples. Educators and artsts who work n schools often do so n solaton wth few tools for advocacy and support. Nevada has outstandng teachng artsts, classroom arts educators, and organzatons commtted to provdng pre K-12 and lfelong educaton n the arts. The next four years are crucal. Efforts on both state and local levels must focus on advocacy, communcaton, and commtment to equal access to arts educaton for all students. GOALS 1. Ths steady nflux of new ctzens brngs new artsts, new audences, and expectatons of vbrant communtes flled wth a varety of cultural actvtes. New arts organzatons are created and exstng ones are growng to serve new populatons. Increasngly, NAC must serve as the prmary clearnghouse for nformaton, communcaton, and professonal development to captalze on the state s growth as an opportunty for the arts feld to become a hallmark of Nevada. Arts Town Meetngs In the fall of 2002, Nevada Arts Councl staff traveled 2000 mles throughout the state and met wth more than 250 people at thrteen Arts Town Meetngs. Dscussons at these meetngs, and nformaton gathered from an addtonal 225 Values & Vson surveys asssted wth the revew of agency servces and programs, and resulted n the Nevada Arts Councl strategc plan for 2004-2007.
