DUTIES AND RESPONSIBILITIES OF HEAD OF INSTITUTION (PRINCIPAL/HEADMISTRESS/INDEPENDENT INCHARGE) A Head of Institution will be responsible for all the activities of an institution such as academic, co-curricular activities, office matters etc. Main functions of a Head of Institution are enumerated as under : (1) Administration of institution. (2) Registration, admission of students and issuance of TCs. (3) Decision on different matters such as examination, syllabus, sports etc. except the matters which fall in the jurisdiction of Management Committee. (4) Supervision of institution. (5) Framing of time-table. (6) Nomination of incharges of different activities such as Funiture, Laboratory, Building & Lawns, Sports goods etc. (7) Correspondence with EMB, Boards and other dignitaries. (8) Assignment of duties to class-teachers. (9) Assignment of responsibility for keeping records of consumable & nonconsumable items. ADMISSIONS : Before beginning of academic session, every school will start registration for various classes. As per instructions by EMB, schools will conduct admission test or take admission directly based on mark-sheet issued by earlier institution/board etc. At the time of admission, following formalities are required to be completed. (i) For admission to Nursery class (Direct admission to KG/1st class) - Certificate of Date of Birth issued by Registrar (Birth/Death)/other authority prescribed by Govt. in case of child belonging to rural area. (ii) Transfer certificate in case of admission in classes from 2nd to 12th. (iii) Copy of mark-sheet of preceding class if admission is based on marks. SYLLABUS & BOOKS :
(i) (ii) A committee of subject teachers constituted by Head of Institution will decide test-wise, exam-wise syllabus. A committee of Heads of Institutions/teachers constituted by EMB will decide the books keeping in view the norms and conditions of Board in mind and suggest the names of books, authors, publishers. TIME-TABLE & DUTIES OF TEACHERS : Principal will design time-table for allotment of periods to the teachers in consultation with Vice-Principal/Incharge. This will be displayed on Notice Board and extract will be distributed to concerned teachers. CLASS TEACHERSHIP : A teacher will be assigned the responsibility of class teacher. Class teacher will discharge following duties. (i) Class teacher will write the names and other particulars of the students in attendance register. (ii) He will mark attendance (P) for present students and (A) for absent students on the start of working day. (iii) He will send letters to parents of those students who remain absent from class for.. days continuously. (iv) He will collect fee from students and deposit with dealing office staff giving list of students and take receipt from him/her. (v) He will distribute the result cards/slips etc. to students and attend the parents in class, Teacher-Parents meet etc. (vi) He will collect information from students as per requirement/instructions of Heads and EMB authority. (vii) He will arrange to get the exam form filled up by students and cooperate the Examination Incharge as and when required. (viii) If any subject teacher is on leave, arrangement will be made to depute a teacher to teach the students. (ix) He/she can be assigned any responsibility by Head of Institution or EMB authority. NOMINATION OF INCHARGE, SPORTS GOODS A sports teacher preferably senior PET will be assigned the responsibility of Sports Incharge. Incharge PET will maintain the records of material as under. WSI 13 First Edition Date : 29.04.2008 Page 03 of 06 Sports Incharge will maintain following records of award/position holders in different events, games, competitions etc. No. Games District level State Level Events by CBSE Gold Silver Bronze Gold Silver Bronze Gold Silver Bronze NOMINATION INCHARGE OF CONSUMABLE & NON-CONSUMABLE ITEMS The responsibility of material purchase for schools will be assigned to any staff members preferably to Ministerial Staff who will maintain separate registers for (i) Consumable and (ii) Non-Consumable items. He will prepare indents and make proposal for items to be written off by the committee constituted for the purpose. NOMINATION OF INCHARGE OF FURNITURE One of senior teachers or members of Ministerial staff will be assigned the duties of Incharge of office furniture, student furniture etc. who will prepare indent for procurement and write-off and send them to concerned committee or EMB Office under signatures of Head of Institution. NOMINATION OF INCHARGE OF ESTATE (BUILDING & GARDEN) Principal will assign the responsibility to look after the building, garden etc. who will suggest the repairs etc. to Head of Institution. EXAMINATION INCHARGE & TEAM : Head of Institution will assign the responsibility of Examination Inchargeship to a teacher who seems to be capable to co-ordinate examination activities and prepare results of the students. Head will nominate team members in consultation with Examination Incharge. Examination team will co-ordinate following activities: (i) (ii) (iii) (iv) (v) (vi) They will plan and draw an Examination Scheme. Head & Exam Incharge will get the question papers printed maintaining secrecy. They will arrange answer books for conducting examination. They will bundle of answer books, question papers and thread etc. to the invigilators. They will receive back this material after time is over. They will issue the answer-books to teachers for evaluation.
WSI 13 First Edition Date : 29.04.2008 Page 04 of 06 (vii) Every teacher who evaluate answer-books will prepare a sheet of marks. (viii) Sheet of marks will be sent to Central Computer Group in EMB by Examination Incharge. (ix) CCG will feed the marks and get the printed marks-sheet checked by institutions. After necessary checking, CCG will print final mark-sheet and send to institution. (x) Signatures by Class Teacher, Examination Incharge and Head of Institution, the mark-sheet will be distributed to the students. (xi) In case of mark-sheet of Test, Quarterly or Half-Yearly examination, the same will be taken back from students after getting signed by parents. FUNCTIONS OF LABORATORY : In order to provide practical knowledge to the students, laboratory will be established and furnished with material required as per norms. Duties and responsibilities of laboratory staff are assigned as under: NOMINATION AS INCHARGE OF LABORATORY One of the senior teachers will be assigned the responsibility of Laboratory Incharge who will raise indent for material, write-off of material and will be sole responsible for laboratory. He will make arrangements for running laboratory properly with the help of Laboratory Assistants and Laboratory Attendants. Principal will have the powers to nominate by rotation. (A) SENIOR LAB. ASSISTANT/LAB.ASSISTANT : (i) He will perform duties as per instructions of Laboratory Incharge and Subject teachers. (ii) He will keep the records of stock of material, apparatus, instruments etc. being used in laboratory. (iii) He will make entries in stock register of laboratory received in laboratory and the material transferred to other laboratory / school. (iv) He will be responsible for whole material. He will keep record of consumable and non-consumable items separately. (v) He will keep the laboratory locked when the laboratory will not be functioning and he will not leave the laboratory without entrusting the responsibilities to any person. (vi) He will ensure cleanliness in laboratory with the help Laboratory Attendant and sanitary workers. (vii) He will be fully responsible for the laboratory in the absence of Laboratory Incharge teacher. (viii) He will guide / assist the students in performing practical in laboratory.
WSI - 13 First Edition Date : 29.04.2008 Page 05 of 06 (B) LABORATORY ATTENDANT : (i) (ii) (iii) (iv) He will perform duties under the instructions of Laboratory Incharge, Subject teachers and Laboratory Incharge. He will be responsible for whole material in the absence of Laboratory Assistant. He will be responsible for cleanliness in laboratory. He will clean himself the material, apparatus, instruments placed on practical tables and almirahs but he will call sanitary workers for sweeping the floor of Laboratory as and when required. He will assist the students in performing practical in laboratory and make the material available to Laboratory Incharge, Subject Teachers, Laboratory Assistant and the students engaged in practical. FUNCTION OF LIBRARY : A library will function in educational institution in following manner: i) School shall run a Library in its premise deploying Library Staff as per norms. ii) iii) iv) Library staff will arrange books systematically and issue books to its students and staff on Issue Card for 15 days in a spell. However, after sometime it can be issued again to that students. Students of other EMB schools can also get the books issued from other school provided a teacher of school where library is established recommends for issuance of books. Staff and students will return the books within period prescribed by Library. Library staff will be responsible for return of books. v) In case staff or student does not return books within prescribed period of time, Reminder Memo will be issued to the concerned staff/student. vi) vii) If staff does not return books, Library staff will send Recovery Advice to EMB office through Head of Institution for recovery of original cost of books, journal etc. from the salary of staff. In case staff retires/resigns without returning books etc., the cost shall be recovered from final payment.
WSI 13 First Edition Date : 29.04.2008 Page 06 of 06 viii) In case student does not return books etc. student will be debarred from final examination or result will be withheld. ix) After retirement/resignation, when the No Dues Certificate is asked from schools, NDC may be withheld till books are not returned or advice may be made to deduct the cost from final payment. In case of death, books issued will be written off from stock records without deducting the cost from final payment. SEMINARS, WORKSHOPS, TRAINING, REFRESHER COURSE ETC. : In order to abreast with changes in teaching techniques/methods, enhance knowledge, refresh the staff, EMB will arrange seminar, workshops, refresher courses on subjects and general topics calling faculties from renowned educational institutions, NCERT etc. Participation of staff members in these seminars, workshops, refresher courses will be pre-requisite for grant of senior and selection scales. ROLE OF EDUCATION OFFICER (1) Role of Education Office will be advisory. (2) He will plan for seminars, workshop, symposium etc. (3) He will issue instructions to the Heads of Institution with the approval of Management Committee. (4) He can be assigned duties and responsibilities by Management Committee from time to time.
