COOPERATION IN EDUCATION AND EXPER EXPERTISE TISE EXPERTISE EXPERTISE The CIEP, part of the French Ministry of Education, is the public agency for international cooperation in Education. As such, it brings together French and international expertise and contributes to sector-specific projects. Between 2007 and 2017, the CIEP has worked in more than 30 countries on the following areas: basic education, Technical and Vocational Education and Training (TVET), higher education and life-long training n Maghreb and Africa n Europe n Americas n Middle East and Asia QUALITY EDUCATION FOR ALL With international priorities in mind, the CIEP is committed to bringing quality education to everyone, as a way of ensuring individual freedom, sustainable growth and reduced inequality. In order to meet these challenges, the CIEP is active in three areas: support for sector-specific policies in the context of bilateral or multilateral funded projects (French Development Agency (AFD), European Union, United Nations System, World Bank, regional development banks, etc.); organising conferences and seminars on the latest issues the education system faces; offering tailor-made training programmes based at the CIEP or in the country where the training has been requested.

CONTEXTUALISATION & CO-CONSTRUCTION Drawing on a contextual and systematic analysis of interventions, and a partnership dialogue between educational authorities and stakeholders, the approach developed by the CIEP advocates the co-construction of projects and encourages those set to benefit to take ownership. With a wide and rich network, the CIEP is able to bring expertise from across the French education system together with a pool of international experts on subjects as diverse as educational planning, governance, teacher and leadership training, curriculum reforms, quality assurance in higher education, the organisation of apprenticeships, or the set-up and monitoring of cooperative education projects. COOPERATION IN EDUCATION AND COURSES The CIEP supports leaders of foreign education. Alongside a network of partners, it offers training courses and responds to the requests made by foreign or French sponsors. The training courses, which can be held either at Sèvres, Paris, or on-site, are often integrated into wider cooperation in education projects. ON-SITE These training courses combine theory-based content with practical work-based workshops, opportunities for dialogue between course trainers and participants, and field visits. The format of the course can be adapted to meet the requirements of the target audience. School leadership and management Increase the skills of school leaders by providing the best tools and methods for successful school leadership and management. This course can be accompanied by an open 3-hour distance learning module on the CIEP+ platform. Hosting a delegation of Vietnamese education leaders, 2017. Hosting foreign delegations The French Ministry of Education has entrusted the CIEP to develop a programme for foreign delegations from the education and training sector to visit France. These personalised visits are principally aimed at senior education officials, university chancellors and higher education lecturers, education leaders, teachers and trainers. The visits address cross-cutting issues (such as evaluation and governance), school education, higher education, research, innovation and language teaching. The reception centre for foreign delegations also aims to present the outlines of the French education system according to the visitor s interests. Organising partnership governance in Technical and Vocational Education and Training (TVET) Facilitate the introduction of dialogue and multi-stakeholder collaboration to plan public TVET policy. This training course provides the tools required to analyse the relationship between employment and training and establishes a plan of available training courses. The course also ensures that the required professional elements and necessary certification to prepare for employment are included in the training and evaluation process.

Strengthening the implementation of a sectoral strategy in education Allow those involved in leading, monitoring or implementing sectoral strategy in education to include concepts that are key to success, such as change management and digital partnerships. Strenthening continuous training for primary school teachers Support the improvement of current continuous training for teachers, focusing on professionalism, contributing to the creation of a pool trainer trainers and increasing their skills. Manage change and guarantee quality in higher education Increase the skills of university leaders through the combined use of the European Credit Transfer System (ECTS), Hosting a delegation of Romanian education leaders, 2018. the Diploma Supplement, and the quality assurance guidelines for the European Higher Education Area (EHEA). DIGITAL AND EXPERTISE In order to grasp digital education opportunities, the CIEP and Education Impact offer their expertise to education leaders who are responsible for the organisation of their education system. This support helps to combine existing methods and new digital technology investments, in order to improve the way in which schools operate, student performance and the governance of the education system as a whole. The CIEP offers two training courses, of which the main objective is to understand the issues the sector faces, and the knowledge required to make political, technical and operational decisions appropriate to the context. The training courses are divided into two areas: n produce and implement a digital plan for education, n improve education s digital governance and management. THINK-TANK WORKSHOPS The CIEP encourages collective, forward-thinking analysis of highly pressing issues facing the cooperation in education sector. In 2018, and in partnership with education consultants Le Vif du Sujet, the CIEP will organise the first think-tank workshop on Policies to promote science and mathematics teaching in Sub-Saharan Africa: the shortage of secondary mathematics and science teachers. In addition, the CIEP has a collection of multilingual documentary resources on worldwide educational policies. Revue internationale d éducation Sèvres musique et éducation New! Revue internationale d éducation Sèvres D O S S I E R conflits de vérités àl école REVUE INTERNATIONALE D ÉDUCATION DE SÈVRES Revue offers a comparative approach to some of the big issues in education. The majority of the contributing authors are foreign and the articles are backed by research. Each edition is organised around a special report on a topical theme and also includes studies of different education systems and documentary resources. Since its creation in 1994, Revue has published almost 100 authors from 110 different countries. Editions dating back more than two years are available free of charge on the OpenEdition Platform. CARNETS DE L EXPERTISE Published in collaboration with the Education, Ethics, Health research team from the François-Rabelais University (Tours, France), Carnets focuses on the role of experts in international cooperation in education. Each edition is designed around a CIEP project; the case studies aim to make professional practice clear and provide explicit knowledge of experts actions. Editions published: - The quality approach, between recommendations and appropriation: The example of bilingual education in Egypt and Lebanon (no. 4, June 2018). - Co-construction of degree programmes with the aim of entering the world of work: A Tunisian case study (no. 3, March 2017), - Improve the quality of French teaching: A Moroccan case study (no. 2, December 2016) - Strengthen basic education in an ethical partnership: A Senegalese case study (no. 1, March 2016). THE DOCUMENT AND RESOURCE CENTRE (CRID) In order to bring the world s latest educational and linguistic policies to the attention of the French network abroad and education stakeholders, the CIEP offers a pool of electronic resources. The monthly newsletter Veille et ressources documentaires presents CRID s latest documents. The newsletter makes it possible to keep abreast of new publications on current education systems and highlights reports and studies from international, European and regional organisations, as well as those by multilateral and regional donors.

Created in 1945, the CIEP is an institution of the French Ministry of Education. Its missions, which are part of the government s international cooperation priorities, centre on three areas of activity: n cooperation in the areas of education, professional training and the quality of higher education; n support for the promotion of the French language around the world by training teachers and education managers and by issuing certifications in French; n international mobility through language assistant and teacher exchange programmes, as well as the issuing of foreign qualification comparability statements. To carry out its projects, the CIEP relies on the know-how of a team of 250 staff as well as on a network of over 1,000 experts and national and international partners.
