WETZEL COUNTY SCHOOLS 121 STATE OF WEST VIRGINIA COUNTY OF WETZEL, to-wit: The Wetzel County Board of Education met in Statutory and Regular Session on Monday, March 20, 2017, at the Office of the Superintendent of Schools, in New Martinsville, WV at 6:30 p.m. The following members were present: Josh Balcerek Michael D. Blair Amy J. Cooley Warren L. Grace, Jr. William F. Jones Edward T. Toman, Secretary OPENING, PLEDGE OF ALLEGIANCE, AND INVOCATION: This Statutory and Regular Session of the Wetzel County Board of Education was called to order by the President of the Board, Mr. Warren L. Grace, Jr. Members of the New Martinsville Cub Scout Pack 128 led the Pledge of Allegiance to the Flag and Mr. Jones gave the opening Invocation. APPROVAL OF 2017-2018 LEVY ESTIMATES AND GENERAL CURRENT EXPENSE FUNDS: Grant approval of levy estimates and general current expense funds for submission to the appropriate State Agencies. Mr. Lancaster provided a brief explanation of the Schedule of Proposed Levy Rates for the regular levy and the excess levy. MOTION: Acting on the recommendation by the Superintendent, Mr. Jones moved and Mr. Balcerek seconded the motion for unanimous approval of the 2017-2018 Levy Estimates and General Current Expense Funds for submission to the appropriate State Agencies. RECESS OF STATUTORY SESSION: Approval for recess of this Statutory Session until continuation on April 18, 2017: Mr. Jones moved for recess of the Statutory Session until continuation on April 18, 2017. Second to the motion was made by Mrs. Cooley and this Statutory Meeting of the Wetzel County Board of Education was unanimously recessed at 6:35 p.m. PUBLIC HEARING CONCERNING THE 2017-2018 SCHOOL CALENDAR: Mr. Shane Highley presented the audience with a power point discussion regarding the 2017-2018 school calendar, and discussed the calendar requirements from the State Board Policy 3234. Mr. Highley provided the Board and members of the audience with a copy of the proposed calendar, and briefly highlighted some of the holidays and important dates. He also noted that there is current legislation discussing the 180-days of instruction and allowing counties to use accrued time to make up days. Following the presentation, those in attendance of the meeting were given the opportunity to ask questions and make statements relating to the school calendar.

WETZEL COUNTY SCHOOLS 122 DELEGATIONS: New Martinsville School Student Council Emmalee Estep, Mikalyn Renner, Mady Winters, Lenieca Grimm, and Alyssa Kocher, members of the New Martinsville School Student Council, provided the Board with a presentation video made by the Student Council and members of the Eagle News team. The video demonstrated various students, staff, and administration expressing their appreciation to the Superintendent, Board Members, and Technology staff for their new computers and tablets. They also thanked the Board for their continued support for the 1:1 initiative. RECOGNITION: State Champion Wrestling *Caleb Nice Senior at Magnolia High School Shakespeare Monologue Champions *Cassi Smith Senior at Magnolia High School Ryan Horn Sophomore at Magnolia High School Mr. Toman introduced Caleb Nice, who was the 2017 West Virginia State Champion Wrestler in the AA/A Class and the winner of the Outstanding Class-A Wrestler Award. He also introduced Cassi Smith and Ryan Horn, who were the Shakespeare Monologue Champions at the recent Pittsburgh Public Theatre Shakespeare Monologue and Scene Contest Showcase. Mr. Toman and Mr. Grace congratulated the students on their accomplishments and presented them with a Certificate of Achievement. [those marked with asterisks were in attendance at tonight s meeting] SUPERINTENDENT S RECOMMENDATIONS: Approval of Minutes: Regular Meeting March 6, 2017 Special Meeting March 7, 2017 Special Meeting March 14, 2017 Acting on the Superintendent s recommendation, Mr. Balcerek made the motion to approve the minutes for Regular Meeting, March 6, 2017, Special Meeting, March 7, 2017, and Special Meeting, March 14, 2017. Second to the motion was made by Mrs. Cooley and the motion was approved unanimously by the members of the Board. **Mr. Grace informed the Board of two changes under Personnel Matters: 1) the effective date for William S. Dakan under Extracurricular should be 2016-2017 WVSSAC Season; and 2) the effective date for the Leave of Absence for Barbara J. Meadows should be April 25, 2017. Personnel Matters: Resignation: Janice A. Moore Acceptance of resignation from position as Academic Coach at Valley High School, effective immediately. Professional Personnel: Amanda C. Tallman Approval for employment as Countywide Substitute Teacher, effective March 21, 2017.

WETZEL COUNTY SCHOOLS 124 Leave of Absence: Approval of request from Barbara J. Meadows for an unpaid medical leave of absence from her position as Cook at Paden City Elementary, beginning upon depletion of her personal leave and permissive personal leave days, from February April 25, 2017 through five-months post-surgery. Approval of request from Cynthia A. Zajdowicz for an unpaid medical leave of absence from her position as Supervisory Teacher Aide at New Martinsville School, beginning upon depletion of her personal leave and permissive personal leave days, from March 9, 2017 through approximately twelve-weeks post-surgery. Approval of request from Crystal C. Allen for an unpaid maternity leave of absence from her position as Chemistry/Mathematics teacher at Hundred High School, beginning upon depletion of her personal leave and permissive personal leave days, from April 18, 2017 through the end of the school year. MOTION FOR APPROVAL OF SUPERINTENDENT S RECOMMENDATIONS AS OUTLINED UNDER PERSONNEL MATTERS: Mr. Balcerek made the motion for approval of the Superintendent s recommendations as outlined under Personnel Matters. Second to the motion was made by Mr. Jones and the motion was approved unanimously by the members of the Board. **Prior to the motion for Routine Matters, Mr. Highley explained that the original quote for the Athletic Complex Renovations on item b did not include the cost for the engineering work on fixing the drainage the corrected quote is $198,500.00. Routine Matters: Out of State Trips: Approval of request from Kristine Thompson for the New Martinsville School Kindergarten students and staff to travel to the Hannibal Locks and Dam and Hannibal Garden Center for a field trip on May 3, 2017. (no fees required) Approval of request from Ben McPherson for Josh Weekley, James Froelich, Ed Davis, Michelle Weekley, Mary Young, and Jay Salva to attend the International Society for Technology in Education (ISTE) Conference in San Antonio, TX on June 24-28, 2017. Funded through technology. Athletic Complex Renovations: Approval for the renovations to the Hundred High School Athletic Complex as follows: COMPANY DESCRIPTION AMOUNT Davis Athletics, LLC 2330 Broad Street Demolition of existing structures and construction for $188,000.00 $198,500.00 Parkersburg, WV the press box and bleachers at 26101 the Hundred High School Athletic Complex

WETZEL COUNTY SCHOOLS 125 Fund Raisers: Per advisement of the Board s legal counsel, the Superintendent recommends that the Board approve the following groups/organizations to raise funds (Monies) in the name of a particular school in Wetzel County: Valley High School: Valley Lumberjills Softball Booster Board MOTION FOR APPROVAL OF SUPERINTENDENT S RECOMMENDATIONS AS OUTLINED UNDER ROUTINE MATTERS: Mr. Jones made the motion for approval of the Superintendent s recommendations as outlined under Routine Matters. Second to the motion was made by Mrs. Cooley and the motion was approved unanimously by the members of the Board. TREASURER S REPORT: Approval for Payment of Bills for the Month of February, 2017 (invoices approved at this meeting are available for review at the Wetzel County Schools Financial Office); and Transfers and Increases in the Budget: Mr. Balcerek made the motion for approval for Payment of Bills for the Month of February, 2017. Second to the motion was made by Mr. Jones and the motion was approved unanimously by the members of the Board. There were no Transfers and Increases in the Budget. OTHER ITEMS: Mr. Toman shared the dates with the Board for the next scheduled Professional Advisory and Service Advisory Council meetings, which will be held March 30 th. He also noted the Student Advisory Council meetings will be held next week. EXECUTIVE SESSION: Mr. Balcerek moved and Mr. Jones seconded the motion for unanimous approval to retire into Executive Session per WV Code 6-9A-4(b-2-A), for the discussion of personnel matters for Superintendent evaluation. The Board retired in Executive Session at 6:53 p.m. Following the Executive Session, the Board reconvened in Open Session at 7:23 p.m., with the following statement: BOARD STATEMENT: Mr. Grace announced that he accepted the evaluations from all Board Members. He will put together the consensus evaluation, and will make the results public at the next Board Meeting with a statement relative to how well Mr. Toman has been doing.
