Develop and adopt short, medium and long-term policies, plans, strategies and programmes and may set targets for delivery of services. Formulate and implement the Municipal Integrated Development Plan (MIDP). Control land use, land sub-division, land development and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping and other employment centers, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture and freight transit stations within the framework of the spatial and master plans for the city or municipality as may be delegated by the County Government. Maintain a comprehensive database and information system of the administration and provide access thereto upon payment of a nominal fee to be determined by the Board.
Develop and manage schemes, including site development in collaboration with the relevant National and County Government Agencies. Monitor and where appropriate regulate city and municipal services where those services are provided by service providers other than the board of the city or municipality. Establish, implement and monitor performance management systems. Monitor the impact and effectiveness of any services, policies as delegated by the county government Implement applicable national and county government legislations. Prepare and submit its annual budget estimates to the County Treasury for consideration and submission to the county Assembly for approval as part of the annual county appropriation Bill. REF: TUR/CPSB/012/2017/2018: DIRECTOR, ROADS AND TRANSPORT, JOB GROUP R, ONE (1) POST (Re-Advert) Reviewing and updating policies, systems and procedures for design of roads, and civil engineering services; Formulating and reviewing general policies on procurement and maintenance of roads infrastructure; Overall planning, controlling and co-ordination of roads and civil engineering services designs and implementation; Carrying out quality assurance on civil engineering services; Approval of consultant s designs; and co-coordinating evaluation and monitoring adherence and compliance with the set commitments and indicators in the departmental performance contract. Advise chief officer on matters roads and civil engineering. Requirements for appointment: - i. Bachelor s degree in any of the following disciplines; civil Engineering or any equivalent qualification from a recognized university in Kenya; ii. Have relevant knowledge, experience and a distinguished career of not less than seven (7), three (3) years of which should be at a senior managerial position in
management on civil engineering services and programs in the public service or equivalent in the private sector; iii. Master s degree in a relevant field is an added advantage; iv. Be registered member of relevant professional body; v. Attended a management course lasting not less than four (4) weeks from a recognized institution; vi. Attended a strategic leadership development course lasting not less than six (6) weeks from a recognized institution; vii. Demonstrated general administrative ability required for direction, control and implementation of civil engineering services and programs; viii. REF: TUR/CPSB/025/2017/2018: DEPUTY DIRECTOR, ELECTRICAL SERVICES, JOB GROUP Q ONE (1) POST (Re-advert) Duties and responsibilities: - Assist in the formulation, reviewing and updating policies, systems and procedures for design and installation of electrical/ electronic equipment in the County Government institutions and sites; Assist in the formulating and reviewing general policies on procurement of electrical/electronic services to ensure efficiency in public works; Assist in the overall planning, controlling and co-ordination of electrical services, designs, installation and maintenance; Assist in the carrying out quality assurance on civil/structural engineering services; Assist in the approval of consultants designs; and coordinating evaluation and monitoring adherence and compliance with the set commitments and indicators in the departmental performance contract; Assist in the overall supervision of staff, control discipline, training and development of staff; Any other related duties that may be assigned from time to time; Requirements for appointment: - i. Bachelor s degree in any of the following disciplines; electrical Engineering or any equivalent qualification from a recognized university in Kenya; ii. Have relevant knowledge, experience and a distinguished career in electrical services of not less than five (5), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector; iii. Possession of a Master s degree in a relevant field will be considered an added advantage. iv. been registered by the Engineers Board of Kenya or be a registered member of a relevant professional body; v. Corporate membership with the Institution of Engineers of Kenya (IEK); vi. Attended a project development and management course lasting not less than four (4) weeks; vii. Attended a management course lasting not less than four (4) weeks from a recognized institution;
viii. Attended a strategic leadership development course lasting not less than six (6) weeks from a recognized institution; ix. Attended a Strategic Leadership Course from a recognized Institution; and x. Demonstrated general administrative ability required for direction, control and implementation of electrical services.
