Summary of Minutes June 6, 2016 The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p.m. Monday, June 6, 2016 in the Stone Center for Performing Arts at 613 Cherry Street, North Wilkesboro, North Carolina 28659. A reception was held in the Stone Family Center for the Performing Arts for Board Members whose terms were ending along with the new Board Members and the new Superintendent. They were given the Oath of Office by the District Court Judge the Honorable David V. Byrd. Special Recognition was given to Mr. Hardin Kennedy for his contributions to Wilkes County Schools and the students he served. A plaque was given to him for his service as a Board Member to Wilkes County Schools. Absent was Mr. Rick Lankford. Also special recognition was given to Mr. Arnold Lakey for his twenty years plus for serving on the Board of Trustees with Wilkes Community College representing Wilkes County Schools. A plaque was given in his honor. Chairman Mr. Randall Rudy Holbrook recognized the outgoing Board Members. There were numerous guests in attendance. Present for the regular scheduled meeting were Chairman Mr. Randall Rudy Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Darren Shumate, Mr. Kirk Walker and Mrs. Leslie Barnes. Also present were Superintendent Mr. D. Mark Byrd, Associate Superintendent Ms. Anna Lankford, Executive Director of Personnel Dr. Westley Wood, Chief Technology Officer Ms. Julie Triplett, Chief Finance Officer Mr. Seth Prevette, Director of Maintenance Mr. Bergie Speaks, School Board Attorney Mr. Fred Johnson, and Executive Administrative Assistant Ms. Carolyn Triplett. Prior to calling the meeting to order, Chairman Mr. Randall Rudy Holbrook recognized Superintendent Mr. D. Mark Byrd for the Devotion and Pledge of Allegiance. Superintendent Mr. D. Mark Byrd addressed the Board to amend the agenda to include Mr. Darren Shumate as elected Board Member in Item Number IV. His name had been omitted from the list on the agenda previously. On a Motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the agenda was amended. 1

On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried, the agenda was approved as presented. School Board Attorney Mr. Fred Johnson opened the floor for nominations for Chairman of the Board. Mr. Darren Shumate nominated Mr. Randall Rudy Holbrook for Chairman. Mr. Johnson asked for other nominations and there were none. On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the nominations for Chairman were closed. The Board approved Mr. Randall Rudy Holbrook as chairman by acclamation. Mr. Johnson opened the floor for nominations for Vice Chairman of the Board. Mr. Walker nominated Mrs. Sharron Huffman for Vice-Chairman. On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried the nominations for Vice-Chairman was closed. The Board approved Mrs. Sharron Huffman as Vice-Chairman by acclamation. These terms are for two years. Executive Director of Personnel Dr. Westley Wood recognized the Science Olympiad tournament which was held at West Wilkes High School on May 14, 2016. All 13 elementary schools competed in the rigorous competition that focuses on hands-on science and STEM events. The 1 st place overall winner for the 2015-2016 Science Olympiad Tournament was Wilkesboro Elementary. The team members are as follows: Traci McManus-Coach, Aaron Edwards, Addison McManus, Anjali Raman, Chris Velasquez, Claudia Welborn, Colin Barlow, Emma Nobles, Isabel Molnar, Haley Tart, Kendall Redies, Libby Harbour, Olivia Ballinger, Payton McManus, Woody Biesak, Roslin Sloop, and Skyia Balkcum. Congruations to these students on a job well done. Executive Director of Personnel Dr. Westley Wood recognized the Wilkes Central High School men s golf team for winning the NCHSAA 2A state golf championship held on May 9-10, 2016 at Foxfire Resort in Pinehurst, North Carolina. The team members are as follows: Landon Battle, Jake Bentley, Zachary Caudill, Garrett Dawson, Drew Hayes, Spencer Hayes, Jackson McLean, Chandler Metz, Qinton Metz, and Jacob Smithey. Congratulations to Coach David Brooks and the golf team for this wonderful accomplishment. 2

Executive Director of Personnel Dr. Westley Wood recognized the NCHSSAA Team GPA winners for the 2015-2016 school year. These teams were recognized at the NCHSAA s Annual Meeting on Thursday, May 5, 2016 at the Dean E. Smith Center in Chapel Hill. Winners from Wilkes County were: Wilkes Central Women s Soccer 3.73 GPA - Coach Uwe Ehrlich Wilkes Central Men s Tennis 3.83 GPA - Coach Perry Snipes West Wilkes Football 3.39 GPA - Coach David Hunt West Wilkes Softball 3.70 GPA - Coach Michael Woodruff Congratulations to these teams for their achievement. Chairman Mr. Holbrook asked if anyone had signed up for public comments. No one had signed up. On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the minutes were approved as presented. On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the personnel report and blue sheet were approved as presented. Retirement(s) LuAnn Johnson- Teacher Ronda Clingman Elementary School Retirement effective July 1, 2016 with twenty-three years and seven months of service Promotion Heather Hahn From Teacher Wilkes Central High School To Instructional Specialist Wilkes Central High School On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Revisions to Policy 7920, Professional Personnel Reduction in Force was approved as presented. On a motion by Mrs. Huffman, seconded by Mrs. Barnes and duly carried, the Revisions to Policy 3420 Student Accountability Standards was approved as presented. 3

On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the out of county/overnight field trips were approved as presented. On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the Athletic Insurance Coverage for the 2016-2017 school year was approved as presented. On a motion by Mrs. Barnes, seconded by Mrs. Huffman and duly carried, the Disposition of Surplus Items was approved as presented. (See attachment one) On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the meal price increase for the upcoming 2016-2017 school year was approved as presented. Student Breakfast: $1.50 Student Lunch-Pk-5 $2.40 6-12 $2.75 Adult: Breakfast $2.75 Lunch $4.25 On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the Budget Amendments were Approved as presented: State Public School Fund: Increase of $70,478.00 Capital Outlay Fund: No Change Current Expense Special Use Fund: Increase of $91,491.00 Chairman Mr. Holbrook had the following announcements: No July Meeting Chairman Mr. Holbrook announced the next called meeting to be June 27, 2016 for the continuation of budget. This meeting will be held in the Instructional Services Conference Room beginning at 12:00 noon. 4

The next regular scheduled meeting will be August 1, 2016 in the Arnold and Becky Lakey Board room located at 613 Cherry Street, North Wilkesboro, North Carolina. Chairman Mr. Randall Rudy Holbrook asked for any comments from Board Members. Vice-Chairman Mrs. Huffman wanted to welcome the new board members to the Board. Mr. Walker stated is good to see familiar faces as he walked down the hall. He looked forward to serving Wilkes County Schools and working with the Board. Mrs. Barnes also stated she was happy to serve the students, families, administrators and she too looked forward to working with the Board. On a motion by Mrs. Sharron Huffman, seconded by Mr. Shumate and duly carried, there being no further Business, the board adjourned at 6:13 p.m. Attachment One: 5
