INTRODUCTION The Pennsylvania State System of Higher Education (State System) serves over 100,000 students, making it the largest provider of higher education in Pennsylvania and one of the largest providers in the US. As such, this report provides a strategic overview of the student population and key metrics for the State System universities in comparison to public 4-year institutions in Pennsylvania and the US. Analysis and understanding of the student population and future students that the State System supports help to advances the State System s mission and philosophy. The 2015 data presented in this report is the most recently available data available from the Integrated Postsecondary Education Data System (IPEDS) and is presented in a 5-year timeframe. 1 Purpose This report is intended to present student-centered indicators in a succinct, informative presentation that can be used by key stakeholders in the State System as well as the general public. The information can be used by the State System and its 14 universities to communicate the State System s value and key attributes. This report will help to support the State System s strategic goals of transparency, accountability, and student success. What topics are analyzed in this report and how is it structured? This report is designed to provide an analysis of the State System student experience from start to finish. This includes elements from the application process, enrollment, progression, graduation, and job placement. An additional section is included to analyze university personnel. Section 1: Access This section provides an evaluation of the applicants who apply to and the students who enroll in the State System universities. Section 2: Cost This section provides an evaluation of tuition and required fees, financial aid, and student debt at graduation. Section 3: Progress This section provides an evaluation of the advancement of enrolled students during their tenure in the State System. Section 4: Completions This section provides an evaluation of the graduating students. Section 5: Outcomes This section provides an evaluation of student success after completing their degrees. 1 The data are presented in a 5-year timeframe, from 2011 to 2015, when available. Section 6: Personnel This section examines the total university employment in the State System, and examines the instructional faculty by ranks and tenure status. The State System metrics are presented in context with the corresponding comparable metrics for Pennsylvania public 4-year universities and US public 4-year universities. KEY FINDINGS AND HIGHLIGHTS Access Applications to the State System increased 2 percent over the past three years, but future applications will be constrained due to the slow growth (1 percent) projected for Pennsylvania public high school graduates. US public 4-year institutions had large increases (over 10 percent) in applications over the past three years, indicating that out-of-state applicants could help to bolster State System applications in the future. Acceptances increased 5 percent over the past three years, but a majority of the State System universities are facing declining enrollment. Entering undergraduate enrollment in the State System universities is largely full-time (99 percent). Increasing part-time enrollment options or distance learning options (only 16 percent of undergraduate students enrolled in distance learning in 2015) may present opportunities to increase enrollment for non-traditional college-age students (25+), who account for only 10 percent of students in 2015. Cost In 2015-16, in-state tuition and required fees at the State System universities were 23 percent lower compared to other Pennsylvania public 4-year universities; out-of-state tuition and required fees were 19 percent lower. Additionally, 89 percent of State System students received financial aid in 2015, making the State System a very affordable option compared to other Pennsylvania public 4-year universities. This is reflected in the average student debt; State System students graduate with $2,237 less debt than other Pennsylvania public 4-year universities. Progress In Fall 2015, enrollment in the State System was just over 107,000 with undergraduates accounting for 87 percent. Pennsylvania and US public 4-year universities both had a higher share of graduate enrollment, at 17 and 16 percent respectively. State System second-year retention rates have decreased from 74 percent in 2011 to 73 percent in 2015, and still lags behind Pennsylvania and US public 4-year universities retention rates at 77 percent and 74 percent respectively. With a 54 percent sixyear graduation rate, the State System is outperforming US public 4-year universities at 48 percent. Completions The State System awarded 25,863 degrees and certificates in 2015, of which 25,558 were degrees. Between 2011 and 2015, the number of degree completions increased by 4 percent, led by Bachelor s degrees, with an increase of 1,655 completions. However, this was partly offset by a decline of 828 Master s degree completions. In general, the State System has kept pace with Pennsylvania and US public 4-year universities at all degree levels, with the exception at the Master s level. The program areas for completions at all levels were quite concentrated, with the top 5 program areas accounting for at least half of completions at each respective degree level. Doctor s completions represented a relatively small share of degree completions within the State System compared to Pennsylvania and US public 4-year universities, while Bachelor s completions were relatively overrepresented. Outcomes The top 5 destination cities for State System graduates in Pennsylvania include Philadelphia, Pittsburgh, Harrisburg, Lancaster, and Allentown. This indicates they are seeking employment in urban centers, following a similar trend in the US, where cities have had higher employment growth compared to suburban areas. Personnel The State System universities employed 12,782 workers in 2015, of which 5,608 were primarily instructional faculty. The State System demonstrated its value of instructional faculty, with tenured or tenure-track representing 69 percent of faculty and employing only 31 percent adjunct faculty. The State System full professor share of 34 percent was higher than the Pennsylvania public 4-year share (30 percent), but less than the US public 4-year universities (36 percent). The State System student-to-faculty ratio (19:1) was higher than Pennsylvania (16:1) and US (18:1) public 4-year universities. FAST FACTS 7

SECTION 1: ACCESS By providing students with the opportunity to earn a postsecondary education, universities offer numerous benefits to both individuals and society as a whole. It is becoming increasingly important to expand access to college and allow students from all backgrounds the opportunity to earn a postsecondary degree. Analysis of socio-demographic indicators also provides insight into the segment of the population that may be considered economically disadvantaged. Areas with high proportions of economically disadvantaged learners may require additional considerations in education and financial support. This section provides an evaluation of the applicants who apply to the State System universities and the enrolled student population who attend the State System universities. This will answer questions such as: How many students are applying to the State System? Are they enrolling full-time or part-time? What are the socioeconomic and demographic characteristics of the students attending the State System universities? What does the pipeline of future students look like in Pennsylvania? The data elements analyzed in this section include: Applications: The number of undergraduate students applying for admission into each institution in the fall semester. Acceptances: The number of undergraduate students accepted into each institution in the fall semester. SAT performance: Average combined SAT scores of fall, First-time, full-time Bachelor degreeseeking freshman. 2 Enrollment: The number of undergraduate students enrolled for credit in each institution in the fall semester. - Certificate-seeking: the students that enroll in a certificate program. - Degree-seeking: the students that enroll in an associate or bachelor degree program. Applications Applications to the State System universities increased by 2.1 percent between 2013 and 2015. Applications to Pennsylvania public 4-year universities increased by 14.8 percent between 2013 and 2015. This was followed by Bloomsburg University with 9,795 applications and Indiana University with 9,566 applications. Over the period of 2013 to 2015, California University experienced the fastest growth in applications with an 18.8 percent increase. This was followed by Millersville University, with an 11.0 percent increase and Edinboro University with a 10.1 percent increase over the same period. Acceptance Rate The acceptance rate to the State System universities was 80.5 percent in 2015, an increase from 78.2 percent in 2013. The acceptance rate to Pennsylvania public 4-year universities was 67.7 percent in 2015 and the acceptance rate to US public 4-year universities was lower, at 59.9 percent. SAT Performance Average SAT scores submitted to the State System universities decreased by 1.4 percent between 2011 and 2015. In contrast, average SAT scores submitted to Pennsylvania public 4-year universities increased by 0.9 percent between 2011 and 2015. In terms of age, Bloomsburg and Shippensburg Universities had the largest share of undergraduate students aged 24 and under, at 95 percent. In terms of distance learning, California University had the largest share of undergraduate students enrolled in some distance learning, at 54 percent. In terms of residency, Lock Haven University had the largest share of in-state undergraduate students, at 95 percent. Pipeline of Future Students The number of public high school graduates in Pennsylvania peaked in the 2009-10 school year at 131,343. Since then, the number of public high school graduates has declined by 6 percent to 123,774 in the 2014-15 school year. The Northwest and Northeast regions of Pennsylvania faced the largest declines, with public high school graduates decreasing by 12 percent and 9 percent, respectively. In the 2014-15 school year, the 10 largest counties in terms of public high school graduates accounted for about 55 percent of all public high school graduates in Pennsylvania. Looking ahead, the number of public high school graduates in Pennsylvania is projected to grow by 1 percent by the 2024-25 school year, an increase of 1,000 graduates. The growth is primarily driven by Central and Southeast regions of Pennsylvania, which are projected to grow by 7 percent and 5 percent, respectively. However, all other regions in the state are projected to decline during the same period. The top 10 are projected to increase by 4,500 graduates, but that growth will be partially offset by counties with projected declines. SECTION 2: COST As college costs continue to rise, it is imperative to evaluate the financial burden that students face when pursuing a postsecondary education. The availability of financial aid and scholarships can help students to lessen their debt while pursuing their degrees. Furthermore, these types of awards can provide underserved populations greater access to postsecondary education. This section provides an evaluation of tuition, required fees, financial aid, and student debt at graduation. This will answer questions such as: What is the cost of tuition and required fees? How many first-time, full-time, degree/certificate-seeking undergraduate students receive financial aid, including both gift aid and loans? What is the average debt load of students upon graduation? The data elements analyzed in this section include: Tuition and required fees: Charges to full-time undergraduate students for the full academic year (in-state and out-of-state published rates). Financial aid: Number and percent of first-time, full-time, degree/certificate-seeking undergraduates receiving financial aid. Student debt: Student loan debt levels at graduation. In-State Tuition and Required Fees In-state tuition and required fees in the State System universities increased by 15.7 percent between 2011-12 and 2015-16. Similarly, in-state tuition and required fees in Pennsylvania public 4-year universities increased by 9.6 percent between 2011-12 and 2015-16. Student Debt Approximately 82 percent of the bachelor s recipients from the State System universities graduated with debt in 2015. The average debt level of those graduates from the State System universities was $32,561. SECTION 4: COMPLETIONS In an increasingly competitive labor market, earning a postsecondary degree is becoming tremendously important in order to find a job and pursue a career. In 2015, approximately 40.9 percent of the US working-age (25-64) population earned an Associate s degree or higher. In Pennsylvania, that share was even higher, at 41.8 percent. The State System s Gap Analysis project found that the demand for skilled workers in Pennsylvania is growing faster than the demand for unskilled labor. Of the 6.2 million jobs the Commonwealth is projected to have by 2024, 51 percent will require some amount of postsecondary education preparation; these are termed as skilled occupations. Furthermore, overall job growth to 2024 is projected to be 9.5 percent; however, the growth in jobs that require some level of postsecondary education is projected to be 10.9 percent as compared to 8.1 percent for those that require no postsecondary education preparation. This section provides an evaluation of the graduating students. This will answer questions such as: How many students are completing degrees and certificates? At which degree levels are students completing their degrees? What are the most popular major fields of study?
