UNIVERSITIES AND UNIVERSITY COLLEGES ACT 1971 CONSTITUTION OF THE UNIVERSITY OF MALAYA 2010 UNIVERSITY OF MALAYA (FIRST DEGREE STUDIES) RULES 2013 In exercise of the powers conferred under subsection 37(1) of the Constitution of the University of Malaya 2010 [P.U. (A) 444/], the Board of Directors of the University of Malaya makes the following rules: PART I PRELIMINARY 1. Name, Commencement and Application (1) These Rules may be cited as the University of Malaya (First Degree Studies) Rules 2013 and shall come into force from the 2013/2014 Academic Session. (2) These Rules shall apply to all students of Degree programmes of study of the University commencing Academic Session 2013/2014 EXCEPT students pursuing the programme of studies of the Bachelor of Medicine and Bachelor of Surgery Degree (MBBS), Bachelor of Dental Surgery Degree (BDS) and the Bachelor of Jurisprudence (External) Degree. (3) Notwithstanding the provisions of subrule (2), (a) (b) Students prior to the 2010/2011 Admission Session shall be subjected to the provisions relating to the duration and structure of programmes of study as provided under the University of Malaya (First Degree Studies) Rules 2006 and regulations made thereunder. Students prior to the 2013/2014 Admission Session shall continue to be subjected to the computation of GPA and CGPA as stipulated under the University of Malaya (First Degree Studies) Rules 2010 and the regulations made thereunder. 3

2. Interpretation In these Rules, unless the context otherwise requires Academic Session means the period of study of a programme, comprising Normal Semesters and Special Semester, the dates for the commencement and the end of which shall be determined by the Vice-Chancellor Admission Session means a session when a student is admitted into a programme of study. Academic Calendar means a period of study comprising lectures,tutorials and examination weeks including leave within the semester, the dates for the commencement and the end of which shall be determined by the Vice Chancellor. Audit Course means a course registered and attended by a student without sitting for examination. Bursar means an officer of the University appointed under section 14 of the Constitution of the University of Malaya; Calendar Year means a period of twelve (12) months; CGPA means Cumulative Grade Point Average which is determined by dividing the total grade points obtained by the total number of credits taken from the first semester to the current semester; Committee of Examiners means the committee established by the Senate on the recommendation of the Faculty for the purpose of considering and assessing the examination results and implementing any other powers conferred upon it according to these Rules or related regulations; Course means a unit of education or training conducted over a prescribed period of time; usually one semester, which contributes credits to a programme of study; Credit means the quantitative measure which reflects the volume of learning or learning load to achieve the specific learning outcomes. Credit counted means a credit obtained by a student for any course studied in a programme of study where the grade obtained for that particular course is included in the calculation of the GPA and CGPA; 4

Credit obtained means a credit obtained by a student for any course studied in a programme of study where the grade obtained for that particular course is not included in the calculation of the GPA and CGPA; Dean of the Faculty means the Dean of a Faculty of the University, and includes any Director or Head of an Academy, Centre, School and Institute, appointed under subsections 24(4) and (5) of the Constitution of the University of Malaya; Degree means the Bachelor Degree or the First Degree of the University; Department means any Department of Study of the Faculty and includes any Division of Study of the Faculty; Faculty means any Faculty of the University and includes any School, Centre, Academy and Institute established under subsection 24(1) of the Constitution of the University of Malaya; Field of Study means the area of specialisation offered in a programme of study; GPA means Grade Point Average which is determined by dividing the total grade points obtained by the total number of credits taken in a semester; Major means a course package offered by a Faculty totaling between 50% to 60% from the total credit specified for a programme of study; Minor means a course package offered by a Faculty totaling between 25% to 30% of the total credit specified for a programme of study; Normal Semester means Semester I or Semester II as stated in the Semester Schedule; Professional Programme means a programme of study that requires accreditation or is accredited by a professional body; Programme of study means a group of courses and/or training that is planned and prepared for purposes of fulfilling the requirements for the award of a degree; Registrar means an officer of the University appointed under section 14 of the Constitution of the University of Malaya; Semester means a period in an academic session and comprises Normal Semesters and Special Semester; 5

Senate means the Senate of the University established in accordance with subsection 22 (1) of the Constitution of the University of Malaya; Special Semester means the semester held after Semester II with a shorter period compared to a Normal Semester; Student means a registered student attending a course offered by the University for a particular degree programme of study and is listed in the student register of the University as provided under subrule 5(2); University means the University of Malaya; Vice-Chancellor means the chief executive and academic officer of the University appointed under subsection 12(1) of the Constitution of the University of Malaya. PART II ADMISSION REQUIREMENTS 3. Admission into a Programme of Study of the University (1) Every candidate who wishes to pursue a programme of study in University of Malaya must: (a) (b) (c) (d) Fulfil the general requirements of the University and special requirements of the programme of study as determined by Senate; Be certified by a Doctor from the University Student Health Clinic as being in satisfactory health and is not suffering from any illness or any physical handicap which may disrupt his studies at the University; Pay the prescibed fees; and Register as a student in a programme of study. (2) In special circumstances, the admission of a student may be subject to a decision by the Senate upon the recommendation of the relevant Faculty Committee for the Admission Selection and the fulfillment of subrules (1)(b), (c) and (d) above. (3) The admission into any programme of study is at the commencement of Semester I or Semester II of each academic session. (4) Each offer of admission is for a specific semester and session only. 6

4. Admission of Non-Graduating Students (1) A non-graduating student is a student from outside the University who has approval to attend any course at the University, whether or not for the purpose of obtaining a grade and/or credit. Such a student shall not be a student of any programme of study at the University. (2) The admission of a non-graduating student shall be at the discretion of the Dean of the Faculty. PART III REGISTRATION 5. Registration as a Student of a Programme of Study (1) An applicant who has been offered by the University to pursue a Degree programme of study and has accepted the said offer is required to register in accordance with the procedures prescribed by the University. (2) Subject to subrule (3) below, a person registered in accordance with subrule (1) is a student of the University of Malaya and the student s name shall be listed in the student register of the University until such time as the student shall have successfully completed his programme of study and the Senate shall have confirmed that the student is qualified to be conferred a degree, or when for any specific reason the student loses his eligibility as a student of the University, whichever is the earlier. (3) A student who has registered for a programme of study which has been offered shall register on a continuous basis with the University and should he fail to do so shall cease to be a student and his name shall be removed from the student register. (4) Deferment of registration for a programme of study can only be considered for medical reasons. The period of deferment shall not be counted as part of the prescribed duration of study. The offer will lapse if the student does not register for the semester or for the relevant session. (5) Notwithstanding the provisions of subrule (1) above and subject to subrule (3), the Senate may at its discretion terminate the registration of a student at any time if the Senate is of the view that the student concerned is incapable of continuing with the programme of study. The student s name shall be removed from the University s student register, and the said student shall cease to be a University student. The Senate s decision in accordance with this subrule (5) is final. 7

(6) A student is not allowed to register concurrently for more than one programme of study which leads to the conferment of a diploma, first degree or post graduate degree whether at the University or at any other institution or university. 6. Course Registration A student is required to register every semester for the courses taken in accordance with such conditions as may be prescribed in the Regulations made under these Rules. 7. Change in Programme of Study (1) A student who has registered for the offered programme of study is not allowed to change the programme of study. (2) Notwithstanding anything stated in subrule (1) above, under certain circumstances a student may apply to be considered for a change in the programme of study subject to the requirements stated under the regulations made under the Rules herein. 8. Settling Payments PART IV PAYMENTS A student shall settle all fees and other payments in accordance with the rules as prescribed by the University. 9. Right to Vary Fee Rates and Other Payments The University has the absolute right to vary the prescribed fees and any other payments without prior notice to a student. 10. Period for Settling Tuition Fees and Other Payments A student shall settle all fees and other payment within the period prescribed by the University. 11. Failure to Settle Fees and Other Payments Failure by a student to settle all fees and other payments within the period prescribed by the University may prohibit the release of the examination results to the student for the semester concerned and the registration of courses for the following semester or the status as a University student be terminated. 8

12. Duration of Programme of Study PART V DURATION OF PROGRAMME OF STUDY A student must pursue and complete the programme of study within the prescribed duration. 13. Minimum and Maximum Duration for Programme of Study The minimum and maximum duration for the completion of a programme of study are as follows: System of Study Minimum Maximum Six Semester 10 semesters Seven Semester 11 semesters Eight Semester 12 semesters 14. Suspension of Student s Programme of Study The period of suspension of the student s programme of study upon whom punishment has been imposed under the University of Malaya (Discipline of Students) Rules 1999 shall not be counted into the maximum duration of the programme of study. 15. Programme of Study PART VI STRUCTURE OF PROGRAMME OF STUDY A programme of study offered by the University is as prescribed in the Schedule to these Rules and as approved by the Senate from time to time. 16. Structure of Programme of Study A student is required to follow and fulfil the overall total credits as prescribed for the programme of study respectively as may be approved by the Senate. 17. Programme External Assesor The Programme External Assessor(s) are appointed by Senate for each programme of study offered by the University to - 9

(1) ensure that the standard of the degree of each programme of study conferred is comparable and consistent with similar programmes being offered by world renowned universities; (2) confirm that the standards in compliance with the level and requirements of the degree offerred; (3) ensure that the evaluation processes are suitable, fair dan administered in accordance with the regulations set by the University; (4) ensure that the accreditation requirements of the professional bodies or its equivalent are fulfilled; and (5) ensure that the conferment of the degree is at par and consistent with world renowned universities that offer similar programmes. 18. Course Components Every programme of study shall consist of three components namely, University Courses (15% - 20%), Core Courses (50% - 60%) and Elective/Minor Courses (25% - 30%). For the purpose of these Rules - (1) University Courses means courses prescribed by the University as compulsory courses which must be taken by every Degree student; (2) Core Courses means courses determined by the Faculty as compulsory courses which must be taken by students in the Faculty concerned comprising core faculty courses or core programme courses and/or core departmental courses or core specialization courses; (3) Elective/Minor Courses means courses that are faculty electives or departmental electives or minor courses. PART VII ACADEMIC ADVISOR SYSTEM 19. Functions of an Academic Advisor (1) The Dean of the Faculty shall ensure that a Panel of Academic Advisors are appointed from among the lecturers to guide the students in the planning of the students academic programme of study. (2) The Academic Advisors are responsible for - 10

(a) (b) helping the student choose courses and the number of credits the student will take before the commencement of the semester; and/or providing guidance to the student in overcoming problems related to learning, if any, based on the student academic performance. (3) The Dean of the Faculty shall be responsible to ascertain the method of execution of the system of Academic Advisor in their respective Faculties. 20. Type of Examinations PART VIII EXAMINATIONS There shall be an examination for every programme of study carried out by the University, which may be conducted by way of final examination and continous assessment (written test, oral test, practical or practicum assessment, coursework assignment, specialised assessment) as well as other methods of evaluation as may be approved by the Senate upon the recommendation of the Faculty. 21. Committee of Examiners There shall be a separate Committee of Examiners for each programme of study. 22. Graduation Requirements PART IX CONFERMENT OF DEGREE The University Bachelor s Degree or the University First Degree may be conferred on a student who has: (1) fulfilled all requirements prescribed under these Rules and any other regulations made thereunder; (2) fulfilled other requirements of the University that are not of academic nature; (3) have been recommended to be conferred the Degree by the Committee of Examiners and approved by the Senate; and (4) settled all fees and other prescribed payments. 11

PART X GENERAL 23. Termination of Student s Academic Status The Senate has the power to terminate the academic status of a student who has been found to have submitted forged or false information in connection with his admission into the University. 24. The Power of the Senate to Make Regulations The Senate may generally make any regulations as and when they are required for the purpose of carrying into effect or enforcing the provisions of these Rules. 25. Exemption of Application Notwithstanding anything contained in these Rules and any regulations made thereunder, the Senate may exempt the application of these Rules or any provisions of these Rules to any Degree programme of study of the University. 26. Compliance with the Universities and University Colleges Act 1971, the Constitution of the University of Malaya, Statutes, Rules and Regulations A student shall be subject to the Universities and University Colleges Act 1971, the Constitution of the University of Malaya, statutes, rules and regulations currently applicable in the University including the University of Malaya (Discipline of Students) Rules 1999. 27. Repeal Subject to the provisions of rule 1(3), the University of Malaya (First Degree Studies) Rules 2010 are hereby repealed. Made on 22thh of August 2013.
