FIR 4312, Management of Fire Incident Command Systems Course Syllabus Course Description Provides a comprehensive look at the skills necessary to successfully manage an emergency incident. Using nationally accepted standards, students analyze and apply the strategic considerations necessary to be successful on the fire ground. In addition, students gain valuable knowledge of the NIMS (National Incident Management System) as well as how to employ the Incident Command System (ICS) on the fire ground. Course Learning Outcomes Upon completion of this course, students should be able to: 1. Identify the fundamentals of emergency incident systems such as Incident Command System (ICS) and National Incident Management System (NIMS). 2. Discuss the responsibilities of emergency response personnel. 3. Analyze the functions of command. 4. Assess organizational health during a large-scale event to ensure appropriate personnel assignments. 5. Compare cue-based and classical decision-making models. 6. Describe how incident management is impacted by fire behavior. 7. Summarize strategies for successful incident management on the scene of an emergency incident. Credits Upon completion of this course, the students will earn three (3) hours of college credit. Course Structure 1. Study Guide: Each unit contains a Study Guide that provides students with the learning outcomes, unit lesson, required reading assignments, and supplemental resources. 2. Learning Outcomes: Each unit contains Learning Outcomes that specify the measurable skills and knowledge students should gain upon completion of the unit. 3. Unit Lesson: Each unit contains a Unit Lesson, which discusses lesson material. 4. Reading Assignments: Each unit contains Reading Assignments from one or more chapters from the textbook. 5. Suggested Reading: Suggested Readings are listed in Units I-VIII. Students are encouraged to read the resources listed if the opportunity arises, but they will not be tested on their knowledge of the Suggested Readings. Chapter presentations are provided in each unit study guide as Suggested Reading to aid students in their course of study. 6. Learning Activities (Non-Graded): These non-graded Learning Activities are provided to aid students in their course of study. 7. Discussion Boards: Discussion Boards are part of all CSU term courses. More information and specifications can be found in the Student Resources link listed in the Course Menu bar. 8. Unit Assessments: This course contains eight Unit Assessments, one to be completed at the end of each unit. Assessments are composed of written-response questions. 9. Unit Assignments: Students are required to submit for grading Unit Assignments in Units II, III, and V-VIII. Specific information and instructions regarding these assignments are provided below. Grading rubrics are included with each assignment. Specific information about accessing these rubrics is provided below. 10. Describe how incident management affected the outcome of this incident. 2. What fire behavior factors contributed to this incident and the outcome that led to these deaths, and what signs should firefighters been aware of during the course of operations to avoid the outcome? 3. Describe how a fire department should maintain crew integrity when operating in an immediately dangerous to life and health (IDLH) atmosphere. Your case study paper should be a minimum of two pages in length, not counting title and reference pages. All sources used, including the textbook, must be referenced; paraphrased and quoted material must have accompanying citations in APA format. Make sure to use the textbook and report reference to support your statements. Unit V Scholarly Activity Please select a major incident or tragedy that has occurred in the fire service in the last 10 years. Complete a wellorganized, three-page paper related to issues and trends for handling the incident based on the findings in this course. Ensure you address the following: Describe how the incident command impacted the outcome of the incident. Provide an assessment of the incident and strategies used. Discuss the responsibilities of emergency service personnel to ensure an incident such as this does not occur again. Provide recommendations for the fire service and the specific responsibilities of emergency responders regarding the outcome of this incident. Your paper must contain at least three sources from the CSU Online Library in addition to your textbook. All sources used, including the textbook, must be referenced; paraphrased and quoted material must have accompanying citations in APA format. Unit VI PowerPoint Presentation After reviewing the materials within this unit, you will develop a PowerPoint presentation covering the establishment of strategic goals and tactical objectives of various occupancy types as well as conditions that exist upon arrival. In addition, the hazards that exist must also be considered in the decision-making process regardless of whether these hazards are identified during the preplanning process or upon arrival to the incident. For this assignment, understanding all of the factors that go into decision making, create your PowerPoint presentation comparing cue-based and classical decision-making models for a single and a multi-family occupancy. Develop a PowerPoint presentation consisting of 10 to 12 slides that provides specific examples. Use at least two graphics to help support your presentation. You may use the slide notes function to explain slide contents as necessary. Be sure to cite your sources in a reference slide, using proper APA formatting. Would an assessment of the organizational structure and assignments made within the incident action plan have affected the outcome of this commercial structure fire incident? Explain the rehabilitation process during this incident. Was it utilized effectively, and could the incident commander utilize this period to ensure the overall organizational health during the incident? How do Standard Operating Procedures affect abandoned and dilapidated buildings and the establishment of strategic goals and tactical objectives? Your case study paper should be a minimum of two pages in length, not counting title and reference pages. All sources used, including the textbook, must be referenced; paraphrased and quoted material must have accompanying citations in APA format. Unit VIII Project Fire Service Project Please select a significant incident that has occurred within the fire service in the last 10 years to complete the project, answering the following questions in a well-organized and researched four- to six-page paper related to the concepts in this course. Your paper must contain at least three Internet sources in addition to professional journal articles or resources related to the profession of the fire service. In addition, follow these guidelines: Assess the incident that you selected, what specific changes have occurred to the functions and responsibilities of incident command. Please explain how these changes were communicated in the form of expectations to those personnel serving as incident commanders. Include any specific standard operating procedures and their relevance to this course that were developed specifically as a result of the outcome or recommendations from this incident. Explain how the knowledge of these failures has impacted changes in the way in which individuals are prepared for the position and functions of incident command. Analyze and describe the incident and the impact the incident command had on the outcome of the incident. Could this incident have been avoided? What is being done specifically in your department to ensure that a similar incident and outcome does not occur? Identify the changes this incident and your department has had on the service delivery in your community. Please address areas of prevention: education, engineering, and enforcement, including fire codes and fire protection systems. Describe the relation between the concepts from this course and the incident as well as the ramifications they have had on your department. Students are required to submit this assignment using the APA style format, double-spaced with one-inch margins (top, bottom, and sides). The project must be submitted in 12 pt. APA Guidelines The application of the APA writing style shall be practical, functional, and appropriate to each academic level, with the primary purpose being the documentation (citation) of sources. CSU requires that students use APA style for certain papers and projects. Students should always carefully read and follow assignment directions and review the associated grading rubric when available. Students can find CSU s Citation Guide by clicking here. Grading Rubrics This course utilizes analytic grading rubrics as tools for your professor in assigning grades for all learning activities. Each rubric serves as a guide that communicates the expectations of the learning activity and describes the criteria for each level of achievement. In addition, a rubric is a reference tool that lists evaluation criteria and can help you organize your efforts to meet the requirements of that learning activity. It is imperative for you to familiarize yourself with these rubrics because these are the primary tools your professor uses for assessing learning activities. Rubric categories include: (1) Discussion Board, (2) Assessment (Written Response), and (3) Assignment. However, it is possible that not all of the listed rubric types will be used in a single course (e.g., some courses may not have Assessments). The Discussion Board rubric can be found within Unit I s Discussion Board submission instructions. The Assessment (Written Response) rubric can be found embedded in a link within the directions for each Unit Assessment. However, these rubrics will only be used when written-response questions appear within the Assessment. Each Assignment type (e.g., article critique, case study, research paper) will have its own rubric. The Assignment rubrics are built into Blackboard, allowing students to review them prior to beginning the Assignment and again once the Assignment has been scored. Again, it is vitally important for you to become familiar with these rubrics because their application to your Discussion Boards, Assessments, and Assignments is the method by which your instructor assigns all grades.
