WELLPINIT SCHOOL DISTRICT DISTRICT CONFERENCE ROOM SCHOOL BOARD 08/19/2015 MINUTES 01 CALL TO ORDER: OPEN MEETING/FLAG SALUTE: James Williams, Chair; Mike Seyler, Vice Chair; Tim Wynecoop, Legislative Rep.; Angie Matt, Member; and Jennifer LeBret White, Member. Also Present: John Adkins, Charlene Arnoux, Kris Herda, Terry Bartolino, Chris Scott, Polo Hernandez, Laina Phillips, Julie Filer, Clark Pauls and Celia Stearns. 02 CHANGES OR ADDITIONS TO THE AGENDA: Motion from Mike Seyler to accept additions to the agenda. Motion Contract between the Wellpinit School District and Spokane Tribe of Indians to provide assistance, development and blending of the Spokane Tribal History and curriculum. Motion from Angie Matt to accept the contract between the WSD and the Spokane Tribe. Motion Implementation of curriculum created by the Wellpinit School District and the Spokane Tribe of Indians for the fifth and seventh grade students. Motion from Jennifer LeBret White to accept the curriculum. Motion Contract between the Wellpinit School District and Claudia Phillips for the 2015-16 school year for Occupational Therapy services for the Wellpinit school children, Head Start and birth to 3 year olds. Motion from Tim Wynecoop to accept the contract for Claudia Phillips. Motion Additions to the Consent Agenda for Teacher Contracts and Supplemental Activity #05e. Motion from Jennifer LeBret White to accept the additions. Motion Approval of hiring HS Math Teacher, James Robinson. Motion from Tim Wynecoop to approve hiring HS math teacher. Motion Athletic code for 2015-16 with change to grade check policy. Motion from Mike Seyler to approve athletic code change. Motion Transportation: Requesting to surplus Bus 5 and Bus 12 due to cost of upkeep. Motion from Jennifer LeBret White to approve surplus of the two school buses. Motion 1

03 COMMENTS FOR THE GOOD OF THE SCHOOLS: System Leaders: Clark Pauls gave an athletic report update. All coaches have been hired except the MS boys Basketball coach and MS softball coach. The HS softball and baseball coach will return if there are enough interested players. The facility use permit form was discussed and there are a lot of concerns about who is monitoring the building the weight room equipment, gym floor etc. and making sure all doors are locked after hours. Mr. Adkins asked Mr. Herda and Mr. Pauls to work on this form and bring it back to the September Board meeting with their recommendations for approval by the Board. The Friday night football game was discussed with a lot of differences. Mr. Adkins asked Mr. Pauls to work with Polo and Jennifer on this for the October homecoming game to see if it would be possible to have a night game. Julie Filer Nothing to report. Polo Hernandez gave an update on the curriculum development which was implemented by the school district and the Spokane Tribe, the ECEAP program at the Early Learning center, Salish instructors for the HS 3 rd and 4 th periods, working on a community float for the, the Mac theatre traveling exhibit, the AVID 9-12 college prep college visits and having a homecoming HS night football game. Terry Bartolino gave a report on the Highly Capable plan with the policy 2190 and procedure 2190P. The plan is open for enrollment until October 2, 2015. Motion from Mike Seyler to accept the Highly Capable plan. Motion Motion from Mike Seyler to accept the Highly capable policy 2190 and procedure 2190P. Motion The Wellpinit Alternative School graduation requirements were discussed by Terry Bartolino along with policy 2409 and 2409P credit for competency-proficiency. Motion from Mike Seyler to accept the Alternative school graduation requirements. Motion Motion from Mike Seyler to accept the credit for competency policy 2409 and 2409P. Motion Kim Ewing Not in attendance due to illness. Mr. Herda reported on the AmeriCorps positions that will be at the elementary school. Kris Herda reported on the graduation requirements for the Wellpinit High School with the number of credits they will need and the statewide requirements each student must complete to graduate. Motion from Tim Wynecoop to accept the High School graduation requirements. Motion A tentative MS/HS schedule for 2015-16 school year was discussed. Motion from Mike Seyler to accept the schedule. Motion Terry Patton will be teaching a Technology class and Rick Lambert will be teaching a Wood Shop class. Indian Language will be taught by Tribal employee Elisabeth Johnstone. 2

Mr. Adkins gave recognition to School Board member Tim Wynecoop who is for all his years of service on the Board. Mr. Adkins gave updates on the elementary school remodel, the new custodians/bus driver, lease from the Tribe, new bus and cameras on all the buses, panic buttons in the schools, and the letter from USIP concerning an adjustment of a claim. 04 APPROVAL OF MINUTES: 07/15/15 Regular School Board Minutes Motion from Mike Seyler to accept the minutes. Contract between the Wellpinit School District and Raymond Leaver to facilitate and coordinate the implementation of a K-5 classroom intervention program and co-teaching model; and to provide special instruction to individuals and small groups of students with identified needs; and other related functions as required. Personnel Contract Agreement with Apolonio Hernandez for the 2015-2016 school year for the Project Director for the Indian Education Demonstration Grant. Contract between the Wellpinit School District and Noe J. Medina to work with the Superintendent, Management Team, Project and Grants Manager to meet requirements of the Federal Indian Education Demonstration Grant. Classified Hires with three new hires for the 2015-2016 school year, At will Employees. Contract between the Wellpinit School District and Independent Contractor, Tony Marchand. 3

Memorandum of Understanding between the Wellpinit School District and the Wellpinit Education Association. Memorandum of Understanding between the Wellpinit School District and the Public School Employees. The Wellpinit Student/Parent Handbook for 2015-2016 school year for the Elementary, Middle and High School. Northeast Washington ESD (NEWESD) 101 Unemployment Compensation Risk-Sharing Insurance Pool Cooperative Agreement. Motion from Mike Seyler to accept the consent agenda. Motion 06 CONSTRUCTION/BUILDINGS AND GROUNDS: None 07 GRANTS/AWARDS: Current Grants 2015-2016 and Revenue Amounts. Motion from Tim Wynecoop to accept the grants. Motion Donation from the Coeur d Alene Tribe to support school programs and operations. Motion from Mike Seyler to accept the donation. Motion 08 POLICIES: Board of Directors 1000 Series; New policies for the District to consider and policies to review and update. FINAL reading and Public Comments. Motion from Mike Seyler to accept the 1000 series. Motion Board of Directors 4000 Series; New policies for the District to consider and Policies to review and update. FIRST reading and Public Comments. Mr. Adkins asked the Board members to read the changes that WSSDA recommends for the 4000 series.
