Principal Secretary, Uttaranchal 5. Dr. Hari Gautam 6. Dr. Panjab Singh Before taking up the agenda, the Chairman welcomed the members of Executive Committee. The following items were discussed and decisions taken.

Section - 1 (Confirmation of Minutes of Previous Meeting) Item No. 41.01.01 : To confirm the minutes of the fortieth meeting of the Executive Committee held on November 24, 2001. The minutes of the meeting were confirmed. Section - 2 (Action Taken Report) Item No. 41.02.01 : To receive the note on action taken on the decisions taken and recommendations made in the fortieth meeting of the Executive Committee held on November 24, 2001. The Executive Committee noted the status of the action taken and suggested the following : Item No.40.04.15 : To consider and approve the resolution of Govt. of India for holding All India Engineering Entrance Examination (AIEEE)-2002. The resolution was approved. It was suggested that AICTE may issue the Guidelines after taking input from MHRD and CBSE. Item No.40.04.25 and Item No.40.04.26.. These items may be treated as with drawn (instead of deferred ) Item No.40.05.03 It was clarified that the Grievance Committee for the year 2002-2003 approved in the 40 th EC meeting will look after the cases concerning reduced intake and no admission category only.

Section - 3 (For Discussion and Consideration) Item No. 41.03.01 : To consider and approve the matter regarding the recognition of various degrees/diplomas being awarded by IGNOU in respect of its different programmes in technical education, by AICTE as equivalent to the corresponding awards of the Universities in the Country. It was decided that the matter may be referred to respective Boards. Item No. 41.03.02 : To consider and approve the proposal for according approval to P.G. courses (self-financing or otherwise) for particular duration. The proposal was approved. Item No. 41.03.03 : To consider and approve the various courses in Management other than MBA/PGDM. The proposal as suggested by All India Board of Management Studies was deliberated upon at length and not accepted by the Executive Committee. The Committee felt that the management education within the university system has sufficient checks and balances and will be a preferable system. The members felt measures need to be taken to strengthen the university system rather than creating parallel systems. The members were of the opinion that in order to have flexibility in curriculum development etc. the new institutions if required may be started as De-novo Autonomous institutions within the frame work of the concerned university system as such provision also exists in the UGC guidelines. EC suggested that All India Board of Management Studies may examine the issue keeping in view various provisions and modalities regarding; Admissions, Curricula, Examination procedure, Evaluation etc. and evolve an integrated credible system. It was also suggested that the Board of Management Studies should take a view on regulating management education at under graduate level (BBA) also and frame necessary guidelines/regulation. The Council has no objection in Institutions running certificate/mdp courses of less than one year duration.

Item No. 41.03.04 : To consider and approve the policy for regulating entry and operation of foreign universities in India imparting technical education. The matter was discussed in detail. Member Secretary, AICTE will write a letter to all the EC members to have their comments and suggestions regarding proposed rules and regulations within a stipulated period. The rules and regulations will be placed in the next meeting after incorporating the suggestions from the EC members. Item No. 41.03.05 : To consider and approve the minimum qualifications and experience prescribed for teaching posts in degree level technical institutions. The following changes were approved. Director/ Principal/ Head Institute of Lecturer (for Humanities and Science) Existing Qualifications Ph.D degree (with first class degree at Bachelors or Masters level). In addition the candidate should be an eminent person in the field. Good academic record with atleast 55% marks or an equivalent CGPA at the Master s degree level, in the relevant subject from an Indian University, or an equivalent degree from a Foreign University. Besides fulfilling the above qualifications, candidates should have cleared the National Eligibility Test (NET) for Lecturers conducted by the UGC, CSIR, or similar test accredited by the UGC. Amended Qualifications Qualification as per the qualification of the Professor in the respective discipline. In addition the candidate should be an eminent person in the field. Good academic record with Ist Class at M.Sc level (for Science) or at MA level (for Humanities) OR Good academic record with atleast 55% marks or an equivalent CGPA at the Master s degree level, in the relevant subject from an Indian University, or an equivalent degree from a Foreign University. Besides fulfilling the above qualifications, candidates should have cleared the National Eligibility Test (NET) for Lecturers conducted by the UGC, CSIR, or similar test accredited by the UGC. Note : Other conditions of eligibility viz. experience etc. will remain unaltered Item No. 41.03.06 : To consider the letter of Ms. Gauri Kumar, IAS, Secretary, Higher & Technical Education, Government of Gujarat. The Executive Committee noted the suggestions.

Item No. 41.03.07 : To consider and approve the recommendations of National Board of Accreditation (NBA) in respect of Regulations. The Item was withdrawn. Item No. 41.03.08 : To consider and approve the report of the Committee constituted to study the functioning of NTMIS (National Technical Manpower Information system). It was decided that AICTE will submit the comments and view of IAMR and the proposal received from ISTE to the Committee. The Committee will reexamine the matter and submit its report to the EC. Item No. 41.03.09 : To consider and approve the recommendations of the Subcommittee on Norms and Standards and approval process of the AICTE. The committee received the report and appreciated the efforts made by the committee. It was decided that the recommendation may be referred to respective All India Boards for their suggestions. Item No. 41.03.10 : To consider and approve the draft guidelines for De-novo Deemed-to-be University Status to Technical Institutions. Member Secretary, AICTE will write a letter to all the EC members to have their comments and suggestion within a stipulated period. The suggestions received will be placed in the next meeting. Item No. 41.03.11 : To consider and approve the report of the Expert Committee for grant of the Deemed to be University status to Narsee Monjee Institute of Management Studies, Mumbai. The recommendation of the Expert Committee was approved. The Executive Committee suggested that the shortcomings may be communicated to the Institution. Item No. 41.03.12 : To consider the letter from Shri V.S. Pandey, JS (T), MHRD regarding the Faculty Structures of Polytechnics in different States. The suggestions for adopting 3-tier structure of the faculty in polytechnics by the Govt. of Uttar Pradesh was approved.

Section - 4 (For Ratification of the Action Taken) Item No. 41.04.01 : To ratify the decision of the promotional policy on Accreditation of Technical Programme(s) being conducted by Technical Institutions. The EC ratified the following : 1. Announcement of Accreditation as mandatory. 2. Exemption of extension visits of AICTE during the period of Accreditation. 3. Preference of various Quality/Research/Development Schemes with Accreditation. Item No. 41.04.02 : To ratify the decision regarding extension of tenure of Director (Fin.) beyond one year. The item was ratified. Section - 5 (For Information of the Members ) Item No. 41.05.01 : To receive a note on the corrigendum on minimum qualification and experience for technical teachers in the discipline of Architecture and Planning. The Executive Committee received the note. Item No. 41.05.02 : To receive a note in light of the decision of Hon ble High Court of Karnataka regarding PG admissions.
