Safety 06032015 1 Minutes of the Safety Committee City of Sheffield Lake, Ohio June 3, 2015 The regular meeting of the Safety Committee was held Wednesday, June 3, 2015. Chairman Wtulich called the meeting to order at 7:01 PM. ROLL CALL OF MEMBERS: Present: Wtulich, Cizl, Stark, Mayor Bring, Police Chief Campo Absent: Fire Chief Card (excused) Attending: Councilman Kovach *Motion by Stark/Second by Cizl to accept the minutes of the May 6, 2015 meeting with any corrections. Yeas All. CORRESPONDENCE: None. PRESENTATIONS: None. Reports from Safety Forces: Police Chief Campo Police Chief Campo reported just a couple of things real quick, I asked Law Director Graves today to look into new hires. We have a thought of a provisional full-time Patrolman a new hire off of an eligibility list that still exist until September and then also looking into a new hire of a full-time Dispatcher. I have asked Law Director Graves to look into all 3 of those issues today which he has already started doing. The manpower has become an issue again. Other than that we had a breaking and entering at Today s Contractors business on Pleasantview and it was forced entry through a door and it was an extensive, significant amount of tools and equipment stolen and we were able to identify a suspect as he cut himself on a window there. We have identified him through blood at the BCI lab and arrested him today. This man from Lorain is a suspect in similar breaking and entering s throughout Lorain and Cuyahoga County going back 3 or 4 years. So that was a pretty good arrest and most all of the Detective Bureaus in Lorain County want to talk to this guy. Other than that it is still pretty quiet. Councilperson Stark asked how long are you wanting to do this provisional for? Police Chief Campo answered the 120 days to start with and see how it goes from there. Councilperson Stark stated I was going to say do we need to do it for longer, I guess it would be easier to do it for longer upfront then having to come back a couple of times. Police Chief Campo advised probably we have Patrolman Green

Safety 06032015 2 going out on extended medical, when you have him out and a Sergeant and a Patrolman on vacation at the same time that is half of our full-time workforce. We need some people right now. Councilperson Stark stated if David is going to bring it have him bring it for a little longer and then if we need to move them back sooner because we hired people that is great but if not then you are not having to come back and say I need longer. It would make life easier for yourself. Mayor Bring stated the problem is with the summer time now, we do have vacations coming up and stuff and he has been shorthanded and Officer Beese has been working out very well. It is kind of nice to have somebody that works part-time that knows what is going on and we can put him there. This gives him an opportunity to see how he works out too as a fulltime employee. Police Chief Campo stated our part-time Patrolman and Dispatchers have been working pretty hard, they have been here a lot. A lot more then I think any of them intended to be and they are starting to want some time away which they are part-time, you can understand. They re availability is a little less right now. Councilperson Stark stated I just want to make sure you are getting what you need to get through. Police Chief Campo stated I will mention that to the Law Director. Chairman Wtulich asked do the Dispatchers need like a certificate/training. Police Chief Campo advised LEADS is a certificate that they have to have that training and that is done right here on the job. That is really the only certificate that they have to have is the LEADS with computer access. Like I said that is done here on the job. Chairman Wtulich stated so after they are hired then they get the training on the job. Mayor Bring stated they have to be computer literate because they have to use multiple screens and stuff, sometimes when things get real busy it gets a little hairy in there. If you are the Dispatcher you are trying to relay messages to the Officers that are out there. It doesn t happen a lot but when there is some situations out there they have to give the right information. Police Chief Campo stated we have 3 fulltime Dispatchers right now and 1 is on extended sick leave and 1 is on vacation so that is 1 fulltime Dispatcher for the entire department and a couple of our part-time Dispatchers are working a lot of hours. Councilman Wtulich asked did you solve the problem with the county, remember when we bought the software thing through the county you were concerned that there would not be enough time in the training in the summer. Police Chief Campo advised we have a schedule in August that the county has given us and when I get closer to doing that schedule during that training I will work our people around that. It is something that we are going to have to do, it would be nice to have another person in place prior to that. Councilman Cizl stated I just remember you had an

Safety 06032015 3 original concern. Police Chief Campo stated that training is coming in August and it is going to be mandatory. Fire Chief s report Mayor Bring advised total runs this year is 371 runs and vehicle maintenance; E61 and E63 which are the big pumpers, they are all out on an annual service which we do every year. All ladders will be tested at this time and E63 has been scheduled to have the fuel gauge repaired when it goes in for the service. C75 has also been scheduled to have the right rear quarter panel repaired on June 12 th through the 19 th and that is the new Fire Chief truck. I had told you he had stopped in the winter time and Shannon was on the backhoe and it slid on the ice. The dent is about this big but they have to spray paint it and it is about $800.00 and it is just one of those things. Lieutenant Langin is retiring and Chief Card will be moving a new Lieutenant to maintenance which is Lieutenant Davis has already started working on improvements and he plans to track the vehicle maintenance at the station with new forms as well as the inventory on the station. The new hire Timothy Hollingshead has started his training this past week and he appears to be fitting in well and he is also working hard to complete all tasks that are given to him. Bunker gear; we have been working on specs for new gear and getting quotes and we will be having quotes in the beginning of July. This year we will be replacing 4 sets of bunker gear and they will have 2 sets per year until everyone has had their bunker gear replaced. I will be working to find grants to help offset the costs of the bunker gear however I cannot make any promises. Unsafe building; just wanted to give everybody an update on Abbe Road Lumber property. Lieutenant Novak and I drove the property and the large sliding doors have been secured on the open spaces on the rear of the building and have been boarded up. We did some sliding on one of the doors that needed to be re-secured. Lieutenant Novak will be contacting the owner about that. Although the property owner has not started the major renovations that he had talked about at the end of the year last year. He had stated that he was going to make an effort to secure the buildings. He also has some pictures here so you would know what the vehicles are. There is also a house on Lake Road that the people that own that they are allowing them to go do some training and that. So they are going to be training in that building, they are not going to start a fire or anything but they are training with that house. If you see the F350, they are going out and flushing all the hydrants. The problem with flushing the hydrants is we are actually discovering leaks. We are trying to repair those when they go out there but they are going through the whole city so this is part of the process of why we got that F350 truck so the guys are out there doing all that stuff too.

Safety 06032015 4 Councilman Cizl advised I had a request that became kind of strange, I didn t know if it was one of those jokes or whatever else. Somebody had asked how do I get my fire hydrant painted? Mayor Bring answered that is not actually a joke, we painted them last year and there was one gentleman that wanted to paint his own and I think we actually gave him the paint to do that. If you can get somebody to email us with that fire hydrant and where it is located I can have somebody do that. Councilman Cizl stated I guess it is more important than I thought it would be. I asked them to contact the Fire Department, I told they are flushing them out and maybe that is when they do it. I didn t know. Mayor Bring advised the Fire Department will be reporting them back to Mr. Hastings if there is any problems with any of the fire hydrants but there is a process of painting all the fire hydrants in the city but we will take care of that if they want that done. I just need the location on that. Chairman Wtulich stated I know my next door neighbor has a beautiful lawn but his fire hydrant doesn t look very nice. Mayor Bring stated and people get upset about it and quite frankly I don t blame them. It is a little thing and we will take care of it and make them happy. It makes everything look good. Mayor Bring advised those cameras do work and we did catch 1 adult and 1 juvenile where the juvenile was throwing the flowers that were done during Pride Day that were planted at covered bridge. He pulled them out and threw them into the creek. Police Chief Campo actually went to his residence in Lorain and picked him up. We will be asking for restitution I believe on that. Police Chief Campo advised it has been sent to Juvenile Court. Mayor Bring advised the adult was sent to the County and he got 30 days with 27 days suspended but he did spend 3 days in County for stealing a bike. They had actually caught the guy before they saw him on the camera but it was pretty interesting on how clear that was, Tony and I and Tammy and Shawn Corr were there so we were kind of shocked on how clear it was and we were able to play it back and catch that. We picked up the kid, the kid admitted it because he said you have me on video. Those kinds of things are working. We are still waiting on any information on the other cruiser we have on order but I don t think we are going to see that until probably September maybe or late July at best. Chairman Wtulich asked are we going to look into adding more cruisers next year? Mayor Bring answered we did talk about that. I don t know when the time frame will be to have to get it in for the next model year because they did that to us this year. I think we had to have it in by January. Police Chief Campo stated I think February. Mayor Bring advised so we will probably do the same thing and we have been talking about that instead of getting another Explorer we may look at a Ford Taurus but we are not sure. Just to kind of break it up a little bit but

Safety 06032015 5 those new Explorers have been working out pretty well and the guys like them. We want to keep this process going as it has helped out dramatically. NEW BUSINESS: None. OLD BUSINESS: Councilperson Stark stated in past years we have used some of the people that had to do community service to do stuff around the city during the summer. Do we still do that at all? Mayor Bring answered we do but I will tell you that we haven t had that lately. Only because some of the ones that we have had have been theft and I don t want them working in our city with that charge. The other ones, a lot of these people are working or going to school and so they are not available to come here during that time frame. Now that summer is around this might change a little bit but we haven t had a lot of that lately. We have had other communities sending them here but again there has been a few of them that have just been people I don t want working around the city because I just don t trust them. I think the kids, actually be honest with you we haven t had any problems with the kids. Councilperson Stark stated I was just thinking that if we were going to paint hydrants or you had to do some ditch cleaning maybe they could do that. Mayor Bring stated that is a very good point because we would do that but we will see how everything works out but we haven t had anything lately. Mayor Bring asked Councilman Kovach if he had anything? Councilman Kovach stated no, I just came to kind of verify that everything is in line. Mayor Bring explained for Community Days, we have to be all set up for this and Tony has to have a schedule out and everything else and I know that he has been working on all that. I know Tim has got the schedule set up for Community Days because we have fireworks and other things and one of the ambulances will be down at the fair. But everything is pretty much ready to go on all of that stuff. Police Chief Campo stated we put in an order with a printer for new shirts for the carnival starting this year because the old ones are getting old and all the guys purchased shirts so they are all on board to work the carnival. We have a full complement, no vacations during the carnival so everybody is available. So we will all be there. Mayor Bring stated pray we have good weather. I know that Avon Lake over the weekend they had their carnival and it was pretty bad, they had a good turnout but the weather was terrible. Councilperson Stark advised Elyria s was rained out. Councilman Kovach stated hopefully it is good weather as it is our Bicentennial. Mayor Bring advised we just got our Bicentennial banners and they look really good.

Safety 06032015 6 Police Chief Campo advised one last thing we have watch out for motorcycles signs, yard signs at the Police Department if anybody is interested in one for their yard. I ordered a whole box full so stop down and we have them. CITIZENS COMMENTARY: None.
