ote We asked HWBs a question on whether they had a nominated lead for palliative or end of life care. We decided not to include this in the report as many HWBs stated that they did not work in this way; either they did not have nominated leads for any health or social care issue, or they had delegated this responsibility to the level. We also asked a question on whether HWBs had a joint strategic needs assessment (JSA) planned or completed for 2016/17. Again, many HWBs replied that they did not work in this way. In some areas, needs assessments are completed on an ongoing basis and remain a live document, rather than as a single document that is completed or updated annually.
