I am pleased to inform you that 218 saw the second highest ever number of CBMs submitted with a total of 78 reports received. According to the decisions of past BWC review conferences, CBMs are to be submitted, using the agreed forms, to the BWC Implementation Support Unit (ISU) no later than 15 April each year. The Second Review Conference in 1986 agreed that States Parties are to implement the CBMs and subsequent review conferences have urged and called upon all States Parties to participate annually in the CBMs. In addition, resolutions adopted by the United Nations General Assembly have called upon all States Parties to participate. The information to be provided should cover the previous calendar year. Your CBM covering calendar year 218 should therefore be submitted to the ISU no later than 15 April 219. States Parties have different options to submit their CBMs: in hard copy to the address below, in electronic format to the e-mail address above, or directly by filling in and submitting the CBM online via the new electronic CBM facility (https://bwc-ecbm.unog.ch). The new ecbm facility was developed with a voluntary contribution from Germany and funding from the European Union under its Council Decision 216/51 in support of the BWC. The ecbm facility was introduced at the Meeting of Experts on Strengthening National Implementation (MX3) on 13 August 218. To facilitate the use of the platform, brief video clips and a separate user guide have been prepared. All information regarding participation in the CBMs can be found on the BWC website. The ecbm facility also serves as the new repository for all CBMs received since 1987. Accordingly, all CBMs will be posted by the ISU on this platform, either on the publicly accessible or on the restricted part of the facility as per the guidance received from States Parties when submitting their reports. Annexed to this letter is general summary information about the submission of CBMs since 1987. A total of 57 States Parties have never submitted CBMs and many have done so only irregularly. I would therefore like to recall that the ISU is available to answer any enquiries about the CBMs Office for Disarmament Affairs, United Nations Office at Geneva, Palais des Nations, CH-1211 Geneva 1, Switzerland

- 2 - from States Parties, and to help obtain any assistance that States Parties might require for preparing the CBMs. Please do not hesitate to contact the ISU to discuss any aspect of the CBM process. In addition, Canada, Cuba, the United Kingdom of Great Britain and Northern Ireland and the United States of America have offered assistance in the compilation and submission of CBMs. Details of these offers are listed in the Cooperation and Assistance Database at http://www.unog.ch/bwc/database. We would also like to be informed of any technical difficulties experienced by States Parties in completing full and timely CBM submissions. More information on the CBMs, including the necessary forms, can be found at http://www.unog.ch/bwc/cbms. In particular, I would like to draw your attention to the revised Guide to Participating in the Confidence-building Measures, prepared by the ISU with the support of the European Union, which is available in all official languages at the same address.
