JAPANESE GOVERNMENT (MONBUKAGAKUSHO:MEXT) SCHOLARSHIP FOR 2018 (Research Students) Nominated by Tokyo University of Marine Science and Technology (TUMSAT) 1.. QUALIFICATIONS (1) Applicants must be a resident of that country when the application is submitted and until their arrival in Japan after the scholarship is awarded. *An applicant should have university grade points* of 2.30/3.00 or above in their two most recent years of study and be expected to maintain the same academic standards during the course of the scholarship program. (2) Nationality: Applicants must have nationality to which the scholarships are offered. (An applicant who has Japanese nationality at the time of application is not eligible.) However, Japanese nationals that reside outside of Japan at the time of application, having dual citizenship with another country, and plan on relinquishing their Japanese nationality before arrival, may apply. (3) Age: Applicants must be under 35 years of age as of the 1st of April 2018 (i.e. born on and after the 2nd of April 1983). (4) Academic Background: Each applicant must have an undergraduate degree of a Japanese university or have the same or a higher level of academic ability than a university or college graduate. Those who have already obtained a doctoral degree and do not plan to enter a degree program after participating in the Research Student Program are not eligible to apply. (5) Major Field of Study: The field of study must be the field that the applicant studied at the previous university or any related field and can study in TUMSAT. (6) Japanese Language: Applicants must be eager to learn the Japanese language. In addition, they must be interested in Japan and enthusiastic about deepening their understanding of Japan after arriving in Japan. Moreover, they must have the capability to study and research in Japan, while adapting to the Japanese lifestyle. (7) Health: Applicants must be physically and mentally healthy enough to pursue their studies at a university. (8) Arrival in Japan: Applicants must be able to leave for and arrive in Japan between the 1st and 7th of October 2018. (9) Visa: Selected applicants must obtain a "College Student" visa prior to their arrival in Japan. Those applicants coming to Japan with a visa or residence status other than "College Student" will be disqualified from the Japanese Government Scholarship. Applicants who change their residence status to any status other than "College Student" after their arrival in Japan will immediately lose their status as a Japanese Government Scholarship student. (11) a) Military personnel and military civilian employees registered on the active list are 1
excluded. b) 2.An applicant who is unable to travel to Japan within the period designated by the host university; c) An applicant who has been awarded a Japanese Government Scholarship in the past will not be selected unless he/she has had at least three years of research and teaching experience after returning to his/her home country. d) A recipient of a scholarship from an organization (including a governmental organization in his or her home country) other than the Japanese government (MEXT); e) An applicant; (i) who is already enrolled in a Japanese university, institution, etc. under the "College Student" visa, (ii) who is or plans to be enrolled in a Japanese university, institution, etc. as a self-supported international student between the times of application to the start of receiving this scholarship. However, self-supported international students who are currently studying in Japan may apply, if they can confirm that they will return to their home country before the start of the scholarship period. f) An applicant who has concurrently applied for this scholarship through another university's recommendation, or an applicant who has applied for other scholarships for international students by the Japanese government (MEXT) or the Japan Student Services Organization (JASSO) (including students who have been awarded these scholarships and who plan to remain enrolled in the semester beginning in September 2017 and beyond.) g) Those who are expected to graduate at the time of application and cannot satisfy the qualifications and the conditions related to academic background by the deadline given. h) Those who are holders of dual nationality at the time of application and cannot verify that they will renounce Japanese nationality by the time of their arrival in Japan. i) Applicants who wish to conduct fieldwork or participate in an internship outside of Japan, since this scholarship program is intended for overseas students who wish to enroll in a Japanese university and do graduate research in Japan. 2.. TERM OF SCHOLARSHIP The term of scholarship may differ as follows depending on what course a grantee takes in Japan: (1) In the case of a grantee who takes a course as a research student, non-degree student 18 months (from October 2018 through March 2020) (2) In the case of a grantee who enrolls in a master's course, doctoral course, or professional graduate course after coming to Japan, the term of scholarship will be, regardless of when the grantee comes to Japan, a period necessary to the complete the relevant course (term of study) 2
In the case where a grantee desires to enroll in a regular graduate course after studying as a Research Student or to move on from a master s course or a professional graduate course to a doctoral course, or where the initial term of scholarship ends during the course, the grantee can have his/her term of scholarship extended if his/her academic achievement is outstanding. 3.. SCHOLARSHIP BENEFITS (1) Allowance: 148,000 yen(doctoral Course),147,000 yen (Master Course) 146,000 yen (Research Student) (subject to change, however, depending upon the annual budget of each year) Please note that the scholarship will be cancelled in the following cases, and the recipient may be ordered to return stipend payments already received: a) The recipient is determined to have made a false statement on his/her application; b) The recipient violates any article of his/her pledge to the Minister of Education, Culture, Sports, Science and Technology; c) The recipient violates Japan s laws and regulations and is sentenced to imprisonment of more than one year; d) The recipient is subjected to disciplinary action taken by the enrolled university, such as expulsion or removal from register; e) It has been determined that it will be impossible for the recipient to complete the training course within the standard time period because of poor academic grades or suspension from the enrolled university; f) The recipient s status of residence in Japan has changed to one other than College Student as defined in the Appended Table I-4 of the Immigration Act; g) The recipient has received a scholarship from another institution (excluding those specified for research expenditures); h) The recipient proceeds to a more advanced level of education without receiving approval for an extension of the period of the scholarship; or i) The recipient withdraws from the enrolled university or transfers to another university. (2) Transportation: Transportation to Japan: The grantee will be supplied, according to his/her itinerary and route as designated by MEXT or TUMSAT, with an economy class air ticket from the international airport nearest to his/her home address (within their country of nationality) to the New Tokyo International Airport (or any other international airport designated by MEXT or TUMSAT; hereinafter the same). The grantee shall bear at his/her own expense all costs related to domestic travel from the grantee s residence to the nearest international airport, airport taxes, airport usage fees, special taxes necessary for travel, travel expenses within Japan (including airline transit costs), travel insurance expenses, etc.(the address in the country of the grantee s nationality stated in the application is in principle considered as the home address ). Tickets from any country other than the country of the 3
grantee s nationality will not be supplied. (Note) The cost of any aviation and accident insurance for travel to and from Japan shall be borne by the applicant. (3) School Fees: Fees for the entrance examination, matriculation and tuition at universities will be paid by TUMSAT. 4.. APPLICATION PROCEDURE The applicant must submit the following documents to your prospective supervisory professor of Tokyo University of Marine Science and Technology Graduate School by December 4, 2017.Copys of documents are acceptable. a) These documents must be written in either Japanese or English. They should be created in A4 format using software such as MS Word and must be printed double-sided (duplex printing). A document written in any other language must be accompanied with a Japanese translation. b) Submitted documents will not be returned. c) The thesis abstract should be concise and to the point. d) An application will not be considered unless all application forms and necessary documents are completed correctly and all accompanying documents are complete. EVALUATION OF APPLICANTS (A) Tokyo University of Marine Science and Technology will review all applicants and select the students to be recommended to the Ministry of Education, Culture, Sports, Science and Technology. (B) Based on recommendations by Tokyo University of Marine Science and Technology, the Ministry of Education, Culture, Sports, Science and Technology will screen and select the Japanese government scholarship recipients to be admitted to this University. (C) Applicants will be notified of the results in the end of April. Foreign recipients of scholarships sponsored by the Japanese government will be mailed a form: a pledge to the Minister of Education, Culture, Sports, Science and Technology. The recipient must fill out and submit this pledge. 6. NOTIFICATION (1) First selection: Result will be announced to supervisors in early February, 2018 (2) Final selection: Result will be announced to applicants or supervisors in May, 2018. 6
