Within Section 1.63, number 9 requires that County Administrator to recommend to the Board a current position classification and pay plan for all positions in County service. APPROVAL: ACA CA BACKGROUND/RELATED STRATEGIC GOAL: Martin County s of Ordinances Chapter One establishes general information relative to the County s structure and operation. Within Chapter One is Article Three which is dedicated to County 804b60cf 1 of 11

Administration. Within that Article is Section 1.63 Appointment of County Administrator; enumeration of powers. Section 1.63 has eighteen (18) different actions and/or activities that are the responsibility of the County Administrator, one of which is to recommend to the Board of County Commissioners (Board) a current position classification and pay plan for all positions in County service. Each position under the purview of the Board is assigned a position code. This position code is developed based upon the various job duties defined within an established job description. The job description is evaluated to determine the grade level for the position. That grade level establishes the pay range to which the position is assigned. Throughout the year, a position may be evaluated and moved from one grade to another depending upon duties that may have significantly changed or possibly the creation of a completely different job title with correlating job description. As these positions change, the classification and pay plan is modified accordingly. Included with this agenda item is the current Salary Tables by Group, and Grade Report. This report lists all of the positions, grade and salary range for those positions that are under the purview of the Board. It also includes positions that are under the purview of the Supervisor of Elections (Tables SA, SE and SH). Those are reflected within the Board s report due to the fact that the Supervisor of Elections utilizes the same computer system to develop her position structure and the Clerk of Court to the Board handles the Supervisor of Elections payroll which also utilizes the County s computer programs and system. It should be noted that the majority of the salary ranges reflected on the report have not been changed since 2009. The ranges are adjusted when there has been a market adjustment that would apply to all positions or a pay and classification study whereby salary ranges would be adjusted based upon the outcome of the study. ISSUES: None. RECOMMENDED ACTION: RECOMMENDATION The Board receives the current recommended position classification and pay plan for all positions in County service under the purview of the Board. ALTERNATIVE RECOMMENDATIONS None. FISCAL IMPACT: RECOMMENDATION All of the positions reflected have funding established in the FY14 adopted budget. 804b60cf 2 of 11
