Page 2578 The Washington County School Board convened for a School Board Meeting on Monday,, at 7:00 p.m. The meeting was held at the School Board Office, 812 Thompson Drive, Abingdon, Virginia. Present were: Mr. Jim R. Sullivan, Superintendent Ms. Melissa Caudill, Director of Finance, H.R. & Clerk of the Board Mr. Billy Brooks, Board Chair Mr. Dayton Owens, Board Vice Chair Mr. Buckey Boone Mr. J. Sanders Henderson III Mr. Tom Musick Mr. Herschel Stevens 1. The meeting was called to order by Mr. Billy W. Brooks, School Board Chair. 2. Determination of quorum six of seven board members were present. Ms. Elizabeth Lowe was absent from the meeting. 3. Mr. Jim R. Sullivan led the Pledge of Allegiance. 4. Upon motion by Mr. Musick, seconded by Mr. Henderson, by 6-0 vote, the agenda for the, School Board meeting was approved as amended. 5. Public Comment Ron Gilman said that he is running for school board, and no matter who wins, the district wins, because the goal is to work together. He thanked the School Board members for their time and for the job they do. 7. Upon motion by Mr. Stevens, seconded by Mr. Owens, by 6-0 vote, the following items were approved on the consent agenda as presented: Minutes of the 9-06-11 School Board Meeting Bills Dated 9-19-11 to 9-23-11

Upon motion by Mr. Henderson, seconded by Mr. Owens, by 5-1 vote (Mr. Musick opposed), School Board Regulation, File GC-R-1, Non-Stipend Volunteer Agreement & Non-Teaching Coach Expectations/Qualifications, was approved on second reading as presented. 9. Mr. Sullivan informed the Board of upcoming items for School Board consideration such as roofing bids, gym floor at Patrick Henry High School and update on the Neff Center Project. He recommended a called School Board Meeting for Monday, October 3, at 7:00 p.m. Motion was made by Mr. Boone to schedule a Called School Board meeting on Monday, October 3, 2011, at 7:00 p.m. Motion was seconded by Mr. Stevens, and by 6-0 vote, it was approved. 10. Dr. Rick Carroll, Licensed Professional Counselor, Children s Advocacy Center, presented information to the Board on the Youth Risk Behavior Survey results for 2008 & 2010. 11. Upon motion by Mr. Musick, seconded by Mr. Henderson, by 6-0 vote, the Superintendent s Evaluation Instrument was approved as presented. 12. School Board members were asked to review the proposed layout of plaques for completed Phase II projects at Meadowview Elementary, Wallace Middle and Glade Spring Middle Schools. Additional input from Board members and information about cost was requested before the plaque layout is finalized. Research will also be done in regards to providing plaques for the Phase I projects. 13. Mr. Stevens made a motion to appoint Ms. Elizabeth Lowe to be the School Board representative to the Gifted Advisory Committee. Motion was seconded by Mr. Musick, and by 6-0 vote, it was approved. 14. Upon motion by Mr. Stevens, seconded by Mr. Boone, by 6-0 vote, the Emergency Preparedness Guide was approved as presented. 15. Upon motion by Mr. Owens, seconded by Mr. Henderson, by 6-0 vote, the 2010-2011 Discipline, Crime and Violence Report was approved as presented. 16. Mr. Gary Catron provided a report to the Board on how block scheduling is working in our high schools. 17. Upon motion by Mr. Henderson, seconded by Mr. Stevens, by 6-0 vote, the agenda for the October 17, 2011, School Board Meeting was approved as amended. 18. Mr. Sullivan commented that this is the 23 rd day of school, and things are going smoothly. School Day at the Fair went well with a large number of

Page 2580 students participating. Fair Day is a good day for students and a good way to show support for the community. 19. Upon motion by Mr. Musick, seconded by Mr. Boone, by 6-0 vote, closed session was declared, after a ten-minute break, pursuant to 2.2-3711 of the Code of Virginia to discuss the following: Section 2.2-3711 A (1) Consider Employment of Specific Individual(s): School Nutrition Assistant, Abingdon High School Consider Specific Individual(s) for Substitute Teaching Consider Retirement of Specific Individual(s): School Nutrition Assistant, Elementary School Consider Resignation of Specific Individual(s): Special Education Teacher, Elementary School In-School Suspension Instructor, Middle School Bus Driver, High School Head Soccer Coach, High School Head Boys Tennis Coach, High School Assistant Girls Basketball Coach, High School Assistant Boys Basketball Coach, High School Consider Specific Individual(s) with Non-Teaching Assignments: To Receive Coaching Supplement Only and Subject to (1) VHSL Approval and (2) Within Number of Positions Approved for Coaching: Assistant Volleyball Coach, Abingdon High School Assistant Volleyball Coach, John S. Battle High School 20. Upon motion by Mr. Musick, seconded by Mr. Henderson, by 6-0 vote, closed session ended, and the meeting returned to regular session. 21. Upon motion by Mr. Musick, seconded by Mr. Owens, by 6-0 vote, closed session was certified pursuant to Section 2.2-3712 of the Code of Virginia. 22. Upon motion by Mr. Owens, seconded by Mr. Stevens, by 6-0 vote, Nancy Roark was employed as School Nutrition Assistant, Abingdon High School, effective September 29, 2011. 23. Upon motion by Mr. Boone, seconded by Mr. Henderson, by 6-0 vote, the following individuals were approved for substitute teaching: Julie Amburn Crystal Andis Kathy Browning Randall Cassels Laura Reed Malissa Diers-Sarasin Ceretia West 24. Upon motion by Mr. Henderson, seconded by Mr. Musick, by 6-0 vote, the retirement of Nancy Jean Thomas, School Nutrition Assistant, Meadowview Elementary School, was approved effective October 1, 2011. 25.
