Hunter R. Clark Page 4 SUMMARY OF EXPERIENCE: 7/2000 7/2001: General Counsel to the Chief Financial Officer Government of the District of Columbia Appointed by Dr. Natwar M. Gandhi, Chief Financial Officer (CFO) of the District of Columbia, to serve during a one-year leave of absence from my law professorship at Drake University. I conducted and oversaw the legal operations of the Office of the Chief Financial Officer (OCFO) and all agencies within its purview, including the Offices of Tax and Revenue, Budget and Planning, Financial Operations and Systems, and Internal Audit and Security. My primary responsibilities were to advise the CFO on matters of fiscal policy and to ensure that the city s $5 billion annual budget was spent in accordance with Federal appropriations law. In addition, I procured and oversaw outside law firms that served as counsel in municipal bond issuances and major litigations on behalf of the District of Columbia. 1/1991 11/1991 General Counsel, Committee of the Whole Council of the District of Columbia Appointed by the late Council Chairman John A. Wilson to advise on matters within the purview of the Committee of the Whole of the District s locally elected legislature. These matters included the District s annual budget, taxation and revenue, general obligation bond acts, land use, and reapportionment. The Committee also served as a clearing-house for all Council legislation. The Committee s membership included all members of the Council. 5/1986 12/1990 Assistant General Counsel Council of the District of Columbia Drafted and reviewed legislation enacted by the District s locally elected legislature to ensure its Constitutionality, legality, and suitability for publication in the D.C. Code from

My specialties included employee benefits, government contracts, land use policy, and Federal appropriations law. One of my major achievements was to draft and win approval of the legislation that created an ABAaccredited law school, the David A. Clarke School of Law at the University of the District of Columbia. 10/1981 3/1986 Staff Writer TIME Magazine New York, New York As a Staff Writer, I wrote weekly articles for TIME magazine on topics ranging from law and politics to international diplomacy, science, religion, and the arts. 9/1979 1/1981 Associate Attorney Fried, Frank, Harris, Shriver & Kampelman As an associate attorney, I specialized in defense procurement and other government contracts, as well as in securities law and real estate transactions, providing legal counsel to the firm s individual and corporate clients.
