Bloomsburg Area School District Board of School Directors Meeting Monday, 16 April 2018 7:00 p.m. District Office Board Room MINUTES Attendance This meeting of the Bloomsburg Area School District Board of Directors was called to order by President Marianne Kreisher at 7:00 p.m. on Monday, 16 April 2018 in the district office board room, followed by the pledge to the flag. Directors in attendance were: Mrs. Stephanie Andreacci, Ms. Stephanie Dunn Haney, Mr. Brent Hock, Mrs. Tina Howell, Mr. Jonathan Jones, Mr. Joshua Klingerman Sr., Ms. Marianne Kreisher, Ms. Bryne Lewis, and Mr. Leo Joe Yodock III. Bloomsburg Area School District administrators in attendance were: Mrs. Melissa Day, Mrs. Melissa Everhart, Mr. Gary Honabach (left at 7:09 p.m.), Mr. David Marsiglio, Mr. Justin Simpson, and Dr. Donald Wheeler. Others present were: Ms. Kori Britton, Ms. Terri Drucker, Mr. Aaron Flook, Mrs. Jen Flook, Ms. Stephanie Kessler, Ms. Susan McGarry, Mr. Ed Pavalko, Mr. Gary Sohosky, and Ms. Victoria Walter (left at 7:05 p.m.). RECOGNITION OF VISITORS & PERSONS WISHING TO SPEAK No one wished to address the board at this time. EXPULSION HEARING RECOMMENDATION Mr. Yodock made the motion that school board recognize that Bloomsburg Middle School Student D did not violate Policy 218.1: Weapons. Mr. Klingerman seconded this motion, which then passed by a unanimous voice vote. MEETING MINUTES Mr. Klingerman made the motion, which was seconded by Mr. Jones, to approve as presented the minutes of the 19 March 2018 and the 3 April 2018 Bloomsburg Area School District Board of Directors meetings. FINANCIAL-RELATED ITEMS Mr. Yodock made the motion, which Mr. Klingerman seconded, to approve consolidating the following items: Approve the financial reports for March 2018.

Approve the bills payable for 20 March 2018 16 April 2018, ranging from check #00044736 check #00044902, including wire transfers in the amount of $1,071,199.50, in the total amount of $2,439,799.43. Approve the bills payable for the capital reserve fund for 20 March 2018 16 April 2018, ranging from check #00001829 check #00001830, in the total amount of $22,413.58. The motion to consolidate these motions passed by a unanimous voice vote. Mr. Yodock then made the motion, which was seconded by Mr. Hock, to approve the following items: Approve the financial reports for March 2018. STUDENT REPRESENTATIVE S REPORT Bloomsburg High School student Victoria Walter reported that at Student Council s March 28 blood drive, 30 units of blood were collected. She said that $2,000 in scholarships from the American Red Cross would be given to seniors that year. She also reported that Student Council officers would be going on a field trip to Knoebels on May 7, that a volleyball tournament was scheduled for May 17 with the profits going to a charity to be determined, and that officer elections for the following school year would take place during the third week of May. OPERATIONS/ADMINISTRATIVE REPORTS There were no questions regarding the written reports for athletics, business administrator, food service, maintenance, technology, and high school. SUPERINTENDENT S REPORT Dr. Wheeler reported that John Perricone would be doing a presentation to middle and high school students, as well as to the community, on April 20.

OLD BUSINESS ACTIONS ITEMS Beaver-Main Elementary School Air Conditioning, Generator, and Kitchen Upgrade BidsMr. Yodock made the motion, which was seconded by Mr. Klingerman, to accept as presented the low bids for the Beaver-Main Elementary School Air Conditioning, Generator, and Kitchen Upgrade project: o Hepco Construction General Contractor - $114,757; o Hosler Enterprise Mechanical Contractor - $175,500; o Howard Company Electrical Contractor - $116,500; o Troy Mechanical Plumbing Contractor - $22,900. Lawn Maintenance Proposal Mr. Yodock made the motion, which Mrs. Andreacci seconded, to approve as presented the proposal from C.A. Fritz for lawn maintenance at Beaver-Main Elementary School, W.W. Evans Elementary School, Memorial Elementary School, and the district office from April 2018 April 2019. The motion passed by a unanimous voice vote. OLD BUSINESS DISCUSION ITEMS There were no discussion items under Old Business to be discussed at this time. NEW BUSINESS ACTION ITEMS STEM Camp Date Change Mr. Klingerman made the motion, which Mr. Yodock seconded, to approve changing the dates of STEM Camp from 18-21 June 2018 to 11-14 June 2018. Donation Mrs. Andreacci made the motion, which Mrs. Howell seconded, to accept the following donation made to the Bloomsburg Area School District: a monetary donation of $500 to Bloomsburg Middle School to be used for the school s fifth annual science and technology fair, made by Merck Cherokee. The motion passed by a unanimous voice vote. Out-of-State/Overnight Field Trip Requests Mrs. Howell made the motion, which Ms. Lewis seconded, to approve the following out-ofstate/overnight field trip requests: Robotics students to California University of Pennsylvania for the National Robotics League Tournament from 17 May 2018 19 May 2018, at an approximate cost to the district of $564.60; and Bloomsburg High School basketball students to Susquehanna University for a basketball camp from 6 July 2018 8 July 2018, at an approximate cost to the district of $11.60. The motion passed by a unanimous voice vote.

Parent-Teacher Organization/Booster Club Mr. Jones made the motion, which was seconded by Mr. Yodock, to approve the following parent-teacher organization and booster club for 2017-2018: Bloomsburg Memorial Elementary School Parent-Teacher Organization and Bloomsburg High School Drama Booster Club. The motion passed by a unanimous voice vote. NEW BUSINESS DISCUSSION ITEMS Student Handbook Review Each school s proposed 2018-2019 student handbook was presented to the school board at this meeting for review and discussion, with the intent being to vote on them at the 7 May 2018 school board meeting. Insurance Request for Qualifications The district published a Request for Qualifications (RFQ) for an insurance broker, with RFQs having been opened on 10 April 2018. The board reviewed the RFQs and discussed them at this meeting, with the intent being to vote on an insurance broker at the 7 May 2018 school board meeting. Dr. Wheeler told directors that the district had received five RFQs and that two of them had been eliminated due to distance issues and a third had been eliminated for not answering all the questions on the RFQ. Dr. Wheeler said that Henry Dunn Insurance would be recommended for approval, as he and Mr. Marsiglio liked their claim service approach. Dr. Wheeler said that for the next school year, the broker of record would be changed, and that the district could seek a new policy the following year. PERSONNEL ACTION ITEMS Mr. Klingerman made the motion, which was seconded by Mr. Yodock, to consolidate the following personnel items into one motion: Approve transferring Tina Hrinda from the position of classified substitute to the position of Memorial Elementary School Secretary at $8.95 per hour and with benefits as outlined in the classified staff agreement, effective 17 April 2018. Approve the following individuals as staff for Bloomsburg Area School District s 2018 summer programs: o Tony DeLuca BU Reading Program Liaison o Sara Broadt Memorial Kinder Camp Teacher o Victoria Van Fleet Memorial Kinder Camp Teacher o Valerie Whitebread Memorial Kinder Camp Paraprofessional o Andrew Brown STEM Camp Teacher o Maureen Gotschal STEM Camp Teacher o Taylor Alouisa W.W. Approve the following individuals as van drivers through Fishing Creek Transportation through the end of the 2017-2018 school year: Annette Sandri and Deborah Waldron. Accept the retirement of Bloomsburg Middle School Health Aide Geraldine Hewlett, effective at the end of the 2017-2018 school year. Approve the leave of absence request of Beaver-Main Elementary School Teacher Bethany Slonaker, effective on or about 16 August 2018 through 2 January 2019. Mr. Hock made the motion, which Mr. Yodock seconded, to approve Aaron Flook as the Head Girls Varsity Soccer Coach for the 2018-2019 school year at a step and salary to be determined. The motion passed by a unanimous voice vote. PERSONNEL DISCUSSION ITEMS There were no discussion items under Personnel to be discussed at this time. INFORMATION Mr. Hock asked if there was a way to expedite the approval of a baseball booster club for this season, and Dr. Wheeler replied that Mrs. Day, Mr. Simpson, and himself had met and spoken on the phone with several parents and the coach about this. Dr. Wheeler said that this booster club would probably not materialize for the current school year. He said it was his vision that booster clubs would be responsible for paying for off-season costs and that the district would be responsible for regular season costs. Mr. Yodock asked if there was going to be a go-to person for booster clubs, and Ms. Kreisher responded that this was being worked on. ENROLLMENT REPORT Dr. Wheeler reported that the district-wide enrollment for 11 April 2018 was 1,505. He said that in August 2016, there had been 44 students enrolled in cyber schools, and that in April 2018, there 55 students enrolled in cyber schools. Dr. Wheeler said that because of this increase in students enrolling in cyber schools, the district really needed to determine how to engage students that feel disengaged. Mr. Jones said he would like to know the number of students taking classes at Bloomsburg University.
