CITY OF EAST CHICAGO BOARD OF PUBLIC SAFETY 1 COMMISSION MEMBERS Milton Reed Richard Trembczynski Thomas Davis Regular Meeting Minutes Wednesday, June 28, 2017 @ 5:30 p.m. Call to Order: 5:30 p.m. Roll Call: Present: Milton Reed, Richard Trembczynski and Thomas Davis Minutes/Correspondence: MILTON REED: Okay, I do not see any meeting minutes on the agenda, so we will go on to correspondence, which there is none. New Business: MILTON REED: Moving down to new business, Resolution 2017-09; 3844 Parrish, is there a motion to approve Resolution 2017-09; 3844 Parrish? Motion to approve Resolution 2017-09; 3844 Parrish was made by Thomas Davis. Second by Richard Trembczynski. MILTON REED: Are there any questions on the motion? THOMAS DAVIS: I have none. RICHARD TREMBCZYNSKI: No. Roll Call: Yes: Milton Reed, Thomas Davis, Richard Trembczynski. No: None Abstain: None Motion carries MILTON REED: The Building Department, the rehab agreement for 3926 Evergreen I believe is first.

1 KRISTINA KANTAR: I do believe that the board should have it. Does the board have it? Yes. 2 Okay. My name is Kris Kantar, I'm the attorney helping the building department with the demotions. 3 This property on Evergreen was a property that was under demolition order. They have now signed a 4 written rehabilitation agreement, and I would ask that the board please approve it. 5 MILTON REED: Is there a motion to approve the 6 rehab agreement for 3926 Evergreen? 2 7 Motion to approve the rehab agreement for 3926 Evergreen was made by Thomas Davis. Second by 8 Richard Trembczynski. 9 MILTON REED: It's been moved and properly seconded. Any questions? Any questions? No 10 questions. Roll Call: Yes: Milton Reed, Thomas Davis, Richard Trembczynski. No: None Abstain: None Motion carries 13 MILTON REED: We will now have status reports. 14 KRISTINA KANTAR: On the properties, the only citizen that we have is for the very last property, 15 so I'm just going it take them in order. 16 3902 Grand, the Building Department is recommending to continue this until August the 23rd. There's 17 been some new paperwork just submitted for work on the property. 21 Joy Lane, Kenny Lofton, which I get a kick out 19 of saying that, this one, it was a property, it was just a foundation. The foundation has now been 20 removed by the owner, and we're going to close the file as the property is now in compliance. 21 3724 Main Street, the property, we're going to 22 continue that until August the 23rd. We're still waiting for an inspection report so that we can do 23 a rehabilitation agreement. 24 4010 McCook Avenue, the final inspection is to be conducted next -- well, the beginning of next 25 month, and we're going to continue this until

1 from the demolition list at that time. 3 2 4029 Melville, they have permits pulled. They're working on the property, and we're going to 3 continue it for status until August the 23rd, 2017. 4 There is also -- it didn't make the agenda, but 4720 Railroad, that's a housing property, we're 5 going to continue that one until August the 23rd as well just so we can see what's going on with HUD. 6 And then the only one we have a citizen here on is 7 3628 Parrish Avenue. This is the Flora Avila property, and I'm sure Ms. Avila would like to tell 8 the board what her progress it. 9 MILTON REED: Please come forth and state your name and address. 10 FLORA AVILA: I'm not sure of the exact address. KRISTINA KANTAR: Your address. FLORA AVILA: My home address or the address of the 13 property? 14 KRISTINA KANTAR: The property. 15 FLORA AVILA: My name is Flora Avila, and the address is 3628 Parrish. The property right now, 16 it has four apartments in there. There's one that -- all three of them are done. There's one that 17 has to be done. This week they should be finished with it. After that they have to do the back hallway and the front hallway, and then there needs to be like tuck pointing done on the outside, which 19 I have a question about. If the apartments inside or the property inside is done, can I rent out or 20 does the outside have to be done too? 21 KRISTINA KANTAR: The Building Department really wants to see the garage done because it's so 22 unsafe. 23 FLORA AVILA: The garage also with that, if there's no way to fix it because I had somebody -- yeah, 24 I'm going to tear it down. 25 KRISTINA KANTAR: It would be cheaper to tear it

1 would like to have that torn down because it's not safe. There's also gang graffiti on there. 2 FLORA AVILA: I know they gave me a phone number to 3 call for the graffiti but I never got a call back. That's actually on the garage. 4 JAMES PORTALATIN: James Portalatin, Building 5 Department. Truly we want to see the exterior completed as soon as possible, like the garage be 6 torn down, that tuck pointing, that graffiti removed. That's what's visible, so we need to 7 address that. 4 8 FLORA AVILA: It's only like on one wall, right, because it's like where the big lot is at, on that 9 side, that's the wall they told me that needed tuck pointing. The front and the other side, somebody 10 went out to look at it, and it doesn't -- that's why I asked like if let's say the garage is torn down and the tuck point -- as long as the inside is done, can I rent it out and then start doing the outside or it has to be done before? 13 JAMES PORTALATIN: The exterior, that garage has to come down. I know you removed the boards on the 14 windows and the tuck pointing, I did receive -- we did receive a permit application again from 15 Champion Technology as of yesterday, and I spoke to him, I was supposed to meet him today, and he did 16 not return my call. 17 FLORA AVILA: He didn't return your call? JAMES PORTALATIN: Well, he was supposed to call me this morning so that I could go over there and see 19 what the progress has been made thus far, but, you know, as far as the exterior, we're seeing it 20 pretty much the same, and we really want to get that done. As far as the interior goes, you know, 21 you'll get the certificate of occupancy once the work is completed, but the exterior is what we'd 22 like to have been done first. 23 KRISTINA KANTAR: Because the weather is good now. You can't really do any exterior work in the 24 winter. 25 FLORA AVILA: And with the exterior, the garage

1 tore down the building next door. That's when that hole came out there, I don't know if like when the 2 garage next to it because they were so close to each other, they were probably this far from each 3 other, but from the inside of the garage you couldn't see that, so when they tore down the other 4 building, I guess that piece was already probably rotted obviously so it fell with it, so it's not 5 something I expected it to be there, you know, so this was, what, like a month ago I think. 6 JAMES PORTALATIN: One of the things that I did 7 discuss with the contractor was he was going to be in contact with you for the removal because he put 8 something about siding or -- 5 9 FLORA AVILA: To fix it? 10 JAMES PORTALATIN: To fix it, but, you know, in looking at the condition of the garage -- FLORA AVILA: It's better to tear it down? JAMES PORTALATIN: Yes. 13 FLORA AVILA: To me it's not even -- I just want to 14 get it over with. If I have to tear it down, I just want to get the building done. 15 JAMES PORTALATIN: We can move it also for August. 16 KRISTINA KANTAR: I would ask the board to please 17 consider setting this for a continuance to August 23rd. MILTON REED: Okay. Thank you for coming. 19 KRISTINA KANTAR: I believe that concludes the list 20 of properties set for status today. 21 MILTON REED: Okay.
