The first-ever scientific study ranking countries for their levels of human capital was recently published in the journal The Lancet. The study was conducted by the Institute for Health Metrics and Evaluation (IHME) at the request of the World Bank. The study measured the number of years a person can be expected to work in the years of peak productivity, taking into account life expectancy, functional health, years of schooling and learning. Key Highlights Finland is at the top of the table with 28 years of peak productivity. India is ranked at 158 out of 195 countries in 2016, an improvement from its position of 162 in 1990. The study says Indians work for just 7 years at their peak productivity between the age of 20 64. This is a progress from 3 years in 1990. Turkey showed the most dramatic increase in human capital between 1990 and 2016. The greatest increase among sub-saharan African countries was in Equatorial Guinea. On September 26, 2018, a Constitution Bench of the Supreme Court, led by Chief Justice of India Dipak Misra upheld the validity of Aadhaar but with riders. Key Highlights Struck down section 57 of the Aadhaar Act, which allows private entities to use Aadhaar for verification purposes. Also, struck down Section 33(2) that allows UIDAI to share data with specially authorised officers in the interest of national security. Aadhaar gives dignity to the marginalised. Dignity to the marginalised outweighs privacy. Requirement for Aadhaar by statutory bodies such as CBSE, NEET, and UGC is upheld, as has Aadhaar-PAN linkage. Seeding Aadhaar with mobile phone numbers and bank accounts is not needed. Schools too, cannot insist on Aadhaar for admission of students. Section 7 of the Act, which makes Aadhaar mandatory for state subsidies, unconstitutional.

Union Finance Minister Arun Jaitley on Sept 25 introduced the Financial Inclusion Index (FII). FII will be a measure of access and usage of a basket of formal financial products and services. It will be released annually by the department of Financial Services. It includes savings, remittances, credit, insurance and pension products. The index will have three measurement dimensions -- Access to financial services, usage of financial services and quality. The FII would be introduced in January 2019. The single composite index will give a snap shot of level of financial inclusion that would guide Macro Policy perspective.
