MINUTES OF A REGULAR MEETING OF THE BOARD OF EDUCATION SEPTEMBER 18, 2018 A regular meeting of the Board of Education, District 155, McHenry and Lake Counties, Illinois, was held at Cary-Grove High School, 2208 Three Oaks Road, Cary, IL 60013 in said District, Tuesday, September 18, 2018. President Adam Guss called the meeting to order at 7:30 P.M. The President directed the Secretary to call the roll. Upon the roll being called, the following members answered present: Jason Blake, Amy Blazier, Adam Guss, Rosemary Kurtz, Nicole Pavoris, and Dave Secrest. Board member absent: Ron Ludwig. Also present were: Steve Olson, Superintendent; Jay Sargeant, Assistant Superintendent of Human Resources; Scott Shepard, Assistant Superintendent of Educational Services; Jeremy Davis, Assistant Superintendent of Finance and Operations; Shannon Podzimek, Director of Communications; Erica Bruso, Director of Fiscal Services; Matt Timmerman, Director of Curriculum and Assessment; George DiVenere, Director of Technology; Kim Dahlem, Director of Student Services; Neil Lesinski, Dr. Steve Koch, Josh Nobilio, and Dr. Eric Ernd; Principals CHSD 155; Rebecca Saffert, Cary-Grove Vice Principal; and Dave Shutters, Crystal Lake Central Dean. Additional names of attendance on attached sign-in sheet. The Pledge of Allegiance was said by all in attendance. Dave Secrest moved and Amy Blazier seconded the motion that the minutes of Regular Meeting August 21, 2018, and Executive Session August 21, 2018, be approved as presented. Upon the roll being called, the following members voted. Aye: Jason Blake, Amy Blazier, Adam Guss, Rosemary Kurtz, Nicole Pavoris, Dave Secrest Nay: None Absent: Ron Ludwig Neil Lesinski, Cary-Grove High School Principal, welcomed the Board of Education and thanked all for attending the CNC Manufacturing Lab Ribbon Cutting Ceremony held earlier in the day. Mr. Lesinski shared photos from the event and acknowledged Swiss Automation, community partnerships, and their donations. Mr. Lesinski further recognized Rebecca Saffert, Mike Manning, Troy Stinger, and the Cary-Grove maintenance team for all of their work as related to the creation of the CNC Manufacturing Lab. Neil Lesinski spoke of the idea of purpose supporting creative thinking for students and shared a video of the CNC Manufacturing Lab thanking Shannon Podzimek and Rochelle LeBreck, Communications Specialist, for their collaboration. Mike Manning, Cary-Grove Industry and Careers Division Leader, thanked all who assisted in making the CNC Manufacturing Lab a reality. Mr. Manning further shared that several companies have already contacted Cary-Grove students regarding future employment opportunities. Board members Dave Secrest and Jason Blake acknowledged

and offered their congratulations for the efforts, creativity, and quick escalation of this program. Shannon Podzimek, Director of Communications, provided the introductions regarding Student Recognition. The CHSD 155 students listed below were recognized for their accomplishments. 2019 National Merit Semifinalists by the National Merit Scholarship Program Calvin Berg, Cary-Grove High School Oscar Cortes, Cary-Grove High School Aditya Khandeshi, Crystal Lake Central High School Joshua Moore, Crystal Lake Central High School Arden Podpora, Crystal Lake Central High School Dominik Bogcaz, Crystal Lake South High School Scott Campbell, Crystal Lake South High School Daniel Minogue, Crystal Lake South High School Casey Mutka, Crystal Lake South High School Trevor O Connor, Crystal Lake South High School Matthew Reall, Crystal Lake South High School Ross Relic, Prairie Ridge High School Akash Sureshkumar, Prairie Ridge High School On behalf of the Board of Education, Adam Guss, Board President, congratulated the parents and families of these students for their support and encouragement. Shannon Podzimek, Director of Communications, reported there were two request for Records Under Freedom of Information Act. 1. Aaron Navarro, NBC5 Chicago Requested the following: We ve been categorizing our data for location (game, practice, etc.), class, sport and gender for these concussions. I know there s strict privacy laws for Illinois and Indiana alike, so we re not looking for any names. As many of those categories you could give for those concussions you sent over would be what we re looking for. Request was granted. 2. Katherine Smyser, NBC5 Chicago Requested the following: Records of payments concerning certain discrimination cases. Request was granted in part and denied in part. It was noted that there were no citizens who wished to address the Board. Jeremy Davis, Assistant Superintendent of Finance and Operations, presented the Treasurer s Report for the month ending August 31, 2018. Board members were informed that the district has received approximately 98% of its budgeted tax levy. Also, thus far, the district has collected $84,535 in student athletic fees for the fall 2018 season. This represents 44% of budgeted $75 athletic fee revenue for the year. Additionally, the district has collected over $1,045,000 in registration fees, which were held flat for the 2018-2019 school year. This represents 96% of budgeted registration fee revenue. Mr. Davis shared a state update with Evidence-Based Funding (formerly known as General State Aid) continuing to flow timely. Board members were informed that the state is approximately three months behind in its mandated categorical payments and owes the district approximately $372,000. It was noted that the district defers the June categorical payments to the following fiscal year, so late payments should not affect the 2017-2018

annual audit. Another round of state mandated categorical payments will be due in late September 2018. Jeremy Davis then shared a summer construction and bills update. Board members were informed that, to date, the district has received over $11.7 million bills from FGM Architects and Pepper Construction. This represents 84% of the original $13.9 million budget. It is anticipated that summer construction project will be completed under budget. Mr. Davis answered Board members questions regarding any budgetary/financial surprises (none, everything tracking well) and nonpayment of student activity fees (very few outstanding fees). Jeremy Davis, Assistant Superintendent of Finance and Operations, recommended that the Board of Education approve the attached Bill List and Bills Summary for the period of August 15, 2018 through September 11, 2018 in the amount of $9,663,854.02. Mr. Davis shared that Board member Rosemary Kurtz had provided him with some questions regarding the Bills Payable List. Kim Dahlem, Director of Student Services, explained that the Edmentum bill is an online learning program used for credit recovery and at-risk students. Matt Timmerman, Director of Curriculum and Assessment, explained that Project Lead The Way (PLTW) is a national pre-engineering program offered at the buildings where students may earn college credit. It was noted that Jeremy Davis will email Mrs. Kurtz with the remaining explanations to her questions. Nicole Pavoris moved and Jason Blake seconded the motion that the Bills as listed on the Agenda in the amount of $9,663,854.02 be approved and ordered paid as presented. Aye: Jason Blake, Amy Blazier, Adam Guss, Rosemary Kurtz, Nicole Pavoris, Dave Secrest Nay: None Absent: Ron Ludwig Jay Sargeant, Assistant Superintendent of Human Resources, presented the Certified Salary Report for Website. Mr. Sargeant explained that Public Act 097-0256, which took effect January 1, 2012, requires school districts in Illinois to create a current itemized salary compensation report for the superintendent, all administration, and teachers. The law requires this information be presented to the Board of Education with no action needed, posted on the district website by October 1, 2018, and submitted to the Illinois State Board of Education. It was noted that this report is posted under the Finance & Operations tab Compensation Reports on the district website. Jay Sargeant, Assistant Superintendent of Human Resources, requested approval of High Deductible Health Plan Option for District Employees. It was noted that in June, 2018, CHSD 155 selected Alliant/Mesirow as its new Insurance Broker for Health/Dental/ Vision employee benefits. At that time, the district offered it employees the choice between a Preferred Provider Organization (PPO) health care plan or a Health Maintenance

Organization (HMO) plan. In an effort to provide D155 employees with another option for health insurance coverage, a High Deductible Health Plan (HDHP) is being recommended for approval. Board members were informed that the district plans to offer the HDHP in conjunction with a Health Savings Account (HSA) to its employees. It was noted that an employee must be enrolled in an HDHP to contribute to an HSA. It was further noted that the High Deductible Health Plan option for District Employees was presented and discussed at the September 12, 2018 Budget, Planning, Finance, and Audit Committee Meeting. Board Vice President Jason Blake summarized the September 12, 2018 Budget, Planning, Finance, and Audit Committee Meeting discussion and commented on cost effective measures and options as related to health care. Nicole Pavoris moved and Amy Blazier seconded the motion that the Board of Education approve the High Deductible Health Plan option for District 155 employees as presented. Connie Kendall going from full-time to one-half time activities supervisor at Prairie Ridge High School, effective for the 2018-2019 school year. 4. Tyler Krebs resigned as one-half assistant football coach at Cary-Grove High School, effective after the 2017-2018 season. 5. Gloria Maloney resigned as wildcard (future business leaders) sponsor at Prairie Ridge High School, effective after the 2017-2018 school year. 6. Austin Parks resigned as assistant wrestling coach at Crystal Lake Central High School, effective after the 2017-2018 season. 7. Dave Secrest moved and Amy Blazier seconded the motion that the Board of Education approve the Resignation, Retirement, Dismissal, Non-Renewal, Employment, Coaching, and Extra-Curricular assignments as presented. Upon the roll being called, the following members voted. Aye: Nay: Jason Blake, Amy Blazier, Adam Guss, Rosemary Kurtz, Nicole Pavoris, Dave Secrest None Absent: Ron Ludwig Steve Olson, Superintendent, spoke of District Accomplishments which included Manufacturing Day with the Crystal Lake Chamber of Commerce and District 47 to occur on Thursday, October 4, 2018 (more information to follow) and an update from the September 12, 2018 Strategic Planning Meeting. Mr. Olson shared that team members discussed survey results, heard three administrative presentations, and developed a draft SWOT Analysis. It was noted that all information is posted on the district website. Four Community Engagement Sessions will also be held in October (October 4 th - Cary-Grove High School; October 9 th - Crystal Lake Central High School; October 17 th - Crystal Lake South High School; and October 18 th - Prairie Ridge High School). An additional survey will be sent out following these four Community Engagement Sessions. It was noted that the next Strategic Planning Meeting will be held on October 30, 2018. Mr. Olson also announced that Kim Dahlem, Director of Student Services, and Dave Shutters, Crystal Lake Central Dean, are in the process of planning an initial Safety Committee Meeting which will be held in the near future. Steve Olson, Superintendent, then requested that the Board of Education approve CHSD 155 Summer Graduates 2018, students from Cary-Grove, Crystal Lake Central, Crystal Lake South, and Prairie Ridge High Schools. Dave Secrest moved and Nicole Pavoris seconded the motion that the Board of Education approve the CHSD 155 Summer Graduates 2018, students from Cary-Grove, Crystal Lake Central, Crystal Lake South, and Prairie Ridge High Schools. Upon the roll being called, the following members voted. Aye: Nay: Jason Blake, Amy Blazier, Adam Guss, Rosemary Kurtz, Nicole Pavoris, Dave Secrest None Absent: Ron Ludwig Steve Olson, Superintendent, presented information regarding the 2018-2019 Sixth Day Enrollment with a total of 6,012 students. Enrollment is down 118.95 students from the 2017-2018 Sixth Day Enrollment of 6,137. Breakdown is as follows: +6 students at Cary-Grove; -22.1 students at CL Central; -53.85 students at CL South; and -49 students at Prairie Ridge. It was noted that the 2015 Kasarda demographic study (Projection B) had projected an enrollment of 6,020 students for the 2018-2019 school year. Mrs. Kurtz commented on declining student enrollment and size of the district s administrative building. Mrs. Kurtz requested that additional Board discussion be held regarding the consideration of selling the district s administrative building. Board President Adam Guss suggested that this be included on the October 2018 Operations Committee Meeting Agenda for further discussion. There being no further business, it was moved by Amy Blazier and seconded by Nicole Pavoris that the meeting adjourn at 8:14 p.m. Upon a voice vote, the following members responded.
