The minutes of the February 27, 2003 meeting were approved and adopted.

Individual Credentials Review-Presentation The following individuals attended the meeting, made brief presentations and answered questions from the Board regarding their experiences: Boni Luna Teacher of Spanish Certificate of Eligibility Erik Falkenstein School Administrator Certificate of Eligibility Mr. Falkenstein was accompanied by Dr. Todd Fay, Superintendent of the West Amwell School District, who spoke on his behalf Diana Beasley Davis, who is seeking a Principal Certificate of Eligibility, was not present. Credentials Review Committee Report The Credentials Review Committee reviewed all credentials cases and presented its recommendations to the Board. The Board took the following actions: Faye Arnett Leslie Blitz Karen Huber Jonathan Kanter School Psychologist - granted Learning Disabilities Teacher-Consultant granted School Social Worker denied. Ms. Huber was given credit for study in social casework. English as a Second Language Teacher - denied Legal Committee Report The Legal Committee reviewed all legal cases and presented its recommendations to the Board. Dr. Knowlton made a motion to go into Executive Session in order to obtain attorney advice. Mr. Tirri seconded the motion, which was carried, and the Board went into Executive Session at 11:12 A.M. The Board returned to the public session at 11:20 A.M. Dr. Knowlton made a motion to add In the Matter of the Certificates of Anthony Mangan to the Legal Committee agenda. Mr. Gaye seconded the motion, which was carried. Dr. Knowlton then made a motion to continue the case of Anthony Mangan, which is currently being heard by an Administrative Law Judge at the Office of Administrative Law. Dr. Farish seconded the motion, which was carried. The Board took the following actions: Charles Coleman The Board voted to take no action to block his application for a County Substitute certificate. Darren Kramer The Board voted to take no action to block his application for a County Substitute certificate. 2

John Parish The Board voted to take no action to block his application for a Teacher of Elementary School certificate. Henry Ramirez The Board voted to take no action to block his application for Teacher of Business Studies and Teacher of Social Studies Certificates of Eligibility. Michelle Strollo The Board voted to take no action to block her application for a Preschool through grade 3 certificate. Maxine King The Board voted to accept her voluntary surrender of her Teacher of Art certificate with the force and effect of a revocation. Cora Beekman The Board voted to block her application for a County Substitute certificate based on the nature and level of her conviction. Larry Melvin The Board voted to issue an Order to Show Cause to him based on the nature and level of his crime. The Board then voted to go into Executive Session in order to obtain advice of counsel. It entered the Executive Session at 11:25 A.M. The Board returned to the regular session at 11:34 A.M. Nancy Becker The Board voted to issue an Order to Show Cause to her because she had not graduated from a regionally accredited college. Frank Buttich The Board voted to issue an Order to Show Cause to him based on the level and nature of his crime. Gregory Gomes The Board voted to issue an Order to Show Cause to him based on the level and nature of his conduct. Gloria Lee The Board voted to take no action against her certificate. Tracey Rademacher The Board voted to take no action against her certificate. Brian Majoros The Board voted to table the matter and to request additional information from the district. William Tierney The Board voted to deny his request for the reinstatement of his revoked teaching certificate. Norman Tomasello The Board voted to deny his motion for a 12 month extension in which to file his Answer. 3

Old Business Suzanne Amabile The Board voted to revoke her certificate based on the nature and level of her crime. Wilton Bridgeforth The Board voted to revoke his County Substitute certificate based on the level and nature of his crime. Patrick Collins The Board voted to revoke his certificates based on the level and nature of his crime. Darren James The Board voted to revoke his County Substitute certificate based on the level and nature of his crime. Jeffrey Levin The Board voted to revoke his certificate based on the level and nature of his crime. Nicholas Martin The Board voted to revoke his certificate based on the level and nature of his crime. Ryan Normandin The Board voted to revoke his County Substitute certificate based on the nature and level of his crime. Adrianna Perez The Board voted to revoke her County Substitute certificate based on the nature and level of her crime.* * The revocation was vacated by the Board on January 22, 2004. Kenneth Reed The Board voted to revoke his certificate based on the nature and level of his crime. Paul Reger The Board voted to revoke his County Substitute certificate based on the nature and level of his crime. Mark Goulet The Board voted to take no action to block his application for a Teacher of the Handicapped certificate. There was a discussion regarding the time it takes for the Office of Licensure and Credentials to issue certificates. Secretary Brady indicated that the time for issuance depends on the certificate, with the education services taking the longest. The Office is making progress in issuing certificates in a timely manner. New Business The members of the Board discussed how school districts are notified that one of their staff members has had a certificate revoked. Ms. Brady indicated that her staff would develop a better system of notifying districts. She informed the Board that she would advise the members of the new system. 4

Ms. Brady requested that those members of the Board whose terms are expiring this year notify her if they wish to be reappointed. Secretary s Report Ms. Brady advised the Board that it had approved the minutes of the February meeting, and not the January meeting, as announced. A motion to adjourn the meeting was carried and the meeting was adjourned at 11:55 A.M.
