MINUTES OF THE MEETING OF VERMILION PARISH SCHOOL BOARD September 18, 2003 The School Board met this day in regular session at Pecan Island High School, 28902 La. Hwy. 82, Kaplan, Louisiana, at 6:00 p.m., with the following members present: Mr. Bill Searle, Mr. Gerard Baudoin, Mr. Harold L. Hebert, Sr., Mr. Ricky LeBouef, Mr. Eric Moss, Mr. Charles Campbell, and Mr. Herman Suire. Absent: Mr. Carroll E. LeBlanc. On motion of Mr. Hebert, seconded by Mr. Campbell and carried, the Board adopted agenda items as follows: Adopted the minutes as transcribed for filing purposes as the official minutes of the Vermilion Parish School Board for the meeting held on September 4, 2003. Accepted the Treasurer's Report to be placed in appropriate file for reference in preparation of the financial and compliance audit. Adopted the following resolution as it applies to National 4-H Week: R E S O L U T I O N WHEREAS, The week of October 5-11, 2003, is being observed as National 4-H Week; and WHEREAS, The 4-H Club Program is an educational program for all the youth of Louisiana; and WHEREAS, 4-H members and leaders ask that all communities, organizations, and schools observe National 4-H Week with appropriate ceremonies for the continued development of the 4-H Program; and WHEREAS, National 4-H Week is observed throughout the nation since its early beginnings during the 1890's.

NOW, THEREFORE, BE IT RESOLVED That the Vermilion Parish School Board does hereby proclaim October 5-11, 2003, as National 4-H Week. Adopted the following resolution as it applies to ChildNet/Child Search Awareness Month: R E S O L U T I O N WHEREAS, each year all over Louisiana, some children will need special help in reaching their potential and in gaining an education commensurate with their abilities; and WHEREAS, there are children currently enrolled in the public schools who are having difficulty working at their age levels; and WHEREAS, children must be the center of all educational programming; and WHEREAS, early identification is a key to helping Louisiana=s children overcome their developmental and learning problems in order to gain an education; and WHEREAS, time is of the essence in providing an early opportunity for these children that will help them become productive citizens and to lead fulfilled lives; and WHEREAS, children need to remain in school and have access to appropriate educational programs; and WHEREAS, the Louisiana Child Search Project, the Division of Special Populations within the Department of Education, the State Board of Elementary and Secondary Education, and the public schools of the State of Louisiana are working to offer our children special help so that they can obtain an appropriate education. NOW, THEREFORE, Be It Resolved that the Vermilion Parish School Board joins M.J.@Mike@ Foster, Jr., Governor of the State of Louisiana, in proclaiming the Month of October, 2003, as CHILDNET/CHILD SEARCH AWARENESS MONTH.

Board accepted a report from the Cooperative Extension Service on 4-H activities. On motion of Mr. Suire, seconded by Mr. Baudoin and carried, the Board awarded the contract for general liability insurance for the 2003-2004 policy year to Ace Insurance Company for an annual premium of $154,000.00; for fleet insurance to Clarendon Insurance Company for an annual premium of $130,071.00; and for errors and omissions insurance to Ace Insurance Company for an annual premium of $25,980.00, with a $25,000.00 deductible for all policies, as per bid tabulation sheet on file. the Board entered into executive session to discuss the following: Collective bargaining Potential litigation the Board reconvened into regular session. the Board accepted the following personnel change list and addendum as presented and recommended by the Superintendent: RESIGNATIONS Richard, Paul Allen Dozier Elementary Janitor effective September 8, 2003 Vincent, Ellen Kaplan High School Secretary effective November 1, 2003 RETIREMENT Hebert, Donald R. Driver from Bus Driver at Abbeville High effective September 19, 2003 replaces Ray Terro, who retired On motion of Mr. Suire, seconded by Mr. Hebert and carried, the Board approved three year renewal of contract between the Vermilion Parish School Board and the Vermilion Association of Educators. (copy on file) Board approved the position and advertisement for a LPN to be funded by IDEA and Medicaid funds.
