RULES NANI PALKHIVALA BIRTH CENTENARY CELEBRATIONS QUIZ ON CONSTITUTIONAL LAW The quiz on constitutional law is being organized as part of the Nani Palkhivala birth centenary celebrations with the objective of generating interest in study of the constitutional law amongst law students in India. The quiz will be designed to test not only the knowledge of the Constitution of India as amended and its application but also the knowledge and understanding of the constitutional bench decisions of the Supreme Court of five judges or more decided till 30th June 2018. 1. ORGANISATION OF THE COMPETITION 1.1. The competition will be conducted in two rounds; a written test and a final round by way of an oral quiz. There will be prizes for first three students scoring highest marks in the written test and the top three teams. 1.2. The top six teams from the written round will advance to the final rounds. 1.3. The Organizing Committee of the quiz competition shall serve as final arbiter of implementation and interpretation of these rules. 2. PARTICIPATION AND ELIGIBILITY 2.1. The competition is open to all students of 3 year and 5 year LLB courses in any law college of India. 2.2. Each law college in India can send only one team consisting of two students. Both must belong to the same college. 2.3. Each student will carry the Institution identity card signed by the VC, Dean, Principal, Head of the Institution with his/her stamp. If the identity card issued carries signature of an authority other than the Principal/ Head/Director then the participant must carry a separate authorization letter under signature of any of the above authorities with photograph and signature attested of the students. 2.4. Duly filled registration form and registration fees of Rs. 1000 per team through demand draft payable at New Delhi, in favour of Lex Consilium Foundation must be sent to G-58, Nizamuddin West, Ground Floor, 110013, New Delhi, latest by 10 th December 2018 along with email intimation to npquiz2019@gmail.com 2.5. Admit cards will be emailed to the participants by email after completion of the registration, by 10th January 2018.
2.6. Provisional registration will be completed on receipt of the scanned registration form and demand draft. Registration will be completed only on receipt of physical copies of the registration form and demand draft. 2.7. The participation at the written exam is on individual basis while the participation in the final oral round is in the form of teams composed of two members. 3. TENTATIVE SCHEDULE OF THE COMPETITION 0900-0930 Onsite Registration 1000-1130 Written Round 1130 1345 Lunch Break 1400 1500 Oral round 1530 1630 Valedictory Ceremony 4. WRITTEN ROUND PROCEDURES 4.1. The written round of 90 minutes duration and will be composed of 100 objective type questions consisting multiple choices, true or false, fill in the gaps, etc. 4.2. The written test will cover all areas of the constitution of India. 4.3. Candidates must report to the allotted test center at least 45 minutes before the schedule commencement of the test. 4.4. The examination hall will be opened 30 minutes before the commencement of the test. The candidates are to be seated at the allotted place. 4.5. No candidate will be admitted 15 minutes after the commencement of the test. No extra time will be granted for completing the test, on any grounds whatsoever. 4.6. Candidates when reporting at the test center are to be in possession of admit card, identity proof, writing materials: ball point pen, pencils, eraser and sharpener. Books, note book, any material connected to the Quiz, calculators or mobile etc. are not permitted inside the examination hall. 4.7. Admit cards will be verified during the test.
4.8. Signature will be obtained in the attendance sheet during the test endorsing the Question Booklet No. as given on the Question Booklet and other details. 4.9. All the questions and instructions of the test will be in English only. 4.10. Candidate will be allowed to leave the examination hall only after the completion of test and after permitted by the invigilator. 4.11. The candidate will be provided a sealed Question Booklet and an OMR Answer Sheet. The Question Booklet is not to be opened until announced. 4.12. Participants must fill the necessary information in the space provided on the cover of the Question Booklet and the Answer Sheet before commencement of the test. 4.13. Rough work, if any, is to be done on the Question Booklet only. No separate sheet will be provided/used for rough work. 4.14. Wrong answers will attract negative marks. 4.15. Each individual participant shall be scored out of 200 marks in the written round. The team score shall be calculated by adding the score of the individual participants. 4.16. The first three participants with the highest individual scores will be awarded individual prizes. 4.17. The merit list for individual participants will be calculated on the basis of higher individual score out of 200. In case of a tie the individual with the higher score in the case law based questions will be ranked higher. In case the tie still persists, the participant who is younger in age (as per the date of birth in the registration form) will be ranked higher. 4.18. The first six team with the highest teams scores shall advance to the final round. 4.19. The merit list for team scores for advancing to the final rounds shall be prepared according to the total scores obtained by each team by adding the scores of the individual participants in written round out of 400. In case two teams have the same score, the tie shall be broken by the team having the highest individual participant score shall be ranked higher. In case the tie persists, the team having the higher score in the case law based questions will be ranked higher. In case the tie still persists, the team having the youngest participant in age (as per the date of birth in the registration form) will be ranked higher. 5. ORAL ROUND PROCEDURES
5.1. The first six teams face six oral rounds. The teams with the highest teams scores shall advance to the final oral round that is likely to be live telecast. The venue for the oral round will be intimated later. 6. PRIZES 6.1. Each participant will get a certificate of participation. Further, each will get a kit containing books costing Rs 1000/- authored by and on Nani A Palkhivala. 6.2. The first three participants with the highest individual scores in the written round will also be awarded certificates of merit and individual cash prizes. The first prize will be of INR 50000, the second prize will be cash prize of INR 40000 and the third prize will be cash prize of INR 30000. 6.3. The two highest scoring teams will also be awarded certificates of merit and team cash prizes. The winning team will get INR 1,00,000 and the runner up team will get cash prize of INR 60,000, and the next best Rs. 50,000. 6.4. The declaration of highest individual scores from the written round and the results of the final round will be declared and the prizes distributed at the valedictory ceremony immediately after the final round. Under no circumstances will the prizes or certificates of participation be given to any participant at any time after the valedictory ceremony is over. In case a participant or prize winner is not present in the valedictory ceremony when his/her name is called out, his/her award and or certificate will be forfeited. Therefore participants are advised to ensure their presence till the end of the competition and make their departure arrangements accordingly. 7. MISCELLANEOUS 7.1. All participants will be attired in proper dress code of formal black and white. 7.2. Participants will be expected to observe proper behavior and conduct during all parts of the competition. Any participant engaged in any misconduct may be debarred from taking further part in the event. 7.3. Non-adherence to these instructions, prior or during the test, use of unfair means or any attempt to gain undue advantage will lead to immediate disqualification from taking further part in the event and may be reported to the head of the institution that the student is representing. 7.4. Outstation students are expected to make their own arrangements for the accommodation and to /from travel. No reimbursements shall be provided.
7.5. The Organizing Committee reserves the right to alter any rule in necessary circumstances. Any violation of the rules specified hereinabove would attract penalty which, could even result in disqualification of a team to participate in the competition.
