1. Introduction. The Engineers Registration Board was established by the Engineers Registration Act, 1969, Chapter 271. The Act defines the powers and functions of the Board, as well provides for the registration of engineers and matters connected or incidental thereto. Clause 31 of the Act, gives powers to the Board, through the Minister, to make regulations generally for better carrying out of the provisions of the Act, which among others provide for :- a. The issuance of Certificates of Registration b. The fees to be paid for inspection of the register and for certificates, Extracts, copies and list of, or in relation to, entries in the Register c. Any forms to be used for the purposes of this Act 3

5. New Practicing License A person who is registered under this Act, shall, if he or she intends to practice in his or her professional capacity; require, in addition to such registration, a practicing license (1st January to the 31 st December in each year). The person shall apply to the Council to be issued with a practicing license in the Prescribed form The Registrar shall issue a Practicing Licence to a person whose name is on the Register and who applies for the License on the prescribed Form, meets the conditions therein, and pays the prescribed fee, upon successful. A Practicing License shall remain valid from the date of issue to thirty-first day of December next after its issue and shall be renewable annually Subject to this Act, no person shall engage in or carry out the practice of engineering, by whatever name called, unless he or she is the holder of a valid Practicing License granted to him or her in that behalf under this Act. 11

It is a standard practice among the professionals in Uganda, and the region, say; Architects Registration Act 1996(Ch. 269) Surveyors Registration Act 1974 (Ch. 275) Uganda Law Society Act 1956 ii. Enforcement of discipline in the profession through annual assessment of practicing engineers iii.it enforces financial compliance with ERB 13

Refusal of Practicing Certificate Not with-standing Section 4.2 above, the Registrar shall refuse to issue to or renew a Practicing Licence of any registered person who, on the date of his or her application for the Certificate, has become subject to any of the disqualification set out in Section (xx) c. ERB is engaging stakeholders (PPDA, Parastatals, Government Institutions (including the Police & other Law Enforcing Agencies) and the Private Sector, etc. to ensure that the practicing engineering professionals are registered and have a valid practicing license Professional Outreach Program. 19
