Conclusions
Conclusions EU funded projects can be successfully used to develop and implement education reforms. Good to have a clear plan with clear responsibilities and funding. Strong committment and involvement of social partners is needed, at the same time support of competent public institutions is needed. Finding solutions/ taking responsibility for human resourse development on the «grassroots level» is efficient, if it is promoted and supported by the ministries.
