Motion passed unanimously 10-0. Issues of USC hybrid is that they have nowhere to play since they have no facilities on campus. As an associate member they have been fielding teams and have reserved locations for their teams so it would not be an issues. Motion to approve USC Hybrid as a full member. Motion passed unanimously 10-0. IV. REPORTS a. President s Report....Bobby Canosa-Carr The President will report on meetings, events and/or other items of concern/interest to the Committee. The President wanted to thank everyone who put together the BOM Training session. b. Commissioner s Report.....John Aguirre The Commissioner will report on meetings, events and/or other items of concern or interest to the Committee. 1. Championship facility multi sport agreement with Cal State Dominguez Hills working on a deal for a multi-sport and multi-year agreement with Dominguez. 2. Bank insurance information and the movement of funds from the operations account 3. CIF Commissioner s Meeting August 18, 2015 (IV b.4) i. Football Championship format- this is changing for every section. Each section division champion will play in a regional game and the winner plays in a state game. ii. Marketing iii. Legal Expenses, Section Responsibility any sections bylaw or rule that someone can take us to court with will now be the section s responsibility. iv. Reauthorization- up for reauthorization next year for the CIF. v. Use of an investigator undue influence /athletically motivated transfers we have only used the investigator twice in the last two years vi. Consideration for State Sports Calendar change (move each season s start date up two weeks). a) LA City Section has already moved spring season calendar up two weeks. State CIF is looking at moving all sports seasons. 4. 2015-16 Board of Managers Training review 2

5. NFHS Summer Meeting and Section 7 / 8 Meeting 6. Federated Council Meeting January 29 i. Invitation to new Board Member from the Section to attend the January Meeting in Burbank Need to as someone on BOM to attend the meeting 7. Administrative participation lacking administrators on BOM need more participation from them 8. Audit Status currently undergoing our audit. Once it is complete we will have a write up of how it went. V. CONSULTANTS REPORTS..John Aguirre The committee will be advised by consultants under contract to the organization on matters of interest or concern. a. Legal Medical Attendant required by School or District the section does not require a medical attendant. It is the School or Districts decision if they will require one. VI. MANAGEMENT SERVICES Informational reports, recommendations, and additional items presented as First Reading items. a. Non-Action Items/Discussion 1. BOM Attendance Guidelines & Professional Etiquette Proposal Bobby Canosa-Carr Roger Blake discussed meeting etiquette at the BOM Training session. We need to start enforcing business dress and everyone needs to be on time. We currently do not have any rules or policies to enforce a professional etiquette. The President has asked John Aguirre to make guidelines/policy regarding professional etiquette of the BOM to be placed as a discussion item at BOM. The guidelines/policy should include what happens if they do not attend required meetings. 2. Discussion item Bobby Canosa-Carr i. Legal voting compliance prior votes to be identified Under the Brown Act we cannot vote on any item unless it is on the agenda or an emergency situation. President Robert Carr has requested that John look into all of last year s items that were voted on to see which do not follow the Brown Act. From that place them into 2 separate lists; ones that are no-brainers that will not require discussion and the other to be ones that merit additional discussion. All rules that were not voted on correctly we will have to redo and will all need to be placed under consent calendar 3. Softball enrollment protected proposal for Division IV (Advisory) (VI a.3) Dick Dornan Last year we have 4 divisions; divisions 1-3 were based on the advisories breakdown and division 4 was based on enrollment protection. The advisory has recommended that this year division 4 should be based on enrollment of 1,000 and below to make all divisions have completive equity. 4. Cross Country Expansion Proposal (Advisory) (VI a.4) Vicky Lagos Cross Country advisory has asked to add division 3 in 2016 and division 4 in 2018 to get in line with what the State CIF. b. Action Items Bobby Canosa-Carr 1. Request by Section Staff to purchase electronic voting system - $3,084.43 (vote) (VI b.1) Finance committee has recommended that the EC committee approve section to purchase voting system. Motion to approve purchase of electronic voting system. Motion Ari Bennett, seconded by Rick Prizant. Motion passed unanimously. 2. Commissioner evaluation targets Ari Bennett As stated in the commissioner s contract he is supposed to be evaluated by the Executive committee. Ari Bennett has asked State CIF Commissioner Roger Blake to send him some ideas of how to go about the evaluation. Idea is to create goals for the commissioner to accomplish and use the State CIF one as a guide. The Committee needs to identify what the goals are for our section. Goals discussed that should be on John s evaluation are communication, social media, and branding, Professional Development, increase revenue and become financially solvent, Community 3

involvement, professionalism (meeting deadlines, etc), and high quality championships. Need to create a sub-committee to create sub point under the main goals for the Commissioner to accomplish. c. SCGA Sponsored Preseason Golf Tournament We have renewed contracts with Gatorade, C&L Jackets, and MaxPreps. b. Staff Reports 1. Vicky Lagos i. BOM & EC Representative (VII b 1) Have 3 openings on the Executive Committee, will ask for elections at next BOM meeting. On BOM Robert Poyer has resigned, Robert Clarke won his election as did Chad Finch. We are waiting to hear back from North Hollywood s Principal to be on BOM and the Assistant Principal from Diego Rivera. ii. Federated Council election (one member) a. Determine bylaw 33 - Currently the President and Past President attend the meetings. Vicky believes that the President Elect should attend meetings so they learn how things run for when they become president of the section. Idea we should use is President and Past President attend for the 1 st year of the President s term and for the 2 nd year of the president s term the President elect should attend with the President. 2. Fine waived for incomplete ticket reporting for basketball playoffs 2. 2015-16 budget revision finalized 3. Staff salary schedule recommendations postponed postponed until the Commissioners evaluation is in place 4

Playoff and championship profit share distribution proposal vote to move to BOM Proposal is that the home school runs the 1 st -3 rd round in Football and Basketball and does not profit share with the section. But for the semi s and finals the section keeps all of the profit since they will be running those games. Motion to send to BOM. Motion: Trent Cornelius, seconded by Ed Johnson. Motion passed 9-0.
