DOCUMENT THREE REPORT OF THE CLERKS OF THE ASSEMBLY TO THE 22 ND GENERAL ASSEMBLY INTRODUCTION This Committee is commissioned and delegated with powers to execute the Church matters between one General Assembly to the other. As per the statutes of our Church, the life of this committee runs for three years unlike any other committees of the Church. Its membership is drawn from all Presbyteries and few co-opted. However, except in unavoidable circumstances for example trans fer of a minister or change of Presbytery, sickness or discipline, the membership should remain constant throughout the period to maintain continuity. The Business Committee of the 21 st G.A. has experienced tremendous growth of the Church in membership, congregations, creation of new Parishes and Presbyteries. BOUNDARIES COMMITTEE We noted with appreciation that the Church continues to grow and the needs of the people must be reached effectively thus sub-divisions are inevitable in many of our Presbyteries and Parishes. The following Parishes and Outreaches were sub-divided and upgraded. i) Makuyu Outreach in Murang a Presbytery was upgraded into a Parish on 22 nd January, 2017 ii) Embakasi Parish in Nairobi East Presbytery was sub -divided into two Parishes on 28 th May, 2017. a) Sosian Parish b) Embakasi Parish iii) Thindigua Parish in Kiambu Presbytery was sub-divided into two Parishes on 25 th June, 2017 a) Thindigua Parish b) Kirigiti Parish iv) Njabini Parish in Nyandarua Presbytery was sub-divided into two Parishes on 24th September, 2017. a) Njabini Parish b) Mukeu Parish v) Kasarani Parish in Nairobi North Presbytery was sub -divided into three Parishes on 17 th December, 2017 a) Kasarani Central Parish b) Kasarani West Parish c) Kasarani East Parish vi) Kahawa West Parish in Nairobi North Presbytery was sub -divided into two Parishes on 17 th December, 2017. a) Kahawa West Parish b) Kahawa Station Parish NOMINATION OF THE MODERATOR 22 ND GENERAL ASSEMBLY AND THE HONORARY TREASURER A committee was set up to work on the nomination of the Moderator of the 22 nd General Assembly and the Honorary Treasurer. Membership was drawn from each region. The Deputy Secretary General was the Secretary while Very Rev. Dr. Jesse Kamau was appointed as the Chairman. The Committee came up with the following recommendations for the above posts. D3.3

Elder Amos Mwangi Karoki 3 Presbyteries According to the Practice and Procedure manual, the Moderator should have two thirds majority votes from all the Presbyteries while the position of the Honorary Treasurer only requires simple majority vote of all Presbyteries. From the above results Rt. Rev. Julius Mwamba and Elder Daniel Waithima Kabirii were nominated to the position of the Moderator of the 22 nd General Assembly and the Honorary Treasurer respectively. CHURCH OF SCOTLAND MODERATOR S VISIT The Moderator of the Church of Scotland Rt. Rev. Dr. Rusell Barr visited the country for two weeks. He toured the various projects that the Church of Scotland supports and promised suppo rt in human trafficking and scholarships. UGANDA MISSION AREA Western Kenya Presbytery Zoned Uganda Mission Area into five zones. The zones were twinned with the Regions in Kenya as follows: Kampala City Zone Central Zone Eastern Zone Western Zone Northern Zone - Nairobi Region - Eastern Region - Mt. Kenya Region - Central Region - Rift Valley Region This was done to support the Church in Uganda and we want to appreciate all our Regions for the support they have continued to render to the Church in Uganda. FRAUD DETECTION There was detection of fraud in the Church involving three senior officers of the Church. The case is ongoing and the Church has opted for an out of the Court settlement which we believe will bring this matter to an amicable solution. SECONDED MINISTER FROM MOROCCO PROTESTANT CHURCH The Church received from Morocco Protestant Church a minister who has settled in Kenya. Rev. Jacob Tolno is seconded to Milimani North Presbytery, St. Andrews Parish. He will undergo a ministerial formation course to enable him familiarize himself with Presbyterianism. MINISTER FROM ACK JOINING PCEA a) Patrick Muriithi Patrick was a Presbyterian and later joined ACK where he was ordained. He has worked as an elder and evangelist and well as a trainer. A request was received for him through the Presbytery to join PCEA. This was accepted but to first join Lay Training for ministerial formation. Late Beth Wanjiku Ndegwa - Gatundu Presbytery PRACTICE AND PROCEDURE REVIEW The review of the Practice and Procedure is finished. The document will be sent for Barrier Act soon. It is the prayer of the Business Committee that the concluded document will be presented to the GAC in 2019. KIRK INSURANCE AGENCY REPORT. Kirk insurance has been fully operational since January 2016.The target was to ensure that 100% of the PCEA Churches and institutions and vehicles are covered through Kirk insurance agency. This would assist in reducing the constant need for fundraising projects once items are stolen or lost. We aim at creating awareness of the different products offered by various insurance companies that Kirk has partnered with and how they would be of benefit. We have been able to create awareness through offering presentations in different forums We have also incorporated field agents who are able to reach the clients and offer one on one service and guidance where needed. In comparison to the beginning of Kirk we have been able to make great strides and maintain an upward growth trend. In preparation for its expansion and growth Kirk has acquired an ebima software that will enable her to improve of efficiency and accountability. Our Goal in future is to grow into a fully fledged insurance company. MEDICAL SCHEME REPORT PCEA Medical Scheme has been in operation since October 2010. It covers inpatient for individual persons and nuclear families. The scheme is managed by Equity Bank Insurance Agency on behalf the Church whereby they charge administrative fee for managing the funds. The policies offered are flexible, comprehensive and affordable Inpatient Medical Cover tailored to provide protection against a wide range of hospitalization expenses arising from both illness and accident as per the policy and conditions. Currently, 32 Presbyteries are on cover. We have 456 Principal members and 1074 dependants. We have also reviewed the Medical Cover as follows:- D3.6

Together we can go far. LICENCE OF TV. STATION The Communication Authority of Kenya has approved and given the license to operate a TV Station under the name Kirk TV which will be opening soon. The station shall be located at Jitegemea house South C PRESBYTERIAN UNIVERSITY OF EAST AFRICA The Letter of Interim Authority was cancelled and the University given three Commission of University Education(CUE) representatives to do an independent assessment following the revocation. CHAPLAINCY TRAINING MANUAL Chaplaincy Training Manual has been developed and will in future be used to train Chaplains who will be employed in schools and other relevant institutions. DOCUMENT THREE RESOLUTIONS 1. The G.A. receives the report of the Clerk of Assembly with appreciation. 2. The G.A. notes with gratitude to God the manner in which the Business Committee and Presbyteries conducted the nomination of the Moderator 22 nd General Assembly Rt. Rev. Julius Mwamba and the Honorary Treasurer - Elder Daniel Waithima Kibirii. Further the G.A. thanks the outgoing Honorary Treasurer Mr. Amon Nderi and wish him well in his endevours. 3. The G.A. note with appreciation the improvement of loans repayment and facelift of PCEA Head Office and Jabavu flats. 4. The G.A. notes with appreciation the growth of our Church as evidenced in the sub-division of various Parishes and upgrading of Outreach into a Parish status.
