The Agency must have a valid PAN / TAN No., necessary documentary proof like valid Certificate of Registration / License / EPF / ESI Code nos. and relevant Minimum Wage Notification issued by the Chief Labour Commissioner, Govt. of India and must furnish attested copies of each thereof. They shall comply with the provisions of Contract Labour Act and will be responsible for the payment of wages to the driver engaged by them as per Minimum Wages Act and also comply with all statutory obligations i,e. ESI, EPF, Service Tax etc. The contractor shall be responsible for compliance of Labour Laws. 2. The agency / contractor should quote their rate in the enclosed format in Annexure I separately as per column provided thereon. The wage rate should be quoted as per minimum wage as fixed by CLC for skilled workers employed in Agriculture Sector for the area as applicable for Guwahati and should be for 26 days for a month. A copy of the latest notification issued by the Regional Labour Commissioner (Central), Govt. of India, Guwahati may be enclosed along with the rate quotation. 3. The sealed cover containing the quotation should be super scribed as QUOTATION FOR HIRING OF DRIVER ON CONTRACT BASIS and to be sent by Post or Currier to the office of the Scientist-C & In-charge, Regional Silk Technological Research Station, Central Silk Board, Muga Farm, Khanapara, Guwahati 781002 (Assam) within due date and time. 4. The last date of receipt of quotation : 17.08 08.2016 up to 05.00 PM 5. The quotation will be opened on 18.08.2016 at 03.00 PM. The quotation received after due date and time will be summarily rejected. 6. Agency or their authorized person may be present at the time of opening of quotation. (contd p2)
- 2-7. EMD @ 2% on the quoted rate should be remitted in the form of Demand draft of any nationalized bank in favour of The Director, CSTRI payable at Guwahati along with the quotation. The quotation without EMD will be rejected. 8. This office will not be responsible for any accident, death or injury to the Driver engaged by them, while inside the office premises or outside office premises or while driving the office vehicle. 9. In the event of any dispute arising out of the execution of contract, the matter will be referred to our competent authority. 10. For adjudication of any dispute, if any, arising out of the contract will be subject to the jurisdiction of the court of laws in Guwahati (Assam) only. 11. The rates quoted shall be valid for a period of six (6) months from the date of opening of quotation. 12. The scientist-c & In-charge, RSTRS, Guwahati 781002 reserves the right to accept or reject the bids in full or part or not to award the contract to the lowest bidder without assigning any reason. The decision of the Scientist-C & In-charge, RSTRS, Guwahati 781022 in this regard shall be final and binding on all. 13. Payment to the agency will be made on monthly basis after deducting TDS @ 2% on presentation of bill and documentary proof to the effect that the agency has duly paid EPF / ESI / Service Taxes etc. to the concerned departments. 14. An agreement shall be made between the Manpower Agency and Central Silk Board on a Non-judicial stamp paper of required amount prior to engagement of Driver on contract. TECHNICAL REQUIREMENTS ON THE PART OF THE DRIVER TO BE ENGAGED : 1. Age group of the Driver should be 23 years to 45 years. 2. Educational qualification should be minimum of 8 th standard or equivalent from a recognized Board or Institution. 3. The Driver should possess a valid driving license for Heavy motor vehicles. 4. He should possess knowledge of Automobile mechanism, so that he can attend minor defects or break down of vehicle. 5. He should possess experience of driving for at least three years. 6. He should be conversant with the road of North-eastern zone. 7.
