NOTICE The following are the Notifications issued by the Government of Sikkim for grant of Scholarship for higher studies including M.Phil and Ph.D :- 1. Notification No. 166/SCH/EDN/2003 dated 13 th August 2003 relating to grant of Merit and General Scholarship for Degree, MBBS, B.E., Post Graduate, Diploma, M. Phil and Ph.D. courses. 2. Notification No. 506/EST/HRDD dated 22 nd February 2006 relating to five fellowship grants for Sikkim related Ph.D. studies. 3. Notification No. 010/03/SCH/HRDD/2007-2008/593 dated 13 th March 2008 relating to amendment of Notification No. 166/SCH/EDN/2003 dated 13 th August 2003 to provide for in-service candidates for M.Phil and Ph.D. and for enhancement of rate of scholarship. 4. Education Department Government of Sikkim Tashiling, Gangtok. Ref. No. 166/SCH/EDN/2003 Dated 13.08.2003 NOTIFICATION In supersession of the Notification No.50/Sch/Edn dated 21.04.2001, Notification No.51/Sch/Edn dated 17.10.2001 and Notification No.174/Sch/Edn dated 28.12.2001, the Government of Sikkim is pleased to prescribe the following rules for the grant of State Government scholarship to the Local Sikkimese students as under :- I. Merit Scholarship: 1. Merit Scholarships at the rate of Rs.800/-per month shall be awarded to any student who secures 70% and above marks in Class XII Board Examination with English and three best relevant subjects in single sitting for pursuing any course of his/her choice/preference. 2. Merit Scholarships at the rate of Rs.1200/-per month plus reimbursement on account of payment of compulsory fees on Registration, Admission, Tuition, Library, Examination and purchase of Text Books subject to a maximum of Rs.10,000/-per annum (the reimbursement on account of purchase of text books alone shall be subject to a maximum of Rs.1000/-per annum and claim must be supported with payment receipts duly certified by the competent authority of the Institute) shall be awarded to any student who secures 70% and above marks in Class XII Board Examination in single sitting for pursuing Honours courses at graduation level in Mathematics, Physics, Chemistry, English, Economics, Statistics, BSC (Math/Bio)BEd (Integrated) and B.Com. Note: There is no limit on the number of beneficiaries from one family for availing of merit scholarship and no income ceiling bar.

II. General Scholarship: General scholarships shall be awarded to any student who secures less than 70% marks in Class XII Board Examination in a single sitting and whose parents combined income is less than Rs.10,000/- per month and subject to fulfillment of the following eligibility criteria mentioned against each course: Sl. No. Course Rate of Scholarship Minimum eligibility marks criteria 1. MBBS/BDS Rs.800/- per month. Pass in all subjects in Class XII Board Examination with minimum of 50% marks in aggregate in PCB for general and 45% for ST/SC in single sitting. 2. BE/B.Tech Rs.800/-per month. Minimum of 50% marks in aggregate in PCM in Class XII Board Examination in single sitting and 45% for SC/ST 3. BHMS Rs.800/-per month Minimum of 50% marks in PCB in Class XII in single sitting and 45% for SC/ST. NOTE: Reimbursement on account of payment of compulsory fees on account of registration, admission, tuition, library, Examination and Textbooks allowances subject to a maximum of Rs.10000/-per annum in total. It may be noted that the reimbursement on account of purchase of textbooks alone shall not exceed Rs.1000/- per annum and must be supported with payment receipts duly certified by the competent authority of the Institute. 4. Honours course in Mathematics, Physics, Chemistry, English, Statistics, Economics, B.Sc (Math/Bio) B.Ed (Integrated) & B.Com pursued by OBC/SC/ST candidate at graduation level Rs.1200/-per month. Minimum aggregate of 60% marks in English & three best relevant subjects in Class XII Board Examination in single sitting. NOTE: For B.Com Course marks obtained in the Business Mathematics in Class XII Board Examination will also be considered for assessing the marks for award of scholarship. 5. B.Sc (Ag) and allied courses, and Hotel Management in the recognized Institute outside the State Rs.800/-per month. Minimum aggregate of 50% marks for general and 45% for SC/ST in Class XII Board Examination with English & three best relevant subjects in single sitting.

6. Hotel Management in the recognized Institute outside the State Rs.800/-per month. Minimum aggregate of 50% marks for general and 45% for SC/ST in Class XII Board Examination with English & three best relevant subjects in single sitting. 7. BCA Rs.800/-per month Pass in all subjects in Class XII Board Examination from any stream with minimum of 50% marks in English and three best relevant subjects for general and 45% for SC/ST in single sitting. 8.a Degree course (3 years) in Institute of Hotel Management Catering Technology and Applied Nutrition, Gangtok. 8.b Diploma course (1 ½ years) in Institute of Hotel Management Catering Technology and Applied Nutrition, Gangtok. 9. Diploma in Engineering & other fields like printing, photography & Cinematography and Medical. 10. Students pursuing Diploma courses at CCCT and ATTC Polytechnics at Bardang, East Sikkim. 11. Post graduate courses in Mathematics,Physics, Chemistry, English, Economics, Statistics, Commerce, B.Ed and M.Ed. Rs.500/-per month. Pass in all subjects in Class XII Board Examination or equivalent with minimum of 50% marks in aggregate in English and three best subjects for general and 45% for SC/ST in single sitting. M.Sc (Ag) Horti /MVSc. & AH, M.Sc./MD/MS/M.Tech/MBA/ LLM/MCA/MA Geography Rs.800/-per month. Minimum marks of 50% in the relevant subject or in total aggregate in graduation in single sitting for all categories.

13. M.Phil/PH.D Rs.2,500/-per month On production of registration slip, title of the Thesis and mark sheet and Certificate of graduation. III. The grant of a general scholarship is subject to the following terms and conditions: 1. Grant of State Government Scholarship is restricted to the local Sikkimese students who possess valid Sikkim Subject Certificate/Certificate of Identification. 2. Only one member from a family shall be entitled to draw general scholarship at any one point of time. 3. The combined income of both parents of a candidate shall not exceed Rs.10000/- per month. In the case of a Candidate whose parent (s) is in Government service the total salary i.e. basic pay with all emoluments shall be taken into account for computing the total income. Income certificate issued by the District Collector and salary certificate in the case of Government servant must be attached. 4. The income ceiling of Rs.10,000/- per month will remain in force till such time as the State Government orders issue of BPL Certificates. IV. The terms of this notification shall apply to all the candidates who have commenced their course of studies from the academic session 2002-03. sd/- (J. HUMAN RESOURCE DEVELOPMENT DEPARTMENT GOVERNMENT OF SIKKIM TASHILING, GANGTOK 737103 Ref No.506/EST/HRDD. Dated : 22/2/2006 NOTIFICATION The Government of Sikkim is hereby pleased to prescribe the following guidelines for the purpose of sponsoring 5 (Five) Local eligible candidates every year selected by a committee for pursuing research studies on Sikkim related topic namely Education, Health, Food, Habit, Social Science, Culture, Religion, Economics, Politics, Trade, Tourism, Environment, Ecology, Wildlife, Flora/Fauna, Foreign Relations etc. at PH.D. level namely :- 1. The candidates shall be paid a Fellowship Grant at the rate of Rs.6,000/- (Rupees six thousand) only per month plus a contingency grant to the maximum of Rs.12000/-(Rupees twelve thousand) only per annum for a maximum period of three years or the completion of research study whichever is earlier. The Contingency grant should be supported by paid vouchers incurred against the following items of expenditures. (a) Purchase of Books and stationery. (b) Purchase of Magazine pertaining to the Subject/Topic of Research. (c) Fee paid to the university for registration etc. (d) Fee paid for Library, if any. (e) Any other expenditure, which is made/incurred during the research pertaining to the Subject/Topic of Research. 2. Candidate should fulfill the conditions prescribed by the University Grants Commission and Council for Scientific & Industrial Research (CSIR), Department of Science and Technology, Government of India, whichever is applicable, as per his Subject/Topic of research. 3. The candidate shall have to execute a bond to the effect that the course is completed within stipulated time. ELIGIBILITY CRITERIA :- 1. Candidate should posses a valid Sikkim Subject Certificate/Certificate of Identification duly obtained from District Collectors of the concerned District. Only one member of a family shall be entitled to this facility. 2. Candidate should have Master Degree in Arts or Master Degree in Science as per the norms laid down by the University under which the candidate takes admission for Research work.

3. Candidates who are drawing salary either from Govt. organization or private establishment or any kind of remuneration from any Organization or institution are not entitled to this Scheme. They should produce Unemployment Certificate duly issued by Department of Personnel Administrative Reforms, Training, Public Grievances, Career Options & Employment Skill Development and Chief Minister s Self Employment Scheme. 4. Candidates should also produce the following documents along with applications :- (a) Original Copy of Registration Certificate of Ph.D. degree from recognized University of India. (b) Five copies of accepted Ph.D. synopsis duly signed by the candidate and countersigned by supervisor/guide under which he/she is pursuing the Ph.D. (c) Letter from the Registrar of the concerned University mentioning the supervisor/guide is recognized for carrying out Ph.D. supervision in his/her laboratory/department. Recognized supervisor/guide should be Reader or Associate Professor or Professor of the College or University of India. (d) Certificate from Head of the Institution/Registrar of University regarding permission to carry out research in the said Institution/University. (e) Attested copy of graduate and Post Graduate Certificates along with mark sheet. (f) Candidates should produce the title of the project and a booklet of the project scheme in which he proposed to pursue the Ph.D. The scheme shall be applied to all the candidates who commenced their Ph.D. course of studies from the academic session 2005-06. HUMAN RESOURCE DEVELOPMENT DEPARTMENT GOVERNMENT OF SIKKIM TASHILING, GANGTOK 737101 No. 010/03/SCH/HRDD/2007-2008/ 593 Dated: 13 th March 2008 Notification In partial amendment to Notification No. 166/SCH/EDN/2003 dated 13 th August 2003, the Government of Sikkim is pleased to effect the following changes in the guidelines for the grant of State Government Scholarships to local Sikkimese students as under :- 1. Under para II - General Scholarship, the existing entry at serial No. 13 may be substituted as follows :- Sl No. Course Rate of Scholarship Minimum eligibility criteria 13 M.Phil/Ph.D. Rs.5000/- per month for General Eligibility criteria as per candidates and 50% of this rate for in-service candidates for a maximum period of 18 months for M.Phil candidates and 3 years for Ph.D. or completion of research whichever is earlier. Notification No.506/EST/HRDD dated 22.2.2006 as amended from time to time. Scholarship will be awarded to only those candidates who are pursuing M.Phil and Ph.D. courses in reputed institutions in India. 2. Under para III, under serial No. 3, the income limit of Rs.10,000/- per month prescribed thereunder will not be applicable to M.Phil/Ph.D. applicants with retrospective effect from 13 th August 2003. There will not be any income bar for such candidates. 3. In-service candidates, i.e., employees of the State Government shall also be entitled to claim scholarship for undergoing M.Phil and Ph.D courses under the terms of Notification No. 166/SCH/EDN/2003 dated 13 th August 2003 with restrospective effect from 13 th August 2003 onwards but the claims for the period 13 th August 2003 till 29 th February 2008 will be restricted to 50% of the then prevailing rate of Rs. 2500 per month.

4. It is hereby notified that the terms of the Notification No. 166/SCH/EDN/2003 dated 13 th August 2003 in respect of all categories of candidates shall be made applicable only in respect of those candidates who pursue M.Phil/Ph.D. level courses in reputed institutions in India. These amendments shall be deemed to have come into force from 13 th August 2003 onwards except for the revision in rate of scholarship which shall come into effect from 1 st March 2008. By Order. HUMAN RESOURCE DEVELOPMENT DEPARTMENT GOVERNMENT OF SIKKIM TASHILING, GANGTOK 737101 No. 010/03/SCH/HRDD/2007-2008/ 594 Dated: 13 th March 2008 Notification In partial amendment to Notification No. 506/EST/HRDD dated 22.2.2006, the Government of Sikkim is hereby pleased to effect the following amendments to bring in-service candidates of the State Government within the scope of the guidelines for the purpose of sponsoring 05 (five) local eligible candidates every year selected by a Committee for pursuing research study in Sikkim related topics at Ph.D. level :- 1. The in-service candidates of the State Government will be paid a fellowship grant at the rate of Rs.3000.00 (Rupees Three Thousand only) plus a contingency grant up to a maximum of Rs.12000.00 (Rupees Twelve Thousand only) per annum for a maximum period of 03 years or completion of research study whichever is earlier. The contingency grant must be supported by paid vouchers incurred against the items of expenditure already listed under para 1 of the Notification under reference and the conditions prescribed under para 2 and 3 will also apply. 2. Under the heading Eligibility Criteria at serial No. 3 the words Govt. organization or appearing in line 1 and 2 shall be omitted. 3. It is hereby notified that the terms of the Notification No.506/EST/HRDD dated 22.2.2006 in respect of all categories of candidates shall be made applicable only in respect of those candidates who pursue Ph.D. level courses in reputed institutions in India. This Notification shall be deemed to have come into effect from 22.02.2006 and shall cover all candidates who have commenced their Ph.D course of studies from academic session 2005-06. By Order. With a view to encourage the maximum number of eligible candidates to avail of this scholarship, the State Government is pleased to remove the ceiling of 05 scholarships per year and all eligible candidates will be considered for award of scholarship under this scheme.
