Title: Coordinator, Competitions and Referee Development (CCRD) Employer: Saskatchewan Soccer Association Terms of Employment: Full-time Location: Saskatoon or Regina Starting Salary Range will be provided to candidates that are being considered for an interview. Reports to: Director of Soccer Operations BACKGROUND: The Saskatchewan Soccer Association (SSA, the Association) is the largest sport governing body in the province serving over 45,000 Indoor and Outdoor registrants across 60 Member Organizations. The SSA is a dynamic and growing organization that takes pride in delivering quality programs and services that encourage life-long participation in the world s most popular sport. Overview The Coordinator, Competitions and Referee Development is accountable for the achievement of Key Success Factors of the 2012-15 Strategic Plan: The CCRD will be primarily responsible for overseeing the SSA s provincial league(s) and championships, referee development and providing support to the SSA Grassroots, Recreational and Competitive Plans. Key Responsibilities include: Competitions: The CCRD is responsible for all aspects of the organization and delivery of SSA provincial leagues and championships in addition to liaising with the Canadian Soccer Association and SSA representative teams to support their successful participation in the National Club Championships and the review and approval of sanctioning for all tournaments taking place in Saskatchewan.

Responsibilities: Premier Soccer League The CCRD is responsible for the oversight of the PSL Manager and the overall successful delivery of the Premier Soccer League. Specific responsibilities include the following, but may include additional responsibilities based on the availability and ability of the PSL Manager: - Maintain PSL Rulebook - Pre-season Preparations - Initial Scheduling (prior to hiring of PSL Manager) - Initial referee assignment (prior to hiring of PSL Manager) - Hiring, supervision and support of PSL Manager in the successful delivery of the PSL - Serving as a member of the PSL Technical Advisory Board - Attending PSL Finals Weekend and other select PSL games, as necessary - Schedule and chair PSL Pre and Post Season Meetings Provincial Championships - Develop and maintain hosting requirements for Provincial Championships - Liaise with potential host communities to support hosting applications - Review host venues to ensure they meet the required standards - Work with host organizing communities to ensure the successful delivery of Provincial Championships - Maintain Provincial Championships Policies and Procedures - Maintain Provincial Championships Rulebooks - Develop and maintain all necessary forms for entry in to and delivery of Provincial Championships - Oversee, review and confirm entries in to Provincial Championships in alignment with Policies and Procedures. - Liaise with SSA Competitions Committee including the scheduling and chairing of meetings, development of agendas, taking of minutes and reporting on outcomes - Develop schedule for all Provincial Championships, adhering to the SSA Tournament Sanctioning Polices and Provincial Championship Policies - Work with SSA Competitions Committee, SSA Representative to CSA Competitions Committee and Director of Soccer Operations on the appointment of Provincial Representatives for all provincial championships - Develop, maintain and deliver training to Provincial Representatives - Prepare all necessary materials for Provincial Representatives to successfully delivery provincial championships - Secure necessary awards for all provincial championships - Attend provincial championships. Make all logistical arrangements for provincial representatives, referees and SSA staff attending Provincial Championships - Reconcile all provincial championships in a timely manner upon their completion National Club Championships - Liaise with CSA and SSA representative teams to ensure the successful participation in CSA National Club Championships

- Coordinate and organize all logistical arrangements for SSA representative teams participating in the CSA National Club Championships - Manage the application process and work with the host organizing committee to successfully secure and deliver CSA National Club Championships hosted in Saskatchewan. Tournament Sanctioning - Maintain SSA Tournament Sanctioning Policies and Application Package for all tournaments hosted in Saskatchewan - Review and approve tournament sanctioning applications - Liaise with Member Organizations regarding tournament sanctioning and assist with application process, as necessary Referee Development The CCRD is responsible for setting the overall direction and delivering strategic outcomes for referee development in Saskatchewan across the Grassroots, Recreational, Competitive and High Performance Streams. Responsibilities: - Grow participation of officials at all levels throughout the province - Develop, implement, track and review SSA Referee Development Plan aligned to SSA Grassroots, Recreational, Competitive and High Performance Streams - Grassroots and Recreational Referee Development - Oversee implementation of SSA Referee Leads Program - Support and supervise Referee Leads - Develop and maintain Referee Lead training program - Develop, implement and maintain SSA Grassroots and Recreational Referee Development Best Practices Guide - Liaise with Member Organizations to support Referee Development at the local level - Competitive Referee Development - Develop, implement and monitor SSA Competitive Referee Development Best Practices Guide - Work with Member Organizations to support the development of competitive-calibre officials - High Performance Referee Development - Develop, implement and maintain SSA High Performance Referee Development Plan aligned to CSA standards for referee development - Oversee all aspects of Saskatchewan Elite Referee Program - Oversee all aspects of Saskatchewan Elite Referee Program Prospects Group - Liaise with CSA regarding advancement of SSA high performance referees - Oversee all aspects of the scheduling and delivery of Referee Courses and Clinics in Saskatchewan - Liaise with Member Organizations to schedule courses/clinics

- Work with host Member Organizations to ensure necessary course/clinic requirements are in place (registration process, suitable venue, necessary materials and equipment, etc.) - Secure qualified SSA Instructors and arrange all necessary logistics for course delivery - Organize the successful delivery of Assessor Accreditation Clinics - Organize the successful delivery of Instructor Accreditation Clinics - Reconcile Referee Courses and Clinics - Manage referee registrations and maintain referee certification database using Goalline sports management solution - Referee Assignment for SSA programs, including but not limited to: - Canadian Interuniversity Sport - Indoor Showcase League - Provincial Selects Program - Premier Soccer League - Provincial Championships - Referee Assessment - Oversee the training and accreditation of assessors - Oversee the assessment of referees for advancement to higher levels of certification - Maintain referee assessment database - Liaison to SSA Referee Development Committee - Liaison to CSA Referee Department - Support to SSA Women in Referee initiatives and workgroup Grassroots and Recreational Plan Delivery The CCRD shall be responsible to provide support to the delivery of strategic priorities outlined in the SSA Grassroots and Recreational Plans, including but not limited to the following: - Presentation/Workshop development - Best practices development - Training for delivery of programs and services within areas of responsibility - Support to the organization, delivery and reconciliation of SoccerJam program Policy Development, Communication and Enforcement Within the areas of responsibility and as outlined in the work plan, the CCRD will be responsible for development and maintenance of SSA Policies, the provision of support to the Coordinator of Communications and Funds Development for policy-related communication and policy enforcement and compliance. Tracking and Reporting of Outputs and Outcomes Aligned to the SSA Strategic Plan and in pursuit of strategic outcomes and strategies, the CCRD is responsible for tracking and reporting on all outputs and outcomes within the areas of responsibility. Budgeting and Fiscal Responsibility

In conjunction with Director of Soccer Operations and Executive Director, CCRD is responsible for the development and reconciliation of budgets within the areas of responsibility. Other Responsibilities Other responsibilities shall be assigned at the discretion of the Director of Soccer Operations and/or Executive Director commensurate with the skill set of the successful candidate. QUALIFICATIONS: Bachelor s Degree in Sports Administration, Recreation Management, Physical Education or other related field or a significant combination of education and work experience in related fields. Strong technical knowledge of soccer, background in refereeing and/or tournament and league oversight. Familiarity with the organization of soccer in Saskatchewan. Well-developed relationship building, negotiation and conflict resolution skills. Excellent oral and written communication skills. Proven ability and experience in the leadership and management of sport programs and event delivery. Strong leadership, organizational and administrative skills. Proven ability to work in a team environment in leadership, mentoring or support roles. Able to travel and work flexible hours on a frequent basis. Ability to function at a high level with multiple competing priorities and deadlines. Highly developed level computer skills including the full suite of Microsoft Office programs and familiarity with online platforms. Reliable vehicle and valid driver s license. Clean Police Record Check including Vulnerable Sector Verification Knowledge of the non-profit sport sector in Saskatchewan is an asset. APPLICATIONS: Availability of the Position is immediate.
