1. About Learn4Work What is Learn4Work? Vision and Mission: Stimulate youth employment Learn4Work is a programme to improve vocational education. By linking African and Dutch (business) organisations, schools and people, it makes a positive contribution to: the number of young people who can learn a trade; the quality of vocational training; better alignment with and flow-through to the job market. Vocational training is the basis for finding work or starting a business. Work offers young people more opportunities to improve their income and raise their standard of living. Learn4Work focuses mainly on young people who have dropped out of school (uneducated youth), TVET students and TVET graduates, unemployed youth and poorly-trained labourers. Learn4Work is coordinated by Edukans. Learn4Work is co-funded by the Netherlands Ministry of Foreign Affairs. Key strategies: partnerships, enhance capacities of institutes and individuals, linking to labour market Learn4Work operates along 3 key strategies. The first strategy is the formation of public-private partnerships (PPP s). The added value of these partnerships is to create synergy between the different fields of expertise and networks of the different partners. It creates also the benefit of new resources as different sectors may bring their own funding opportunities. The second strategy relates to the demand-driven focus of the partnership projects. The demand for skills by the labour market is leading. Learn4Work partnership projects will contribute to Skills Training in those fields where the demand is rife, and the opportunities for development are extensive. Learn4Work focuses on enhancing access, quality and relevance of skills training and the process after finishing the course, e.g. guidance and support to start an own business. 4

The partnerships contribute to this by sharing their experiences through reports and workshops. Learn4Work can be used as a vehicle and a platform for exchange of the lessons learned and to contribute to the development of tools and publications. 5

2. What Learn4Work can offer you Advice and guidance Edukans Learn4Work advises educational institutes, governments, NGOs and companies on sustainable, good-quality and relevant skills training. We can be consulted about policy and strategy developments and implementation. We give direct advice to educational institutes and other stakeholders. We also provide guidance at the level of programme implementation. We mobilise our own experts and experts from our extensive global network. The many programmes, projects and internationalisation programmes within our network keep us alert to innovations and good practices. Learn4Work also uses its expertise for training courses and supervisory work. For example, we train educational partners and also offer additional guidance, partly from a distance and partly on-site and face-to-face. 7 STEP TOOL The success of a training course depends on its match with the desired learning results. For this we need a connection between trainee, market and training institute. In many cases these are totally different worlds. Starting with a thorough analysis of the respective contexts the Edukans 7 STEP TOOL facilitates a long-term collaboration between these three actors, with specific emphasis on relevant skills training, pupil monitoring systems and collaboration with the labour market. Linking and learning Learn4Work facilitates mutual learning. We do this by connecting people around the world: young and old, pupil and professional, business and education, we bring them into contact with one another. To this end we offer various professional, effective internationalisation programmes for groups and individuals. Through these programmes we mobilise knowledge and facilitate the exchange of knowledge through network learning. Thanks to our close collaboration with 6

knowledge centres and teacher trainer colleges around the world these programmes are recognised as fully-fledged additional training courses. By presenting tangible action perspectives for the sector we eventually enhance global involvement and efforts aimed at quality education in an international perspective. INTERNATIONALISATION PROGRAMMES Edukans has a unique way of bringing the educational sectors in various countries around the world in contact with one another, as Edukans has several internationalisation programmes on offer which are focused around peer-to-peer and coaching. Within this field of internationalisation we offer action perspectives for teachers, for students and pupils, for educational institutes, knowledge centres and companies. On top of that, Learn4Work organizes different learning events that bring different actors together. Examples are seminars, writeshops and learning tours. Learn4Work invests in knowledge development and research, contributing to new concept development. 7

Financing Learn4Work has a funding facility to support innovative projects that contribute to qualitative and relevant skills training. Learn4Work co-finances up to a maximum of 34% of a total project budget. Learn4Work opens multiple calls for proposals. The funds available per year are provided in table 1. Main criteria for financial support from Learn4Work Learn4Work applies a set of criteria that are at stake in order to be eligible for financial support. Binding criteria are: 1. The project contributes to the overall objectives of Learn4Work. 2. An international, multi-sectoral (public-private) partnership is responsible for implementation. 3. The partnership appoints one lead partner, who is the contracting party and main contact for Learn4Work. 4. Focus countries: Ethiopia, Kenya, Rwanda, Ghana and Uganda. 5. Project duration: minimum of 12 months (1 year) and maximum of 12-42 months (depends on call). 6. Demand from the local labour market related to the TVET providers plays a central role. 7. Partners committed to documenting, developing and sharing experiences with Learn4Work network and beyond. Learn4Work organizes training sessions on monitoring in both the Netherlands as in the project countries during inception phases of projects. Learn4Work partners can benefit from experiences and strategies from others. Partnerships benefiting from Learn4Work co-financing, contribute to the sharing of their lessons and concepts. Learn4Work will facilitate networking, seminars, learning tours and other network meetings, both at the national and international level. 9

3. About Edukans The Learn4Work programme is coordinated by Edukans. As a civil society organisation Edukans is dedicated to a world in which underprivileged people build a better future for themselves and their society through learning within and outside school. Edukans stands up for everyone s right to exist and have a secure life. Education is both a means and a goal in that respect. Edukans emphasises an integrated approach of education and training, in which there should be a smooth transition between educational levels, from primary to secondary to higher education, and also from the education system to the world of work and lifelong learning. Edukans sees accessible technical and vocational education and training as a driving force for the social and economic growth of the recipient and their surroundings. Edukans contributes by strengthening TVET in developing countries and actively involves Dutch society in the process. Learn4Work is Edukans main programme in the area of skills development. Learn4Work is supported by an Advisory Committee for overall monitoring, strategic advice and advocacy. The Evaluation Committee plays an important role in guaranteeing the quality and effectiveness of the public-private partnerships and advising Edukans on daily programme management issues. In each country, a national Learn4Work coordinator is available. The coordinator enhances capacities of the partners through trainings and through facilitation of active linking and learning (online and through meetings). The coordinator is able to provide support in monitoring and look for opportunities for upscaling and lobby. Also, this coordinator contributes matchmaking between Africa and the Netherlands. The national coordinator will promote Learn4Work in the country and raise awareness on the importance of the link between employers and the TVET sector. 11
