CLASSIFICATION AND COMPENSATION ACTIONS SBI AGENT ASSOCIATE The Office of State Human Resources and the Department of Justice agreed to establish a SBI Agent Associate classification to allow for more flexibility in recruiting for SBI Agent positions and new college graduates. This eliminates the need for the SBI Agent Trainee classification and it will be abolished at a future meeting. OSHR and DOJ request this be effective November 1, 2013 to begin using the new class for recruitment. This class will function as a trainee; therefore it will have incremental rates for increases at appropriate milestones leading to the full SBI Agent classification. NC TBD OSHR 11/13 SBI AGENT ASSOCIATE DESCRIPTION OF WORK This is beginning level work of limited complexity in investigating violations of the criminal laws of the State of North Carolina. Employees are trained in drug or criminal investigations in a geographical area of the State. The emphasis of the work is in assuring that all steps in the investigation and arrest process are followed correctly. Actual investigative work is limited in complexity. Employees are required to assist higher level SBI Agents in the more complex investigations. Work on all cases is performed under close supervision. Work performed as a member of a team on a more complex investigation is performed under close supervision. All work is closely reviewed for adherence to legal and agency standards. Work is performed under the supervision of an SBI District Supervisor (Special Agent in Charge) or SBI Assistant District Supervisor ( Assistant Special Agent in Charge) and may include other duties as assigned. EXAMPLES OF DUTIES PERFORMED Assignments typically involve common types of cases occurring in the area of assignment. Employees are assigned to work as a member of an investigative team on the more unusual or complex cases. Typical cases and assignments for an SBI Associate require a limited amount of investigation. Investigations include interviewing a limited number of witnesses and considering a limited amount of physical evidence to arrive at a conclusion, which is the identification or verification of a suspect. Unusual cases are referred to a higher level SBI Agent or the employee's supervisor. SBI Associates investigate the more common types of crimes. When unusual problems arise in the course of an investigation, employees seek further instructions from a higher level SBI Agent. All completed cases receive an in-depth technical review for adherence to standard investigative techniques, evidence handling procedures and departmental policies. Field supervision during investigations is common. When working as a part of an investigative team on the more complex cases, review is more frequent. Contacts with local law enforcement employees are to coordinate investigations or to give advice during investigations. Contacts with federal investigators are to provide information. Contacts with witnesses are to gather information. Contacts with suspects are to gather information or to obtain confessions. RECRUITMENT STANDARDS Knowledges, Skills, and Abilities Ability to learn the methods, procedures, and practices used in the investigation of criminal offenses, and of the principles of securing and identifying a variety of crime related evidence. Ability to learn to investigate a variety of criminal cases, to interpret and apply criminal laws of North Carolina in investigations, make arrests, to prepare comprehensive and detailed reports pertaining to individual cases, to present effective court testimony, and apply the principles, techniques, and procedures of modern criminal investigations.

NC TBD OSHR 11/13 FORENSIC SCIENTIST ASSOCIATE DESCRIPTION OF WORK This is an apprentice or trainee level position. Employees are trained to conduct scientific analyses on forensic evidence submitted to the crime laboratory to determine if the evidence could support a criminal prosecution. Employees are trained to protect the chain of custody and integrity on all evidence received and processed; learn to prepare written reports with results of scientific examination conducted; learn to communicate with law enforcement and testify in the judicial system concerning evidence submitted and analyses performed; work on 24-hour call, as necessary; trained to follow all risk management practices as set forth by policy; learn to perform administrative record keeping and clerical duties; maintain a consistent, customer-focused orientation in order to ensure services provided meet internal and external contacts' needs; and learns to interact in a way that promotes respect, encourages cooperation and contributes to excellent performance. EXAMPLES OF DUTIES PERFORMED Under immediate supervision, employees learn to perform laboratory examination, scientific analyses and comparisons on physical evidence submitted by local, state, and federal law enforcement agencies for investigative and legal purposes. Work includes conducting crime scene searches to gather evidence. Employees learn to evaluate the evidence submitted and determine which procedures should be used to obtain meaningful data within an established time frame. Employees learn to verify that all laboratory equipment is calibrated and functioning properly; provide regular maintenance and minor repairs as needed; keep accurate, up-to-date records of maintenance, calibration, and repair; and follow safety procedures of the laboratory while conducting testing procedures in order to ensure safety of personnel. Employees apply knowledge of some of the principles, theory and practices of chemistry, biology, physics, molecular genetics, forensic science, graphic arts, computer science, and photography. Work procedures are detailed in lab manuals, instruction manuals, laboratory operating procedures and instructions, established methodology manuals and instrument handbooks. Some work or interpretation of data may be based on more general policies, guidelines and precedents. Other guidelines may include instrument handbooks, agency policy, laws and regulations, and other reference files. Employees usually operate with continuing assignments under specific objectives and priorities, and plan their own daily and weekly work within those parameters. Supervision or other technical expertise is readily available to assist with unusual situations or the most complex problems. Successful completion of a series of competency tests is required before beginning casework. All case reports are checked in detail. Most technical decisions and comparisons are checked except for some made while performing off-site functions such as court testimony. Successful completion of annual proficiency testing is required. Work performed could affect laboratory personnel, law enforcement officers, district and defense attorneys, judges, juries, and suspects. An incorrect identification, comparison, missed identification or a judgment with too low a level of confidence could convict an innocent person or set a guilty suspect free. The majority of the contacts are with other laboratory personnel, investigating officers and district attorneys. Occasional contact may occur with the general public during crime scene searches and with juries during court testimonies. Most contacts are for the purpose of obtaining, presenting, reporting or explaining technical information. A limited portion of contacts involve instructing investigating officers, and persuading or justifying decisions in pretrial conferences or in court testimony.

Working conditions are usually a laboratory or office setting, but can include courtrooms and crime scenes. Employees are subject to irritants and hazardous chemicals, radiation, eye strain, and exposure to biological hazards when examining blood, bloody evidence or other bodily fluids. RECRUITMENT STANDARDS: Knowledge, Skills and Abilities Employees must have a working knowledge of the principles, concepts, theories, reference sources and laboratory practices involved with the forensic examination of evidence. Employees must have a working knowledge of criminal law and of the rules and regulations regarding evidence gathering and handling. Employees must have a working knowledge of scientific methodology and of laboratory safety practices. Employees should possess the following: Ability to perform and record complex standardized and non-standardized laboratory tests and procedures. Ability to analyze results, interpret methodology and to understand and solve theoretical problems. Ability to express technical information clearly both orally and in writing when reporting results, testifying or explaining procedures to others. Ability to understand and follow complex oral and written instructions. Ability to perceive colors normally and make olfactory distinctions. Ability to establish and maintain effective working relationships.. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS Minimum Education and Experience Drug Chemistry/Toxicology Bachelor's degree with a major in chemistry or closely related curriculum from an appropriately accredited institution. Minimum Education and Experience Latent Evidence Bachelor's degree with a major in forensic science, biology, chemistry, biochemistry, physical science or closely related curriculum from an appropriately accredited institution. Minimum Education and Experience Digital Evidence Bachelor's degree with a major in computer science, digital forensics, networking, information technology, criminal justice or closely related curriculum from an appropriately accredited institution including coursework in science. Necessary Special Requirement: Must obtain individual certification consistent with international and ISO standards within eighteen months of the date the analyst becomes eligible to seek certification according to the standards of the certifying entity. CLASSIFICATION AND COMPENSATION ACTIONS Forensic Pathologist This study was conducted due to recruitment and retention problems related to the Forensic Pathologist classification used in the North Carolina Department of Health & Human Services. A two grade range revision is being recommended to address the recruitment and retention problems. This study will affect five positions. The Office of State Human Resources recommends the implementation of this range revision effective October 1, 2013. CLASSIFICATION AND COMPENSATION ACTIONS JUVENILE COURT COUNSELOR The Office of State Human Resources and the Department of Public Safety have studied the Juvenile Court Counselor classification and determined that it needs to receive a range revision from grade 68 to grade 69. This is based on the close comparison of the role to the Probation/Parole Officer at grade 69. After implementation of the new class, we will abolish the current Juvenile Court Counselor I classification and trainee progression that will no longer be used. The recommended effective date for these actions is December 1, 2013; however, implementation is contingent on the availability of funds. NC TBD OSHR 12/13 JUVENILE COURT COUNSELOR DESCRIPTION OF WORK Work in this class involves providing case management services, counseling, and supervision of adjudicated undisciplined or delinquent juveniles, to assure compliance with court-ordered dispositions. Work involves: assessing the juvenile s and family needs to develop and implement plans for treatment and compliance with court orders; monitoring juvenile and family progress through home, residential placement or Youth Development Center/Detention Center, office, and school visits. Work also involves contact with other human service agencies providing services to the family and the provision of transitional and post-release supervision and support services to facilitate community re-entry and continuing treatment needs. Employees may also be responsible for: evaluating petitions and complaints against juveniles to determine whether to divert the complaint and close; divert the complaint with a contract or plan, and monitor compliance with the contract/plan; or to initiate court action; conducting indepth risk and needs assessments, and family social histories to develop treatment and sanction recommendations for disposition; serving as an Officer of the Court to issue and serve court orders and documents; and to restrain and secure physical custody of juveniles. Employees participate in an on-call rotation to provide after-hours response for emergency needs of juveniles; make decisions regarding the secure and non-secure custody of juveniles, and arrange for, or provide, transportation to the designated facility; participate in and lead, interagency, multidisciplinary planning and team meetings; and maintain extensive court records and documentation in a statewide online juvenile database. EXAMPLES OF DUTIES PERFORMED Employees provide court-ordered supervision, counseling, and supportive services to adjudicated juveniles which involves assessment of individual needs and family dynamics to plan, develop, and implement supervision and treatment plans designed to ensure compliance with dispositions and effect behavioral change. Counseling is provided on an individual and family basis to address a variety of needs and dysfunctions that contributed to the juvenile s adjudicated status. Employees refer juveniles and family members to appropriate programs and services to address mental health, psychological, substance abuse, or other needs, and then coordinate these services through the use of interagency team planning. Employees also provide intake services and decisions for all juveniles referred by law enforcement, parents, schools and all other referral sources. Employees conduct assessments of juvenile needs and family dynamics, and in selecting treatment and counseling approaches. Counseling services provided for each case may involve several family members in addition to the juvenile and span a range of moderately complex needs.

Knowledge of juvenile laws, statutory guidelines, procedures, and requirements, and social agencies and community resources relevant to the program and client needs. Skill in establishing rapport with juveniles and families and in assessing juvenile/family strengths and dysfunctions, and an understanding of the psychosocial, behavioral, and psychological aspects that contribute to these issues. Skilled in crisis intervention and the application of counseling techniques and principles. Ability to establish and maintain effective working relationships with juveniles and families, as well as civic, legal, and social organizations, school and Court personnel. Ability to impartially analyze information, communicate clearly and concisely, and plan and execute work to effectively manage workload. Minimum Education and Experience Requirements Bachelor s degree in a human services field such as social work, psychology, counseling, or criminal justice from an appropriately accredited institution and two years of experience in counseling or a human services field preferably with the client population; or a Master s degree in a human services field from an appropriately accredited institution and one year of experience in counseling or a human services field; or an equivalent combination of education and experience. Minimum Education and Experience Requirements for Trainee Appointment Bachelor s degree in a human services field such as social work, psychology, counseling, or criminal justice from an appropriately accredited institution.
