1) Constitution of the State Higher Education Council : SHEC I st Meeting SHEC II nd Meeting SHEC 3 rd Meeting 30.05.2014 22.01.2015 13.05.2016 Major decisions are as under: State Project Directorate established and a separate building allotted with one Project Director and 20 Staff Members setup. Budget has been provided for facilitating Colleges to under-go Accreditation Process. To reduce the no. of affiliated colleges per University and to ensure quality improvement, a new University has been established at Durg as per the decision taken in a SHEC meeting, thereby reducing the no. of colleges of Pt. Ravi Shankar Shukla University, Raipur by almost half. etc 2) State Project Directorate: Whether formed. 4) Academic Reforms CBCS implemented in Bilaspur University & Pt. Ravi Shankar Shukla University on the PG level course. 5) Governance Reforms 1. State Higher Education Council has been constituted. 2. State Project Directorate has been established. 3. An IAS Officer has been appointed as State Project Director. 4. Chhattisgarh State Higher Education Council Act is almost prepared to be placed in next Assembly session. 5. 58 Regular Principals have been appointed in Govt. Colleges. 6. 720 Assistant Professor have been appointed. 7. CGPSC has advertised the posts of 966 Assistant Professor and recruitment process is on. 6) Affiliation Reforms : To reduce the no. of affiliated colleges per University and to ensure quality improvement, a new University has been established at Durg as per the decision taken in a SHEC meeting, thereby reducing the no. of colleges of Pt. Ravi Shankar Shukla University, Raipur by almost half. 7) Filling Faculty Vacancies : 1. There is no ban on recruitment through Public Service Commission. 2. Total Sanctioned post 3719. Total filled up post 1789. Against Vacant Posts Guest Teachers have been appointed. (Govt. Colleges) 3. Written examinations for the filling up 966 posts have been held by PSC. Result awaited, delay due to litigation.
8) Accreditation Reforms : Accreditation All eligible Institutions have been directed and are being motivated to go for Accreditation at their earliest. No of the Colleges accredited for Ist Cycle 65 No of the Colleges accredited for IInd Cycle -14 Govt. V. Y. Tamaskar Arts, Science and Commerce College, Durg and Govt Bilasa Girls College, Bilaspur, CMD College Bilaspur, Govt E Raghvendra R. P.G Science College, Bilaspur & Govt. J.P Varma P.G. College Bilaspur have been accredited (A Grade) Accredited Universities- Pt. Ravi Shankar Shukla University(Grade A), Raipur and Central University, Bilaspur (B Grade) and Indra Kala Sangeet Vishwavidhalaya, Khairagarh (Grade A) Quality improvement due to SLQAC:- State Level Quality Assurance Cell (SLQAC) has been constituted and made functional. Quality Circles have been constituted in every District with Principal, District Lead College as its Convener. All eligible institutions have been directed to go for NAAC Accreditation at their earliest. etc. All district lead Colleges are making their Campuses wi-fi this academic year. Most of Colleges located in Raipur, Bhilai-Durg and Bilaspur have also initiated process of making their campuses wi-fi. Panchmukhi Scheme implemented in all the colleges of State and ranking done in the which best 05 colleges from each division honored by Chief Minister. 102 Colleges benefited NMEICT (National Mission of Education Under Information Communication Technology) etc. 9) Examination reforms : Introduction of semester system at the under graduate level is in process. Semester System has been introduced at PG Classes of universities and colleges. CBCS introduced in PG Courses of Bilaspur University, Bilaspur & Pt. Ravi Shankar Shukla University, Raipur. etc.
10) Best Practices / Success Stories in Higher Education : State Level Quality Assurance Cell (SLQAC) established in the year 2013 with one Joint Director and two Professors as coordinators for ensuring quality improvement in Higher Educational Institutions of the State. SLQAC has constituted District Level Quality Circles in all the 27 Districts of the State. Principals of the Lead College of the district are the Chairman of the District Level Quality Circle, Professors in-charge of IQAC of the college are the coordinators and having all the Principals and Professor in charge of the Government and private Colleges of the district as members. The District Level Quality Circle shall Organize awareness programmes in respect of accreditation by NAAC of their institutions. Organize debate for academic reforms /examination reforms especially introduction of semester system at the under graduate level. Also the methodology to be adopted for introduction of CBCS. In conformity with the guidelines on SLQACC of NAAC, the State Level Quality Assurance Coordination Committee (SLQACC) has been constituted in the year 2015.

11) Any other activities (Institutional reforms and restructuring, capacity building, participation in HELA & its impact and need for additional training : A Higher Education Leadership Conclave, CG (Fourth Consultation on Needs Assessment & l Strategic Planning for Leadership in RUSA) organised by TISS Mumbai & Govt of CG at Hotel Babylon Raipur on 10.03.2014 in which 103 Stakeholders from various States participated. Meeting Organized with Prof. Venkatesh Chairperson TISS Mumbai, Directors of Directorate and RUSA & Principal Secretary Higher Education regarding the Capacity Building Programme through TISS on 19.02.2015. State Level Consultation Meeting for Evolution of New Education Policy organised by RUSA of at Hotel Babylon Raipur on 07.112015. Regional Consultation Meeting with State Governments for Evolution of New Education Policy organised by Govt of CG (RUSA) at Hotel Babylon Raipur on 22.01.2016. Two- Day Higher Education Leadership Forum on March 09 th & 10 th 2016 Organised by Tata Institute of Social Sciences (TISS), Bombay at Hotel Taj Gateway Raipur. Discussion on Quality Improvement in Higher Education of Chhattisgarh Organized by RUSA on 10.11.2016 with Prof. Venkatesh Chairperson TISS Mumbai, Prof. from University of Pennsylvania, VCs, Principals of Lead Colleges, Principal Secretary, Commissioner Higher Education & Project Director RUSA etc at Hotel Zone Raipur. VI. List of activities ready for launch in the first quarter of 2017-18. Equity Initiatives:- Proposed Strategy : There shall be Theory and practical course in every identified college for desirous students by trained teachers in following components: Communicative English Skills Computer Skills Behavioural Skills Need to bring more colleges in the ambit of Colleges with Potential for Excellence from the present 05 government colleges and 01 private aided college. More colleges need to be brought in to the fold of Autonomous Colleges from the present 10 government colleges and 0ne aided college. Bridge courses both at the UG & PG level wherever needed should be introduced.
