To appoint officials of the Federation, the Federal and the, to be responsible for the implementation of activities aimed at supporting the development of export of educational services for the period up to the year 2008, as approved by the Instruction of the Government of the Russian Federation of 1 July 2006 No. 944-r (hereinafter, the Plan) in accordance with the appendix hereto. 2. Deputy Ministers, directors of departments of the Science of the Russian Federation, heads of the Federal and the, shall provide for implementation of the Plan within the established period of time. 3. Provisions for international recognition of educational certificates, diplomas and academic degrees Provision of information on the Russian educational system abroad, inter alia by means of: preparation and publication of comparative tables of Russian and foreign educational certificates, diplomas and academic degrees; development of cooperation with ministries of education, testing organisations and providers of educational services in other countries; implementation of the principles of the Bologna Process (under a separate Plan); preparation, official approval, and publication of a description of the education system of the Russian Federation and its associated grading systems, including translations into the major European languages, for inclusion with diplomas and in institutional promotional materials; introduction of a new format of academic transcripts and their official translations into the main European languages, as well as a corresponding glossary of the basic terms and concepts; development and publication of the format of documents issued to graduates of Russian educational institutions that corresponds to the format recommended by the European Union.

22 23 Provision of openness and transparency of decisions related to recognition of foreign academic qualifications for the purposes of enrolment at Russian educational institutions, inter alia by means of: official approval and publication of a list of foreign academic qualifications that are acceptable for the purposes of admission to Russian HEIs; preparation and publication of the principles for recognition of periods of study abroad and course credits received at foreign educational institutions; introduction of flexible criteria for recognition and establishment of equivalence of academic qualifications in order to facilitate the assessment of previous levels of education of foreign applicants and citizens enrolled at Russian educational institutions Provision of support for Russian academic qualifications, inter alia by means of: preparation of international agreements on recognition and equivalence of academic qualifications and further cooperation in this sphere; development of additional measures aimed at preventing the production, distribution and use of forged academic qualification documents; prevention of circulation of unfair, inaccurate and discrediting information on the system of education of the Russian Federation and Science Federation, Ministry of Internal Affairs of the Russian V. Informational, promotional and organisational activities related to the export of educational services

24 Development of information resources for the system of education of the Russian Federation and Russian institutions of higher education that promote the opportunities, advantages and quality of education provided by Russian institutions of higher education in various fields of study, with their subsequent publication in Russian and foreign languages in various media, periodicals, leaflets, booklets, the Internet, including web sites of embassies and trade missions of the Russian Federation in foreign countries, and foreign offices of the Russian Centre for International Scientific and Cultural Cooperation under the Government of the Russian Federation, Ministry of Foreign Affairs of the Russian Federation, Russian Centre for International Scientific and Cultural Cooperation under the Government of the Russian Federation, other appropriate federal agencies of executive authority, educational institutions 25 Organisation and implementation of exhibitions and presentations in foreign countries, creation of permanent virtual fairs of Russian educational services and Russian educational institutions (considering specific conditions in different countries and regions) Annually, Russian Centre for International Scientific and Cultural Cooperation under the Government of the Russian Federation 26 Establishment of a system for informational support of applicants and graduates of Russian HEIs residing abroad 27 Accurate and comprehensive reflection of the opportunities provided by the Russian educational system, educational institutions and training courses in official international directories and promotional publications

28 Establishment and support of public coordination bodies and steering committees involved in various activities related to export of educational services, including regional centres for academic mobility, Federal and Science 29 Organisation of training, in-service training and exchange of experience for personnel of educational management agencies and educational institutions involved in the export of educational services 30 Preparation and implementation of proposals for participation of the Russian educational system, associations of educational institutions and student associations of the Russian Federation in global and regional integration processes, including the Bologna Process and the Copenhagen Process, implemented by international academic and professional inter-governmental associations and organisations in Europe, Asia- Pacific, and other regions, including the European Consortium for Accreditation in Higher (ECA), the European University Association (EUA), national student unions of the countries of Europe, the World Trade Organisation (WTO), etc., other appropriate federal agencies of executive authority, educational institutions and their associations
