Career as Advocate Professional Career Joined the Chamber of the then Advocate General of High Court of Karnataka Shri Thumbe Krishna Rao as an apprentice on 30-06-1965 and after getting enrolled as Advocate on 18-01-1966 continued to work in his chamber as his junior till the year 1971. Set up independent practice in the year 1971. Subsequently formed Shetty & Hegde Associates and acquired huge volume of work in criminal, civil, service, educational and constitutional law etc. Generally 19-20 juniors were working in his chamber. Part time Assistant Professor in the then Government Law College from 1971 to 1978, which subsequently became University Law College, Bangalore. Elected for four terms as the member of the Karnataka State Bar Council. Elected as Member of the Bar Council of India to represent Karnataka State Bar Council in the year 1982 and continued in that position till the year 1989. Elected and served as the Chairman of the Bar Council of Karnataka during the year 1989 91. As the Chairman of the State Bar Council and Member of Bar Council of India, took keen interest in Legal Education Programme conducted by the Bar Council of India. During his term as the Chairman of the State Bar Council and as the Member of the BCI he was responsible for conducting legal education training for the young members of the Bar, by inviting topmost lawyers of the country. Served as a member of the Academic Council, the Executive Council and General Council of the National Law School of India University; during his period as a member of the Bar Council of India, the National Law School of India University came to be established by virtue of an Act of the Karnataka State. Nominated as a member of Karnataka Law Reporting Council for two terms (1987-89 & 1989-91) by the then Chief Justice Hon ble Sri P. C. Jain and later by Chief Justice Sri. S Mohan. Nominated as the member of the Press council of India as nominee of the Bar Council of India for the period 1989-1992. Took keen interest in legal education and attended Conference on legal Education and other subjects in Commonwealth Lawyers Conference held at Auckland, New Zealand during the year 1990. Designated as Senior Advocate by the full court of the Hon ble High Court of Karnataka in 1993. Unanimously re-elected as member of the Bar Council of India in February 1995 for the second time and continued in that position till his elevation as a Judge of Karnataka high Court in December 1995. Was a part of the delegation led by the then Chief Justice of India, Justice A. M Ahmadi, consisting of five Hon ble judges of the Supreme Court and Chief Justice of Delhi High Court and five senior advocates who visited United States of America during April-May 1995 on the invitation of the then Chief Justice of US Supreme Court, Sri Justice William Rankist. Career as a Judge Elevated as a permanent Judge of Karnataka High Court on 18 th December 1995 and served till his retirement on 2 nd May 2006. Page 3 of 7
He was nominated by the then Chief Justice of High Court of Karnataka as the founder president of the Karnataka Judicial Academy, which was being managed by five judges of which four other judges were the Governors on 7 th August 1999 and continued to serve in that position till June 2002. The Karnataka Judicial Academy has the reputation of being one of the best Judicial Academy, established for training members of the District Judiciary in the Country. Invited by the British High Commission to visit UK to study their Criminal Justice System in the year 1999. At UK he had the occasion to visit the Courts, Juvenile Jails and Warwick University as a part of the programme and also presented a paper on the legal system in India. Functioned as the chairman of the High Court Legal Services Committee from 01-07-2002 to 07-10-2004. Appointed as Executive Chairman of the Karnataka State Legal Services Authority on 07-10-2004 and continued in that position till his retirement on 2 nd May 2006. During the tenure as an Executive Chairman, large number of legal literacy programmes were organized for common man, for primary and higher primary school teachers, co-operative societies managed by women, legal literacy programme for women, selfhelp groups and other vulnerable sections of society and efforts were made to give legal aid to the deserving litigants. considered at the national level as one of the effectively functioning Legal Service Authority. During his Executive Chairmanship of Karnataka Legal Services Authority, two important programmes were conceived:- (a) A Student Advocacy Programme linking institutions of Learning - SAPLING was launched and the project COMBAT was launched and it was inaugurated by the Hon ble Mr. Justice K. G. Balakrishnan, Judge, Supreme Court of India; and (b) Student Legal Aid and Literacy Clubs were established and the same was inaugurated by his Excellency Dr. APJ Abdul Kalam, President of India. Retired as a permanent Judge of the Hon ble High Court of Karnataka on 02-05-2006. Career post retirement Started practising before the Supreme Court of India during 1 st week of July 2006 and since then he has been practicing before the Supreme Court of India and has been appearing before the High Courts of Delhi and few High Courts. Professionally reasonably busy being engaged by the briefing counsels hailing from various parts of the country and also being sometimes engaged on behalf of the Government of Karnataka, Telangana, Pondicherry and Andhra Pradesh, etc. Page 5 of 7
Appointed as One Man Commission, by Government of India, to go into the causes of death of around 13 persons and injury caused to few others in an accident that had taken place in Anjana Hills Mines in State of Chhatisgarh. After conducting an inquiry he submitted his report which was accepted and implemented by the concerned authorities. Appointed as a Member of the National Legal Service Authority in the month of February 2016 by the Government of India in consultation/recommendation made by the then Chief Justice of India, Hon ble Justice T.S. Thakur. Extensively toured the country and outside. He has visited USA, UK, New Zealand, Australia, Singapore, Switzerland, France, Malaysia and Thailand and had occasion to visit the Courts in some of these places. He was appointed as the Lokayukta by Government of Karnataka vide Notification No. DPAR 177 SLU 2015 dated 25-01-2017 on the unanimous recommendation made by six constitutional authorities viz., Hon ble Chief Minister of Karnataka; Hon ble Chief Justice of High Court of Karnataka; Hon ble Chairman, Karnataka Legislative Council; Hon ble Speaker, Karnataka Legislative Assembly and the Leaders of Opposition in both the Houses of the Karnataka State Legislature.
