Introduction The process of Improvement Planning in Kentucky is used as the means of determining how schools and districts will plan to ensure that students reach proficiency and beyond by 2014. The process focuses school and district improvement efforts on student needs by bringing together all stakeholders to plan for improvement, by focusing planning efforts on priority needs and closing achievement gaps between subgroups of students, by building upon school and district capacity for high quality planning, and by making connections between the funds that flow into the district and the priority needs in schools. Your school's plans for improvement must be based on careful and honest analysis of data, address all content areas, and clearly address gaps in student achievement. SY 2012-2013 Page 1

Executive Summary SY 2012-2013 Page 2

Introduction Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student learning. The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it provides teaching and learning on a day to day basis. SY 2012-2013 Page 3

Description of the School Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include demographic information about the students, staff, and community at large. What unique features and challenges are associated with the community/communities the school serves? Nicholas County Middle and High School is a 7-12 school with 500 students, 3 administrators, 35 teachers and 6 instructional classified staff located in the city of Carlisle, Nicholas County. A major focus of the past three years has been to improve the learning climate by addressing both physical and emotional safety and security. Over 60% of our students qualify for free or reduced lunch which is indicative of the economic challenges facing our community and our schools. SY 2012-2013 Page 4

School's Purpose Provide the school's purpose statement and ancillary content such as mission, vision, values, and/or beliefs. Describe how the school embodies its purpose through its program offerings and expectations for students. The mission of Nicholas County Middle and High School is to provide a quality education that will allow ALL students to pursue a successful college career, vocational/technical training, military service opportunities or direct entry into the work force. We believe that with the ever changing economic environment, our students will be competitive through the advance education and training that is synonymous with being a life-long learner. Above all, the faculty at Nicholas County Middle and High School will prepare our young men and women to be responsible, productive, self-sufficient citizens that will better any community in which they live and work. NCMHS provides a curriculum that includes all state required courses, dual credit courses offered through Maysville Community and Technical College, advanced placement courses, vocational and technical courses offered via the regional vocational and technical center, and cooperative learning placements. SY 2012-2013 Page 5

Notable Achievements and Areas of Improvement Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for improvement that the school is striving to achieve in the next three years. Due to the school's focus on improving the learning climate, inappropriate student behaviors are dealt with in a timely and consistent fashion which has improved both students' and staff's overall feeling of safety and security. With an improved learning environment, our challenge for the next three years is addressing achievement scores, graduation percentages and college and career readiness. SY 2012-2013 Page 6

Additional Information Provide any additional information you would like to share with the public and community that were not prompted in the previous sections. Nicholas County Middle and High School aspires to be a high performing school with students and teachers striving to improve both learning and instruction on a daily basis. SY 2012-2013 Page 7

KDE Needs Assessment SY 2012-2013 Page 8

Introduction The purpose of the School Needs Assessment is to use data and information to prioritize allocation of resources and activities. SY 2012-2013 Page 9

Data Analysis What question(s) are you trying to answer with the data and information provided to you? What does the data/information tell you? What does the data/information not tell you? Based on the most recent KPREP, EPAS and EOC test data, we are asking; what are the achievement gaps within our student population and how can these be addressed? Based on the most recent TELL Survey data, we are asking: what are the areas of concern expressed by staff and how can these be addressed? Based on an examination of the Program Reviews completed last year, we are asking: what areas were deemed as "needs improvement" and how can those concerns be addressed? The KPREP achievement data for the middle school reveals the percentage of students scoring proficient and distinguished is significantly below the state percentage in math and writing. The KREP achievement data for the high school as well as the EOC data shows that in all areas tested, the percentage of students scoring proficient and distinguished is significantly below the state percentage. The EPAS data indicates that on average, over 50% of our students at the 8th, 10th and 11th grades do not score at the benchmark on any the subjects tested on the EXPLORE, the PLAN and the ACT. Based on the most recent TELL Survey data, the 2 areas of greatest concern for the staff members who completed the survey were; ensuring teachers have quality time to focus on improving instruction and providing opportunities for teacher input in decision making as it relates to instruction. Based on an examination of the Program Reviews completed during the 2011-2012 school year, one "needs improvement" area for each of the 3 program reviews was identified. The data does not provide indepth information on individual student scores especially in the writing assessments and the EOCs. SY 2012-2013 Page 10

Areas of Strengths What were the areas of strength you noted? What actions are you implementing to sustain the areas of strength? What is there cause to celebrate? The middle school KREP scores in reading and science were close to the state average percentage and their social studies scores were higher than the state average. This year the middle school has an extended period in which they address the following: reading in the content areas, math timed review tests in the same format as KREP tests, and various writing prompts. The middle school social studies scores are a cause to celebrate. SY 2012-2013 Page 11

Opportunities for Improvement What were areas in need of improvement? What plans are you making to improve the areas of need? Academic Achievement - At the high school, achievement levels in all areas need to improve while at the middle school level, test scores in math and writing need to improve. High school content courses are focusing on the knowledge and skills required to score proficient or distinguished on EOC exams. The guidance counselor is providing students who do not meet the ACT benchmarks with online tutorials and the high school is providing credit recovery courses for students who need them. At the middle school level, the class schedule has been modified to provide an extended period in which they address the following: reading in the content areas, math timed review tests in the same format as KREP tests, and various writing prompts. Teacher Concerns - The administration will continue in an effort to minimize classroom interruptions. More time will be allotted in PLC and department meetings for collaboration and additional opportunities will be made availble for reporting concerns to the Site Based Decision Making Council on a rotating basis throughtout the year. Program Reviews - Arts and Humanities Program Review - A 9 week art class will continue to be offered for 7th graders. Writing Program Review- The English Department will provide a presentation on current requirements for state writing assessments during one of the spring PLC meetings. Practical Living and Career Studies Program Review- The ILP Coordinator will provide training for all Practical Living and Career Studies teachers on the use of the ILP. SY 2012-2013 Page 12

Conclusion Reflect on your answers provided in the previous sections. What are your next steps in addressing areas of concern? Several of the strategies described in this plan have already been implemented and are on-going. Our next steps include the continuation of strategies described in this plan, continue to use formative assessments to monitor student progress, and provide additional training for teachers especially regarding reading in the content area.
