I have requested the Director (MID & CP10, MHA for making available to me the copies of \onotings/comments/orders/directions made by various officers of MHA including the Home Secretary and the Hon'ble Home Minister on my petition for egularisation of my service in the Workshop Cadre of the Intelligence Bureau, nt of notional seniority, legitimate promotions, proper ACP/MACP and onsequential service benefits. It is submitted that the Ministry of Home -Affairs has already furnished me copies of the notings on the relevant file, vide their letter No.45015/02/201- Pers.1 dated 17.04.2015 notings up to 07.05.2015,which contained orders of the then Hon'ble MoS (Home), MHA, for grant of relief to me as requested for by me. However, the DIB dishonor the direction or the Hon,ble MoS and again the Intelligence Bureau referred the matter to MHA and obtained orders of the Hon'ble Home Minister not to give the benefits, earlier approved by Hon'ble MoS(Home). My request under 1211 for furnishing the relevant copies of all subsequent notes of MHA, including that of the Hon'ble Home Minister, denying me the benefits is pending. The Appellate Authority of IB also turned down my RT1 application and legitimate benefits. On my petition under.121'1 Act, MHA have sought permission from C.1C - vide Ref (1) cited above. They have issued reminder letters thereafter, as mentioned at Ref No. (2) to (4) respectively. However, the cic has not given the permission sought for by the MIA& and as a result. copies of notings/documents requested for under RTI Act is pending for the last 23 months. In view of the inordinate delay occurred in the matter, 1 seek the following information from CIC under the RTI Act, 2005:- The reasons for not replying to MHA's request made vide their letter dated 11.1.2016 at Ref (1) cited above, even after a lapse of 23 months; The likely date by which the DC shall furnish a satisfactory reply to MI-IA on the reference cited above; and Action to ascertain the cause of delay in the matter and to fix responsibility thereof Thank you, End: As above Yours faithfully, v2_. From 1993 the officials of Intelligence Bureau treated me as a bonded labour. The victimisation biased treatment and harassment still continuing. The officials of IB Hqrs denied all my legitimate grievances, despite the fact that the MoS for Home Affairs after perusal 'of all noting/documents considered my case favourably on 07.05.2014. Further the Officials took up the matter with present Home Minister and reverted back the orders of MoS Home. Therefore I submitted RTI application for the copies of comments/notily made by Director-Pers-I, is-police Division, Addl.Secretary (Home.), Home Secretary and Home Minister between 07.05.14 to 17.08.2015 on My application. In this regard your good officeinformed me. on 2e22015 that my RTI application has been forwarded to Central Information Commission for soliciting. their approval on providing the copies of above said noting.
