Notwithstanding anything contained in general Ordinances of the Institute, the Admission, examinations etc. the award of Research Fellowship by the Institute shall be governed by these Regulations. 1.a) ABOUT NATIONAL INSTITUTE OF SIDDHA: Siddha system is one of the oldest systems of medicines in India. The term Siddha means achievement and the Siddhars have contributed to the development of this medical system. Medicine is the one that cures physical ailments Medicine is the one that cures psychological ailments Medicine is the one that prevents diseases Medicine is the one that bestows immortality - Thirumoolar The National Institute of Siddha at Tambaram Sanatorium, Chennai 600047 has been constructed in 14.78 acres of land. This is an autonomous Institute under administrative control of Ministry of AYUSH, Government of India. It was registered under the Societies Act.1975. The Institute has started functioning from 30.9.2004. 1.b) AIMS AND OBJECTIVES OF NIS To promote the growth and development of Siddha system of medicine To provide medical relief through siddha system To impart the post graduate course of Siddha system of medicine To undertake research and dissemination To act as a center of excellence 1.c) TEACHING PROGRAMME IN NIS The Institute is affiliated to The Tamil Nadu Dr.M.G.R.Medical University, Chennai 600032 and it follows the syllabus and curriculum as approved by the Tamil Nadu Dr.M.G.R.Medical 3

University. Postgraduate Departments at this Institute were started in 2004. It is also recognized center for Ph.D programme and started in 2011. Based on the marks obtained in the entrance examination conducted by the Institute and the academic marks secured in B.S.M.S Degree Course, the students are selected and admitted in the following Postgraduate Courses: Branch I M.D.(Siddha) - Maruthuvam Branch II M.D.(Siddha) - Gunapadam Branch III M.D.(Siddha) - Sirappu Maruthuvam Branch IV M.D.(Siddha) -Kuzhandai Maruthuvam Branch V M.D.(Siddha) - Noi Naadal Branch VI M.D.(Siddha) - Nanjunoolum Maruthuva neethinoolum 2. PURPOSE OF THE AWARD OF RESEARCH FELLOWSHIP : To provide an opportunity to research students and teachers to undertake advance study and research in the field of Siddha. The candidate may submit his/her research work for the award of Ph.D. degree in the concerned subject, if Research Committee approves it. The candidate should submit the research work for the award of Ph.D. degree in the Tamilnadu Dr.M.G.R.Medical University, Chennai 3. FELLOWSHIP STIPEND: The stipend of the Research Fellowship would be Rs.18,702/-+ DA, Rs.19,323/-+DA and Rs.19,323/-+DA as revised from time to time by central government for first, second and third year respectively. The Fellowship will be awarded initially for two years and it may be extended by another year on the basis of performance to complete the work. The total duration of the research Fellowship will not be extended beyond three years. The Fellowship may be terminated at any time if the work and the conduct of candidate is not found satisfactory. Under special circumstances considering the importance of the work, a high power committee consisting of Director, Dean, Guide and two experts of the concerned field (To be nominated by the Director) may further extend the tenure of the Fellowship as deemed essential by the committee. But the candidate will not be provided Fellowship stipend beyond three years. 4. ELIGIBILITY : Fellowships are open to persons preferably below the age of 35 years (For SC/ST and women candidates upto 40 years, three years relaxation for OBC against reserved category), who have obtained a Post Graduate Degree of 4

Siddha, M.D (Siddha) in Gunapadam subject concerned from a university recognized under Indian Medicine Central Council Act, 1970. a) The Research Fellowship will be tenable by the rules as approved by the National Institute of Siddha, Chennai. b) The Fellow will perform whole-time research work under the approved guide on the selected topic. c) The Fellow will not accept or hold any appointment paid or otherwise or receive any emoluments, salary, stipend, etc. from any other source, during the tenure of the award. The Fellows are also required to undertake teaching assignments as provided by the Institute, e.g., tutorials, practical demonstration, laboratory work, etc. which would help them in future as a teacher and researcher. d) The Fellow shall present his work, through his Guide, half yearly report on the progress of his work to the Director, which will be reviewed in consultation with Research Committee. Before the expiry of the Fellowship, the Fellow will make a comprehensive presentation as a pre-submission before the Research Committe and Director and Department teachers. After the approval of pre-submission, the thesis will be submitted to the Director, duly signed by Guide, Co-guide and abstract in about 2000 words and CD of the research work done during the tenure of the Fellowship. e) If a Fellow wishes to leave the Fellowship before the end of the tenure, it should be done with the prior approval of the Director on the recommendation of the Guide. In such case, the candidate has to refund all the stipend, he/she has received till date. f) He/She should also obtain prior permission of the Director on the recommendation of the Guide for appearing at any examination / Interview conducted by any University or other Institution. g) Research Fellowship will be tenable initially for a period of two years. Anytime within two years of the tenure, the performance of the Research Fellows will be assessed by the Guide and Director. On assessment, if it is found that the Fellow lacks research potential, the Fellowship may be terminated at any time within 2 years. h) A Fellow who has completed his essential research work and 2 years period, is eligible to make pre-submission presentation. After the successful presentation, he/she is entitled to leave NIS and complete the data compilation and typing work within one year. 5. TIME SCHEDULE FOR THE FELLOWSHIP: It is mandatory for the fellow and his Guide to stick to following time schedule: a) Ist six months: will be utilized for submission of Synopsis within 2 months, preparing protocols and proper trial drugs. b) Progress of the work will be assessed at 6 months, 12 months, 18 months and 24 months and mid correction measures will be taken. 5

c) Period of Fellowship will be utilized for clinical trials/research activities and submission of a comprehensive report of the research work (Thesis) 6. LEAVE: The following types of leave facilities are provided to Fellowship holders: a) 8 days casual leave per year b) 15 days academic leave (on the basis of recommendation of the Guide, to be sanctioned by the Director NIS, Chennai) per year. c) 10 days Medical leave in a year on the medical grounds per year duly supported by a Medical Certificate. d) Candidates are eligible for 40 days of Maternity leave once in the whole period of Fellowship. e) After satisfactory completion of 24 months of his fellowship period, the fellow may in special case, be allowed by the Director, leave without stipend upto three months for the purpose of accepting some assignment. 7. SELECTIONS: Applications will be invited through newspaper advertisement. In-service candidates must forward applications through competent authority. The selection of research fellows will be made on the basis of merit based on written test with minimum qualifying marks of 55% for General and OBC candidates and 50% marks for SC/ST candidates followed by interview by a Selection Committee, consisting of Director, Dean, Guide and a senior teacher in the Department for the purpose. The selection will be made once a year. Syllabus for Entrance Examination: MCQ type of 100 questions (2 hours) 1. Research Methodology and Bio-Statistics : 40 marks 2. Clinical Trial Management : 20 marks 3. Concerned subject : 40 marks 8. FEES: Application should be collected from NIS office with DD for value of Rupees 1000/- by hand or Rupees 1050/- by post as application fee remitted through Demand Draft drawn in favour of National Institute of Siddha, Payable at Chennai from any nationalized banks. Filled-in application along with a DD for Rs.500/-. Fees and other dues will be charged from the fellows as decided by NIS, Chennai from time to time. 9. TOPIC OF RESEARCH: Research Topic should be relevant and with objective criteria of assessment. 6

10. PUBLICATION: Ph.D work should be published in Peer-Reviewed Journals as an article or in the form of the book for its public utility. 11. RESERVATIONS : The Reservations for OBC, SC/ST candidates will be provided as per Central Government rules admissible from time to time, provided they fulfill the minimum qualification laid down for the fellowship. In case the reservation quota could not be filled up, then Fellowship will be reverted back to the General Quota. 12. PATENT RIGHTS of the Research Work of the Fellowship in respective departments will vest jointly in NIS, Chennai and the candidate. 13. SEMINAR / CONFERENCE / WORKSHOPS: Each Fellowship scholar may be allowed for attending two Seminars/Conferences/Workshops in a year on the recommendation of the Guide, to be sanctioned by the Director, NIS, Chennai. Registration Fees (maximum upto one thousand) submitted, will be reimbursed on the production of original receipts only once a year. A/C 3-tier sleeper fare or A/C Chair Car may be given after permission from Director once a year. 14. ACCOMMODATION : Hostel accommodation will be provided to fellowship scholars, subject to availability. 15. DISCIPLINARY PROCEDURE: A fellow, if found indulging in any indiscipline or anti-social activities/creating any nuisance in any manner, will be terminated from the fellowship with immediate effect. In such case, the stipend will be recovered from the fellow, received till date. 16. CONTINGENCY GRANT Rules for the utilization of contingency grants admissible to the National Institute of Siddha, Chennai under the Scheme of Research Fellowship: a) The contingency grant as admissible from time to time per annum, to the Research Fellows may be utilized on purchase of apparatus, chemicals books and journals, photostate copies, photographs, typing, stationery, postage and field work/travel needed in connection with the approved research project, seminar/workshop/conferences/study tours with the approval of the Guide and the Director. (b) (c) The contingency grant is not intended for meeting expenditure on furniture etc., items normally provided by the Institute and payment of examination and other fees. The non-consumable articles purchased out of the contingency grant will be first entered in the accession/stock register of the library/store of the concerned Department and then the articles will be issued to the Research Fellow so as to ensure that on expiry/termination/relinquishment of the Fellowship these are refunded to the Department. 7

(d) (e) (f) (g) (h) For all expenditure out of the contingency grant, a certificate from the Guide to the effect that the expenditure incurred is furtherance of the approved research project will be necessary. Travel allowance to be met out from the contingency for approved field work/travel in connection with the research work will be admissible by 3 tier A/C sleeper. The contingency grant of the first year of the Fellowship tenure will be released to the Guide concerned on receipt of the joining report and statement of particulars etc. The contingency grant for the subsequent years will be released only on receipt of the amount of expenditure incurred out of the previous installments of grant duly certified by the Guide and the utilization certificate in the prescribed proforma through the Dean. The amount remaining unspent out of the first year annual contingency grant would be carried forward and utilized in the second year of the award only thereafter only the annual provision for contingency may be utilized with no carry forward of any unspent balance. Any amount left unspent out of the contingency grant on the date of expiry/termination/relinquishment of the fellowship will be refundable to the institute. The Guide will be authorized to sanction upto Rs.1000/- (Rupees One Thousand Only) for meeting out expenses in relation to day-to-day research work activities from the Contingency as per rules. 17. NUMBER OF RESEARCH FELLOWSHIPS: Two Research Fellowship (1 UR, 1-OBC) for 2015-16 academic year as per the availability of the guides in National Institute of Siddha.
