Exam / 92 of 2006 C I R C U L A R :- A reference is invited to Circular No.- Exam / 1123/2005, dated 16 th September 2004, enclosing therewith a copy of Government resolution No.- UGC/2004/86-07, dated 7 th August, 2004 issued by the Higher & Technical Education Department, Government of Maharashtra and Circular No. Exam/1723, dated 27 th December, 2005 and the Principals/Deans of the affiliated colleges, Heads of Recognized Institutions, Professor-cum-Director, Institute of Distance Education and Assistant Registrar, University Sub-Centre at Ratangiri are hereby informed that the Board of Examinations of its meeting held on 1 st June, 2006 (Item No.16) considered the question of extending benefit of 10 grace marks and other benefits as per Government Resolution mentioned above to the candidates suffering from Dyslexia, Dysgraphia & Dyscalculia and has resolved that the same be accepted. Pursuant to the aforesaid resolution the facilities mentioned below be granted to such candidates appearing at the various University examination and the examinations conducted by the colleges on behalf of the University:- 1. To pass the examination, maximum 20 grace marks to be granted in one or more subjects as per the scheme of examination (i.e. in Theory Paper / Internal Project / Dissertation / Practical Oral, Viva-Voice, etc.). 2. Concession be given for spelling mistakes or math number (b/1 3/5) 3. Additional time of maximum 30 minutes be given to such candidates for the paper of 2 hrs duration at the exam. 4. The candidates be requested to mention their disability i.e. Dyslexia, Dysgraphia & Dyscalculia on the top of the main answer book. They are further requested to inform the concerned candidates accordingly and to follow the procedure laid down in the earlier circular mentioned in the first Para of this Circular. Concessions to students with Learning Disability, in the Govt., Govt.-aided/Professional and Non-professional colleges in Non- Agricultural universities / Engineering / Polytechnics and Teachers Training Colleges Govt. of Maharashtra Higher and Technical Education Dept. Preamble - Various Concessions to Learning Disabled students upto Std. XII have been given vide Govt. Resolutions referred to above. The proposal of giving same concessions to the students having learning disability, studying in Colleges / Engineering (Degree/Diploma) and Teachers Training Colleges, was under consideration of the Govt. Govt. Resolutions: The Govt. has taken a decision to give following concessions to the students having learning disability in Govt./Govt.- aided / Professional and Non-professional/Colleges under Non-Agricultural Universities / Engineering / Polytechnics and Teachers Training Colleges. Accordingly, all concerned are informed that students having Dyslexia, Dyscalculia, Dysgraphia are included as students with learning disability and are being given following concessions: Concessions to students with Learning Disability : 1) Oral examination of students with Learning Disability should be taken by the Professors concerned at the time of unit tests and semester / term examinations. Marks obtained should be noted / recorded and their annual average be worked out. On the basis of these marks, promotion to the next class will be decided. 2) All students with Learning Disability should be provided writers at the time of written examination. They should also be given half an hour extra time than the stipulated time at each examination. 3) The students with Learning Disability should be given examination center near their houses. 4) The students should be exempted from drawing figurers, maps, charts, graphs etc. in the written examination. They will get the facility of adjusting the marks of these questions and sub questions / supplementary questions. 5) These students will be permitted to submit certificates from the concerned recognized/authorized institutions to the effect that they have completed the required work-experience / social service and practical.

6) A maximum of 20 marks should be given as grace marks for passing to these LD students who have failed in the examination. 7) Students with disabilities like Dyslexia and Dysgraphia should be permitted to select one subject under work experience in lieu of one language from the total compulsory languages. 8) These students will have concessions in mistakes in such matters as spellings and arithmetical calculations. 9) These students should be given 25 per cent more time i.e. (15 minutes) for one-hour paper but maximum 30 minutes more time for two or more hours papers in the Annual Examination. Action to be taken by the concerned officers for the students with Learning Disability: 1) Directors / Joint Directors concerned should hold a meeting of professors and principals of the colleges in their jurisdiction in the beginning of every academic year and give them detailed information / instructions about the facilities extended by the Govt. to the students with Learning Disability. As far as possible, the office bearers of the Maharashtra Dyslexia Association should be invited to this meeting. 2) The professors concerned should certify the students as having Learning Disability on the basis of certificates issued by the Govt. / Govt. recognized Medical Officers. 3) Once the medical officers have issued certificates to the students that they have Learning Disability, the colleges should not demand such certificates again and again. 4) It is essential that the concerned principals should furnish the list of students appearing for examination along with the Learning Disability Certificates to the Universities concerned and to the Director at the beginning of the Academic Year itself. 5) The Universities / Examination Boards will make available to the students and their parents the authorized curriculum on basis of which the examinations would be held. 6) All concerned should take precautions that the eligible students are not deprived of the concessions granted by the Govt. to the students with Learning Disability. 7) Vice-chancellors of all Non-agricultural Universities under the Higher and Technical Education Dept. should take action to implement these orders. Government of Maharashtra Govt. Circular No.Mis. 1021 (15/01) Pried-5 School Education Department Mantralaya Annexture Bhavan, Mumbai 400032. Date 23 rd, September 2003. According to the Govt. decision, School Education Department No. SSC1099/151/99/Ed-5, dated 13 th Nov. 2001 different facilities are given to students having Learning Disability till std. XII, as per the recommendation of the High Court, Mumbai to bring students having L.D. into the mainstream of normal school education; as per these orders under the Secretary of School Education s Chairmanship Government Resolution No.SPT 2000/3506/1310/Pr.Ed-2, dated 16 Jan. 2001. One committee was held on 16 th August 2003 and this committee has again and again given those facilities to the L.D. children and have instructed in the circular which is forwarded as been decided. Accordingly everybody is being informed that following facilities are provided to students having Learning Disability including Dyslexia, Dysgraphia and Dyscalculia.

Facilities Already Provided To Learning Disabled Students. 1. While the L.D. students from std. I-IX & XI give written exam, oral exam by the relevant subject teacher should be taken at the unit test and also at the semester exams. These marks average should be taken at the Final year and on that basis promotions is determined. 2. Permission should be given to these students for a writer for the written exam from Std. I to XII with L.D. 30 minutes more should be given than the fixed time for each exam. 3. L.D. Students can take their exam centers near their house for Std. X & XII 4. They have been given marks for questions/sub question where figures, maps and report (graph) is not compulsory for them to be drawn (for Geography, Science & Geometry) subjects instead the question should be rearranged or reformed in another way. 5. They have the permission to submit from their authorized relevant institution the practical certificate for the completion of their work experience subject with certificates for L.D. (Social service and technical subjects) 6. Only L.D. students who have failed are given 20 grace marks maximum instead of 15 marks to pass them. These marks are given in one subject or many subjects. 7. Those students having Dyslexia or Dysgraphia can appear only with two languages instead of three and instead of the third language any one work experience subject can be taken. 8. Facility of concessions has been given for L.D. students who write the numbers or alphabets opposite in spellings and in maths if written incorrect. (b/d) (10/01) 9. For these students in the Final exam should be given 25% more (15 mins) for one hour paper. Exam paper having two hours or three hours should only be given maximum 30 minutes more. 10. The Divisional Education Deputy Director should certify according to the Medical Officer s certificate for relevant L.D. students. The education officers should give these facilities for Primary/Secondary schools in their areas. Principals should be given all the details and the instructions. Those students who have L.D. should not remain uninformed about the facilities provided for them.

Changes As per Recommendations of the Committee 1. Presently L.D. students in Std. X are given Std. VII Arithmetic (75 marks) and work experience (75 marks) i.e. total 150 marks exam is taken. On the above basis permission has been given for Std. VIII Std. V arithmetic (75 marks) + work experience (75 marks) and for Std. IX Std, VI Arithmetic (75 marks) + work experience (75 marks) i.e. for Std. VIII And Std. IX 150 marks exam permission is being given. In this facility some minor changes are done as per recommendations of the Committee as follows :- Students with L.D. in Std. V and Std. VI for them Std. V Maths. For Std. VII and Std. VIII for them Std. VI maths. Std. IX and Std. X for them Std. VII Maths. From the Syllabus will be there. 2. Presently students with L.D. of Maharashtra State Secondary and Higher Secondary Education Board Syllabus recognized for any subject wherever necessary with Principal s sanction to work experience subject outside Govt. recognized Private institutions be completed. But relevant students that work experience subject is known or not should be verified by School Principal, Provision has been provided in this a minor change has been done as follows: Students with L.D. have to first select from the School the work experience subjects provided by their school (compulsory), but they will have the option of choosing other than those provided work experience subjects. For these subjects teaching should be taken from recognized private institutions by them and the school will accept that institution s certificate.

The Official Procedure to be followed by Relevant Officers for L.D. Students: 1. The School should not demand again and again for the certificate once the L.D. Student has given the certificate from Relevant Medical Officers. 2. Each academic year s starting the relevant Education Officers or Education Inspectors in their area of jurisdiction take School Principals meeting and will provide information regarding the facilities and concessions provided by the Government to the L.D. Students. For this meeting Maharashtra State Dyslexia Association s Officers should be called if possible. 3. Those L.D. students are appearing by filling form No.17 of Maharashtra State Secondary and Higher Secondary Education Board should compulsorily submit L.D. Certificate to the Board and then the Board will provide the syllabus on which such students will give the paper based only on their syllabus, to the students of L.D. and their parents.
