ACTION RATIFICATION OF Agenda Item I-1 PERSONNEL ACTIONS May 14, 2004 Recommendation That the KCTCS Board of Regents ratify the personnel actions listed in the agenda materials. Rationale On March 19, 1998, the Board of Regents delegated to the KCTCS President the authority to administer personnel actions, with such actions to be presented to the Board for review and ratification at each regularly scheduled Board meeting. Background KRS 164.365 gives governing boards exclusive control of employment, tenure, and official relations of employees. 183

Legend for Human Resource Actions* FACULTY FNH Faculty New Hire - Academic Appointment: individual not previously employed by antecedent organizations of KCTCS. Vacancy was posted and advertised in appropriate newspaper(s), etc.; a pool of applicants was defined, and interviews were conducted. P Promotion: promotion resulting in a change in faculty rank for individual. Individual may receive an increase in salary. FT/L Faculty Transfer - Lateral: movement of faculty to a different position within the respective branches or to the Office of the President. Individual is receiving no change in salary as a result of the transfer. FAR Faculty Administrative Reorganization: individual or position reassigned to new position within KCTCS as a part of major reorganization or re-alignment necessitated by integration of administrative functions. ST/L Staff Transfer - Lateral: movement of staff within KCTCS to a different position resulting in no increase or decrease in salary. T/D Demotion Transfer: demotions may be voluntary or involuntary. Voluntary position has been posted and advertised in appropriate newspaper(s) and individual has been selected as a result of interview process. Individual has voluntarily applied for position. This usually involves a reduction in salary. Involuntary position usually has not been posted or advertised. Individual has been transferred to position as a result of reorganizational change or performance problems. Generally, reorganizational change does not involve a reduction of salary and performance problems do involve a reduction in salary. SAR Staff Administrative Reorganization: individual or position reassigned to new position within KCTCS organization as a part of major reorganization or realignment necessitated by integration of administrative functions within KCTCS. Former position is abolished, although duties may either come to new position or be aligned with a different position within area as appropriate.
