The agency The Europe-Education-Formation France agency is a public body (GIP) under the authority of three ministries (Higher Education and Research; National Education, Youth and Community Life; Work, Employment and Health). The agency is the unique body in charge of implementing the European Lifelong Learning Programme in France. It manages nearly 90 million in grants for projects and mobility and has an operating budget of 6 million. The agency is directed by Antoine Godbert. The role of the agency To implement the European Union s Lifelong Learning Programme (LLP) at national leve l 01 Project management 02 Organisation 03 Strategic planning It organises the calls for proposals and allocates community subsidies, with award decisions being taken by a national evaluation committee based on independent assessment of project applications. It handles the qualitative, administrative, financial and accounting monitoring of selected projects. It takes part in the evaluation of programmes. It provides information and guidance on the programmes and systems it runs. It provides information and promotion of project results. It is supported by a team of external evaluators made up of professionals in the field of education and training. It develops action plans in liaison with national organisations working in education and vocational training throughout the country. It organises a large number of conferences, seminars, workshops, etc. The Bologna Experts at the heart of European cooperation It is also actively involved in preparing the future development of lifelong learning programmes and in fitting them in with French national education strategies. It initiates studies into specific target groups and topics. At the initiative of the European Commission, the French team of Bologna Experts was set up under the supervision of the Direction générale de l enseignement supérieur et l insertion professionnelle (DGSIP), in partnership with the Conférence des présidents d université (CPU), the Conférence des directeurs d école et de formation d ingénieurs (CDEFI) and the Conférence des grandes écoles (CGE). The Bologna Experts support the implementation of the Bologna Process in France. They are involved in promoting and increasing awareness of the Bologna Process, organising seminars on a variety of topics (ECTS, skills, Diploma Supplement, quality assurance, etc) and offering guidance and expertise to higher education institutions. Working with developers The agency does not receive applicants for study or training mobility in person but operates through the www.2e2f.fr website where a lot of information is available for them. Applicants contact local and regional institutions working in partnership with the agency, such as local education authorities, employment and vocational training networks, job centres, local bodies, regional authorities, regional offices of the Ministry for Agriculture, Food, Fishing, Rural Affairs and Regional Development, international relations departments of universities and grandes écoles, etc.

Bordeaux... The Lifelong Learning Programme The European Union s Lifelong Learning Programme, implemented in France by the agency, gives all individuals a chance to participate in diverse learning experiences at all stages of life. With a budget close to 7 billion for the 2007-2013 period, the programme supports a variety of actions including mobility, course design projects, preparatory study visits for projects and networking activities. In addition to students and trainees, the projects are also aimed at teachers, trainers and other individuals in the fields of education and training. The programme is built around four sectoral programmes (Leonardo da Vinci, Comenius, Erasmus, Grundtvig) and specific arrangements.

The sectoral programmes Leonardo da Vinci Comenius Erasmus Grundtvig (Vocational training and education) supports vocational training, particularly in the form of internships for young people and trainers in companies located outside their country of origin, as well as cooperation projects bringing together vocational training institutions and companies. The programme aims to reach 80,000 internships every year across Europe by 2013. (School education) supports co-operation between schools and teachers in Europe, with the objective of involving three million students across Europe between 2007 and 2013. Launched in 2009, Comenius Regio partnerships provide financial support for European cooperation in school education between local authorities around Europe. (Higher education) funds mobility initiatives for students and teaching staff, as well as inter-university co-operation. Some 150,000 European students benefit from this programme each year, with one of the largest groups (over 30,000) coming from France. Le programme transversal (Adult education) supports adult education programmes, particularly in the form of partnerships, trans-national networks and mobility initiatives. It aims to support the mobility of 7,000 individuals by 2013. For policy co-operation, t he p romotion o f foreign language learning, online education, and the exploitation and dissemination of educational and training systems project results. The systems Three European arrangements: Third country programmes Two international programmes: Europass Euroguidance Erasmus Mundus Tempus This is the single, common frame of reference for the transparency of qualifications and skills in Europe. Adopted by 33 countries, the Europass Portfolio enables individuals to describe the competences acquired in Europe on their training course or through their personal and professional experiences, regardless of age, training, status or experience. This is a European network of careers guidance practitioners set up by the European Commission and now with 65 centres in 31 countries across Europe. It informs European citizens about opportunities for study, training and mobility in Europe. The European Language Label This programme supports innovative initiatives in both regional and national language teaching and learning. This programme sets up Masters and PhD courses of excellence aimed at both students from the European Union and countries outside Europe. This programme supports the modernisation of higher education systems in the partner countries of the Western Balkans, Eastern Europe, Central Asia and the Mediterranean. 2e 2f.fr
