Pasco-Hernando State College, a Florida College System institution serving more than 15,000 students, has launched a national search for its fourth President. The Search Committee invites applications, nominations, and expressions of interest for this executive officer who will continue to advance the institution that serves Pasco and Hernando counties on the west coast of Florida. The Opportunity Pasco-Hernando State College is the newest state college in Florida, transitioning from a community college in January 2014. Two baccalaureate degrees, the Bachelor of Science in nursing and the Bachelor of Applied Science in supervision and management, debuted in the 2014-2015 academic year. The College anticipates additional growth as it continues to expand programs and opportunities throughout Pasco and Hernando counties. This presidency provides an excellent leadership opportunity for a wellexperienced academic administrator to advance this dynamic multicampus college as it expands four-year programming and continues to prepare students for career paths that meet the area s diverse economic and workforce development needs. The President serves as the chief executive officer of the College and corporate secretary of the District Board of Trustees (DBoT) and is responsible for the operation and administration of the College. In fulfilling these roles, the President shall: Recommend the adoption of rules, as appropriate, to the DBoT to implement provisions of law governing the operation and administration of the district, including rules delegating powers to the President Ensure that all rules and policies of the DBoT and applicable laws and rules of the State Board of Education are followed and met appropriately and as prescribed to conduct the operations of the College Prepare budget requests and operating budgets Establish and implement policies and procedures to recruit, appoint, transfer, promote, compensate, evaluate, reward, demote, discipline, and remove personnel Govern admissions Approve, execute, and administer contracts for and on behalf of the DBoT for licenses; the acquisition or provision of commodities, goods, equipment, and services; leases of real and personal property; and planning and construction to be rendered to or by the College for the implementation of approved programs of PHSC Act for the DBoT as custodian of all College property and financial resources and to prioritize use of College space, property, equipment, Pasco-Hernando State College Presidential Search www.phsc.edu 2

Spring Hill Campus Mission Statement Pasco-Hernando State College serves the educational needs and interests of its community by awarding certificates, diplomas, and associate and baccalaureate degrees. As a comprehensive, multicampus learning-centered institution, PHSC utilizes various instructional modalities and support services. PHSC provides an accessible, diverse teaching and learning environment rich with opportunities for students to achieve academic success and cultural growth in a global society. and resources and to impose charges for the use of those items Direct and support fundraising and grant solicitation activities to increase financial resources available to support the College s programs and services Establish the internal academic calendar of the College Administer and maintain the College s intercollegiate athletics program to promote high standards of academic and athletic achievement, equity, citizenship, behavior, and integrity for its student athletes, employees, and support groups Recommend to the DBoT the establishment and termination of programs consistent with the mission and goals of the College and governing law Award degrees Recommend to the DBoT a schedule of tuition and fees to be charged by the College Organize the College to efficiently and effectively achieve its goals Review periodically the operations of PHSC in order to determine how effectively and efficiently it is being administered and whether it is meeting the goals of its strategic plan adopted by the State Board of Education Enter into agreements for student exchange programs that involve students at the College and students in other institutions of higher learning Approve the internal procedures of student organizations and provide purchasing, contracting, and budgetary review processes for these organizations Ensure compliance with federal and state laws, rules, regulations, and other requirements that are applicable to the College Maintain all data and information pertaining to the operation of the College, and report on the attainment by the College of institutional and statewide performance accountability goals Certify to the Department of Education a project s compliance with the requirements for expenditure of Public Educational Capital Outlay funds prior to release of funds pursuant to the applicable provisions of law Annually provide appropriate law enforcement agencies and fire departments with updated floor plans and other relevant documents for facilities Develop and implement jointly with school superintendents for Pasco and Hernando counties a comprehensive articulated acceleration program, including a comprehensive interinstitutional articulation agreement Be responsible for student discipline Submit an annual employment accountability plan Annually evaluate, or have a designee annually evaluate, each department chairperson, dean, provost, and vice Pasco-Hernando State College Presidential Search www.phsc.edu 3

Managing fiscal resources Leading an efficient and productive program of institutional effectiveness president achieving the annual and long-term goals and objectives of the College s employment accountability plan Perform other such duties as the law, rules of the State Board of Education or policies of the DBoT may require Qualifications The President will have the leadership skills, administrative experience, and management abilities to effectively oversee the personnel, facilities, and operations of the College. The successful candidate will possess an earned doctorate from a regionally accredited institution and have experience in community/state colleges, with a minimum of five years of seniorlevel administration in community/ state colleges and three years of teaching experience. Health program students, North Campus Candidates must have current knowledge and understanding of all aspects of the instructional program, educational and facility planning, and effective organizational management skills. Superior written and verbal communication skills, including the ability to make effective public presentations, as well as a record of active community involvement, are required. The President will have demonstrated exemplary personal conduct. Pasco-Hernando State College Established in 1972, Pasco-Hernando State College is governed by a local Board of Trustees, which establish policies for the operation of the College in accordance with Florida Statutes and Rules of the State Board of Education. These trustees are appointed by the governor and are confirmed by the Florida Senate. The Fiscal Year 2014-2015 operating budget of PHSC is $46,915,049. The College employs more than 500 full- and part-time regular faculty and staff. The institution contributes more than $240 million to the region s economy annually. advantage in the marketplace, but also build their confidence in their own potential. The College s Associate in Arts degree program provides a solid foundation in the arts and sciences. Successful completion of PHSC s AA degree guarantees seamless transfer to one of Florida s public universities or state colleges at the junior level. PHSC provides training for more than 30 high-demand careers in business, health, industry and technology, and public service through its new bachelor s degrees, Associate in Science degrees, and certificate programs. The athletic program at PHSC is an integral part of the overall mission of this institution. PHSC s teams are frequent contenders in championship tournaments. The College is a member of the National Junior College Athletic Association and the Florida College System Activities Association. Over four decades of service, the College has conferred more than 35,000 degrees and certificates. Many alumni live and work in Pasco and Hernando counties, including physicians, attorneys, college professors, teachers, nurses, law enforcement officers, and countless other professionals. The College receives private support through the Pasco-Hernando State College Foundation, Inc. Governed by a volunteer board from Pasco and Hernando counties, the Foundation funds scholarships, health programs, faculty and staff development, and academic equipment needs. The Foundation also supports the College libraries, key educational and cultural programs, and the Performing Arts Center Series. About Pasco and Hernando Counties, Florida Pasco and Hernando counties lie just north of Hillsborough and Pinellas counties and the cities of Tampa, Clearwater, and St. Petersburg and west of the greater Orlando area. PHSC s two-county district, considered part of Tampa Bay and the nine-county Nature Coast region, is historically rich and geographically and culturally diverse. Presidential Search To the west, both counties border the Gulf of Mexico. Stretching to the east, the counties encompass bustling municipalities as well as rolling hills, pristine rivers, ranch land, forests, and spectacular preserved lands. With a growing population of more than 464,000 residents, Pasco County includes six distinct communities, such as the historic county seat of Dade City, a quaint Old Florida town, and its largest city, New Port Richey, located along the banks of the Pithlachascotee River. Hernando County, north of Pasco County, has a population of nearly 173,000. The county s largest municipality is Spring Hill, which was developed as a planned community and has the greatest population north of the Tampa Bay metro area. The quaint, historic city of Brooksville, established in 1856, is the county seat. The Tampa Bay region, a worldrenowned tourist destination, includes internationally acclaimed white sandy beaches and a vibrant arts, shopping, dining, cultural, and entertainment scene. Sports fans enjoy two professional football teams, professional hockey, and major league baseball. Outdoor enthusiasts enjoy year-round golf, fishing, and boating, as well as plethora of parks for picnicking and miles of scenic trails to walk, run, or bike.
