REGULAR MEETING OF THE BOARD APRIL 14, 2014-7:00 PM. IN THE BOARD ROOM OF THE A.H. KENNEDY LIFETIME EDUCATION CENTER. 2014-060 CALL TO ORDER/PLEDGE OF ALLEGIANCE Everyone stood for the Pledge of Allegiance and the meeting was called to order by School Board President, Jeff Roberts. 2014-061 ADOPTION OF AGENDA The agenda of the April 14, 2014 regular Meeting of the Board of School Trustees was approved as presented. Motion: George Schwoeppe Second: Derek Allen 2014-062 APPROVAL OF MINUTES The minutes of the March 14, 2014 Regular Meeting and Executive Session minutes of the Board were approved as presented. Motion: David Hemmer Second: Barbara Tuley Jeff Roberts informed everyone in attendance that there will be a Public Hearing at 8:00 PM tonight as advertised in the paper. Should the regular meeting fail to be completed by then, there will be a small recess and will open the Public Hearing. Following the Public Hearing the regular meeting will reconvene. 2014-063 SUPERINTENDENT S REPORT SSHS will host their annual W.H.O.O carnival on Friday, April 25 th at 2:00 PM Rockport Elementary School will host their annual Spring Carnival on Saturday, April 19 th from 3:00-7:00 PM Rockport Elementary School will have its first ever 5K Fun Run/Walk on Saturday, May 17 th from 10:00 AM 1:00 PM held at the City Park. The second half of the ISTEP testing will begin April 28 th and conclude the second week of May. The SSMS & SSHS Bands will have their annual Spring Concert on Wednesday, April 16 th at 7:00 PM in the HS auditorium. The SSMS Academic Banquet will be held on Tuesday, May 6 th at 6:00 PM in the SSMS gymnasium. Staff appreciation week begins May 5 th Graduation will take place on Saturday, May 24 th in the SSHS gymnasium. 3

2014-064 RECOGNITIONS South Spencer County School Corporation received an outstanding award in regards to our music education by being named a Best Community for Music Education by the National Association of Music Merchants (NAMM). SSHS Archery Club competed in its first ever Indiana State NASP Tournament in Indianapolis last month. They finished 18 th out of 30 other High School teams which may qualify them for the National competition to be held in Louisville, KY in May. SSHS Drama Club presented Into the Woods this past weekend. As always the students and staff delivered an exception performance. 2014-065 PRESENTATIONS Jim Thompson with Gibraltar Designs, Inc. presented the first phase of the facilities study. 2014-066 STATEMENTS FROM THE PUBLIC None 2014-067 STATEMENTS/CONCERNS OF THE BOARD None 2014-068 CONSENT ITEMS 1. Approved the payroll claim docket and accounts payable claims numbered 263 to 401. 2. Approved the Treasurers financial report. 3. Approved the list of volunteers as presented. 4. Approved the overnight transportation request for the SSHS Supermileage team to travel to Indianapolis April 27-28, 2014. 5. Approved the out of state transportation request for Rockport Elementary School Kindergarten class to go to Smother s Park in Owensboro, KY on either May 9 th or May 16 th 2014. 6. Approved the out of state transportation requests from David Malone as follows: Adv. Chorus class & Rebel Singers to Owensboro, KY on May 2 nd 2014 Beginning Chorus class & Rebel Singers to Nashville, TN on May 3 rd 2014. 7. Accepted the resignation from James Calhoun from his position as a custodian at the LEC, effective April 30, 2014. 8. Accept the resignation from David Horn from his position as a regular route bus driver, effective March 21, 2014, and post the position. 4

9. Accepted the resignation from Bertie Ayer from her positions Guidance Secretary for SSHS and prom sponsor, effective June 9, 2014. 10. Accepted the retirement of Vicki Sitzman at the end of this school year, May 23 rd 2014. 11. Approved to advertise for (2) individuals to clean the interior of all school buses, beginning June 2, 2014 and working until all of the buses are cleaned. The Corporation will pay $60.00 per regular bus and $30.00 per activity bus. Individuals will work as a team and split the pay for each bus accordingly. 12. Approved to advertise for (1) individual to clean the exterior of all school buses, at a rate of $12.30 per hour. Beginning June 2, 2014 and working until all of the buses are cleaned. 13. Approved the 2014 summer athletic camp schedule for SSHS as presented. Upon the recommendation of the Superintendent, accepted the 2 nd Memorandum of Understanding between the SSCSC and The SSCTA regarding the continuation of the 30 minute extension of the school day for an additional 12 school days. Motion: Barbara Tuley Second: George Schwoeppe 2. Upon the recommendation of the Superintendent, approved to allow Rockport Elementary School to move forward with the licensing process of our preschool to participate in the Indiana Paths To Quality Rating System. *Mrs. Haskell thanked Mr. French and Mrs. Scarbrough for pursuing this in an effort to build the pre-school program. It will also bring recognition to the program and possibly more funding. Motion: Derek Allen Second: George Schwoeppe 3. 2014-073 INFORMATION ITEMS These were written reports to the Board. 1. Technology Report 2. Maintenance Report 3. Transportation Report 2014-074 MISCELLANEOUS Mrs. Haskell announced that the HS and Luce Elementary School are recognized as 4 Star School again. Rockport Elementary and the MS are not far behind, there are just a few items that need to be addressed but they have done an excellent job at their buildings as well. David Hemmer thanked Jim Thompson for his presentation this evening. **** Recess 7:46 PM **** Public Hearing called to order 8:00PM School Board Attorney, Eric Ayer, explained the purpose of this Public Hearing which is to make an amendment in the Superintendents contract. For years in the past, Indiana School Corporations have fully paid the insurance premiums for school Superintendents as part of their employment contract. Due to new legislation and the opinion of the IRS, the Corporations in Indiana are no longer going to be allowed to pay the premiums. Also, part of the new legislation says that any amendment or new contract cannot be addressed until there is a notice of hearing published and then a public hearing must take place. Basically the contract will remain the same, with the exception of addressing the insurance benefit. In lieu of the insurance premium being paid by the school corporation, the amount will be paid directly to the Superintendent via payroll, making her/him responsible for paying the insurance premium. The amendment amounts to about $10,416.00. The other provisions will remain the same. The contract runs for a period of 5 years beginning July 1, 2013 and ending June 30, 2018 with a base salary of $95,000; work year of 260 days; annual time of 20 vacation days, 10 sick days, 5 personal days and section 401 contributions, all of which are already in place in the existing contract. The Superintendent is evaluated annually by the Board of School Trustees. Please note that this is not costing the corporation addition dollars. It is basically taking the dollars that were already being paid in to the insurance company on behalf of the Superintendent and paying it directly to Superintendent for her/him to be responsible for the insurance premium. This is in line with what has recently taken place in the North Spencer County School Corporation. No questions or comments were made. 8

The Public Hearing was closed 8:06 PM and the regular meeting was reconvened. 1. Upon the request of the School Board President a motion was made to accept the Superintendents contract as presented.
