CENTRAL DAUPHIN SCHOOL DISTRICT POSITION DESCRIPTION Position: Director of Pupil Services Department: Pupil Services FLSA: Exempt Reports To: Assistant Superintendent SUMMARY Director of Pupil Services shall perform those central office duties necessary to support the overall instructional mission of the school district. Department responsibilities include services provided to students in all district buildings, non-public schools, hospitalization programs and other outside agencies. Programs include health services, counseling services, school psychological services, gifted education services, ESL services, instructional support services, home/school visitor services, homebound services, and Student Assistance Program services. Other responsibilities include coordinating the district and state standardized testing program, Child Accounting and Central Registration, and the Wellness program. ESSENTIAL DUTIES AND RESPONSIBILITIES A. Staff and Personnel Plan, direct and support all professional and non-professional staff implementing effective system-wide psychological, counseling, health, gifted education, IST and ESL programs Assist in the recruitment, interviewing and selecting of perspective pupil services staff Supervise and assist building principals in the evaluation of pupil services staff to assure adherence to local, state and federal guidelines and regulations Develop and conduct staff in-service programs in conjunction with other building and district office administrators. Attend monthly department meetings for school psychologists, counselors, nurses, home/school visitors, gifted education, IST and ESL staff. Coordinated contracted medical service personnel to include school psychiatrist, physician and dentist. Supervise the professional and non-professional staff in the Child Accounting and Central Registration department Be courteous, respectful and professional in all interactions with staff. B. Curriculum and Instruction 1

Coordinate district-wide Student Assistance Program. Coordinate requests for homebound instruction and initiate payment for instructional programming. Provide a program direction that promotes student attendance, prevents dropouts and leads to successful post secondary education and/or successful employment. Provide technical assistance to building principals and specialists regarding pupil services issues. Coordinate all aspects of educational programming for students in out-of-district placements. Monitor additions and changes in legislation, regulations, and guidelines related to pupil services. Coordinate district-wide and state-wide standardized testing program. C. Business Affairs Develop budget recommendations and provide expenditure control of approved budgets for all pupil services departments. Compile data, report and submit all appropriate pupil services reports required by the school district, state and federal agencies Ensure compliance with state and federal. mandates regarding student information. Assist in the development of policy and procedures in areas that directly affect all elements of pupil services programming. Develop program, complete application and monitor expenditures relative to the Safe and Drug Free School and Community Act, Title II N & D, and Title III ESL. D. Community Relations Serve as a liaison with organizations having a mutual interest in promoting student welfare and professional practices (i.e. Drug and Alcohol Task Force) Be courteous, respectful and professional in all interactions with the public. E. Pupil Personnel Services Direct the collections, dissemination, maintenance and destruction of pupil records. Supervise the investigation of all residency requests. Monitor school environment to improve the safety, social and emotional health of students and staff. Supervise the identification, screening and appropriate placement of eligible gifted children. Complete all Child Find requirements as outlined by federal and state mandates. Assure appropriate program acquisition for homeless and migrant students. F. Professional Development Belong to, attend, and participate in local, state, and national professional organizations Develop, write and work toward the achievement of annual goals. G. He/She must be knowledgeable of pupil services programs and the laws governing those services; must be able to work effectively with other administrators and governmental agencies, private associations, parents and citizen groups; manage human relationships; effectively develop and manage budgets; effectively present oral and written reports. Physical Abilities: See attached Education and Experience: Must have an advanced degree from an accredited college or university. Must hold a valid Pennsylvania certificate for one of the following: Supervisor of Pupil Services; Superintendent; Assistant Superintendent; Principal.
