APPETD is an association of private providers of South Africa similar to ACPET. The membership is made up of both the Further Education and Training and the Higher Education Sectors within South Africa. It has 675 members nationally.

I realised that the best place to start is to let you understand the legislative and regulatory environment in SA I believe this will assist you in deciding whether you will be in the position to venture in to education in South Africa Towards the end of my discussion i will provide the latest information on education in South Africa

Evolution of the Legislative Framework 4

1995: SAQA established. NQF put in place. 1996: FET Act enabled the establishment of FET Colleges 1997: HE Act Provided for system of Higher Education with HEQC. 1998: Skills Development / Levy Act Facilitated coming into being of SETAs and the National Skills Fund (NSF) 2001: A Ministerial Task Team set up to review the implementation of the NQF 5

2003: Skills Development Amendment Act enables the consolidation of SETA s and makes SETA s more accountable through SLA s. 2008: Alignment of key legislation giving birth to the current set up with QCs and revised structures and shared responsibilities o o o o National Qualifications Framework Act Higher Education Amendment Act Skills Development Amendment Act GeNFETQA Amendment Act The NQF Act forms the basis for refined roles and responsibilities for DoL and DoE. 6

Clear responsibilities between Ministers of Education and Labour i.r.o NQF Dept. of Education is tasked with: Oversight of SAQA The international comparability of the NQF Overall development of the NQF Quality Councils for: Higher Education (HE), Further Education (FET) and General Education (GET) Dept. Labour is tasked with: Quality Council for Trades and Occupations (QCTO) Oversight of 22 SETA s, including their compliance requirements and performance standards The NQF now has 10 levels with 3 subframeworks 7

Industry has decried the low competence levels of graduates at job entry stage Some of SA s Artisans are no longer recognised internationally Some occupational designations are not compatible with peers internationally The need for a common language across occupations is being recognised NQF qualifications oriented more towards learning fields than to occupations 9

Bureaucracy: o Duplication of qualifications / skills sets prevalent across ETQAs o Overlap of qualifications / skills sets prevalent across ETQAs Represented an unwieldy ETD and Skills Development System The need to increase efficiency and response levels recognised 10

The education ministry has been split into two: Basic and higher education All training activities that were being undertaken under DoL has also been moved-includes SETA s, NSF and the QCTO 14
