APPETD is an association of private providers of South Africa similar to ACPET. The membership is made up of both the Further Education and Training and the Higher Education Sectors within South Africa. It has 675 members nationally.

Evolution of the Legislative Framework 4
1995: SAQA established. NQF put in place. 1996: FET Act enabled the establishment of FET Colleges 1997: HE Act Provided for system of Higher Education with HEQC. 1998: Skills Development / Levy Act Facilitated coming into being of SETAs and the National Skills Fund (NSF) 2001: A Ministerial Task Team set up to review the implementation of the NQF 5

Clear responsibilities between Ministers of Education and Labour i.r.o NQF Dept. of Education is tasked with: Oversight of SAQA The international comparability of the NQF Overall development of the NQF Quality Councils for: Higher Education (HE), Further Education (FET) and General Education (GET) Dept. Labour is tasked with: Quality Council for Trades and Occupations (QCTO) Oversight of 22 SETA s, including their compliance requirements and performance standards The NQF now has 10 levels with 3 subframeworks 7

The education ministry has been split into two: Basic and higher education All training activities that were being undertaken under DoL has also been moved-includes SETA s, NSF and the QCTO 14
